Good afternoon from new york where we are covering a very bad day for our northern neighbors in canada, specifically in ottawa and ac day thats made w enforcement nervous throughout north america. This happened on Parliament Hill. Their equivalent of capitol hill. Two are dead, including a canadian soldier and the suspect. But this involved a shootout, outside the caucus rooms on Parliament Hill on a day when most lawmakers were there. And were in their offices this is the video from the globe and mail in canada, well rerack this and listen as the gunshots played out. [ gunshots ] again, in a place where its usually very, very quiet, where lawmakers were in attendance today, thats what happened. Lets go to our justice correspondent Pete Williams whos been following this from the start. Pete, walk us through your understanding of what has taken place today in ottawa. It began with a single shooting, brian, about a third of a mile away from the Parliament Building at canadas national war memorial. Witnesses say a man walked up to a guard, a military guard at the war memorial and opened fire. The guard the soldier there died a short time later. The witnesses say the man with the gun then hijacked a car and drove to the Parliament Building where you just saw the Dramatic Exchange of gunfire inside that ornate building. Canadian Authorities Say the man was shot and later died, shot by the parliament sergeant at arms. And from then on, really until still at this hour, there have been reports of other men with guns that have caused a lockdown in that area of ottawa. Canadas fifth largest city, as police swarm the streets. But so far they have not confirmed any reports of any other shootings or any other people with a gun, brian. All right. Thats the important part of this. This could be as we say, fog of war, the sightings could be real, this could be part of something that extends beyond this one dead suspect. We just dont know. Dreary outside in philadelphias taking a look at the cloudy skies over center city. Count on the First Alert Weather Team to tell you where we will see the heaviest rain and for how long. Lets begin with meteorologist Sheena Parveen whos tracking the shower. Sheena . Some of the heaviest rain is moving into parts of delaware, even through some areas of south jersey. We have other areas of heavier rain offshore that we are currently watching. Heres a look at the radar. Here you can see with the oranges and yellows and reds, new castle, csalem, cumberland county, even gloucester, along the i95 core done to bridgeton, smyr smyrna, the rainfall rate is 0. 70 inch an hour. This moving quickly. Well continue to see this move through the area as we go through the next few hours. We have more rain offshore. Take a look at the motion of it. Its mainly moving to the southeast. Thunderstorms with this but also another batch of rain well to our north and east that we will be watching, approaching the area as we go into it later on this evening and also through some of the overnight hours tonight. Big area of low pressure giving us the rain, giving us the wind and the cooler temperatures. Speaking of the cooler temperatures and the wind around today, chief meteorologist glenn hurricane schwartz is standing by with a look at that. Glenn . Thats right, sheena. Its been windy all day, gusts over 30 miles an hour. You can see the flags blowing real hard and its going to be a windy night, a windy day tomorrow. The wind is also helping to drop the temperatures only in the mid50s across much of the area. Thats about ten degrees below average for this time of the year. 10 to 15 degrees colder than what it was at this time yesterday. So get ready for a little bit more of this. Investigators say a cat and a litter of kittens were set on fire and killed. It happened outside the washington Avenue School in pleasantville, Atlantic County. As nbc 10 Jersey Shore Bureau reporter Ted Greenberg found out that school was the scene of a similar act of animal cruelty last year. Its disturbing. Reporter its the talk among teachers at pleasantvilles washington avenue elementary school, a cat and three kittens found dead in a staff parking lot after the creatures were set on fire. Obviously you dont like to see that kind of thing. Animal cruelty is not a good thing. We believe its been burned on scene. Reporter a scene so disturbing we cant show it clearly on television. Police launched an investigation tuesday after a teacher made the grisly discovery the day before. Its troubling to people, you know, to do such a thing to any creature. Reporter there is a surveillance camera near the area where the cats were found and the school is in the process of going through the video to see if the incident was recorded. But that could take a while, im told, because authorities arent sure exactly when the animals were set on fire. Staff has been reporting the smell for a week. They assumed it was the dumpsters which is in close proximity. Its on school property. We dont want people associating animal cruelty with the school. The teachers in this School Donate a lot of money to animal shelters and things like that. Reporter teachers tell me a burned dead dog was found in the same area last year. That case remains unsolved and police are investigating if theres a possible connection. Two times is even worse. Reporter both police and the Atlantic County spca want to hear from anyone with information on whoevers responsible for these acts of cruelty just feet from classrooms. Says it will monitor everyone, including americans who travel from west africa to the u. S. c and that monitoring will start in six states. In our area, pennsylvania and new jersey are included. Now, starting monday, travelers will be observed for 21 days for symptoms. Local Health Officials may call, email or even visit travelers at home once theyre on u. S. Soil. Meanwhile, some workers who clean planes at Philadelphia International airport worry they went properly protect. They just held a News Conference and lu ann cahn is here to tell us what else they are saying. Were talking about contracted workers that only have latex gloves to protect themselves. Theyre asking for protective gear that meets higher standards. Subcontractors are not employed by the airplane. The airport says all Philadelphia International airport employees have been trained and have been provided personal protective equipment. Subcontractors want the same. Earlier today, members of congress from our area attended a meeting on ebola at the hospital of the university of pennsylvania. The politicians say they came to seek answers and to make sure medical professionals in our area are prepared for ebola patients. First, id like to allay regional anxieties and to assure that theres the appropriate sense of preparation here. Reporter congressman meehan also says he wants to make sure federal and state authorities are communicating, again, he said he wants to allay anxiety and fear. Experts say its important to understand you can only catch ebola if you are in direct close contact with the person while theyre showing symptoms of the virus. And its important to know we have no cases of ebola in our area. Lu ann cahn, nbc 10 news. New Jersey Governor Chris Christie is announcing an Ebola Response team to coordinate ebola preparedness in the state. The governor held a readiness briefing today in hackensack and governor christie says new jersey is working closely with its neighboring states. Weve been working very hard not only with our partners in the federal government but also with our neighboring states. The government of the state of new york, city of new york, pennsylvania, connecticut, delaware, to make sure that were sharing information on a regular basis. No patients have been diagnosed with ebola in new jersey. Well, there are many new developments on ebola concerns nationally that we are tracking for you today. An nbc photographer who contracted ebola while covering the outbreak in liberia has now been released from the hospital. Doctors say tests show ashoka mukpo is free of the virus. The new ebola czar is spending his first day on the job today. Ron klain is meeting with the president this afternoon. And the top red cross official says hes confident the spread of ebola in west africa can be could be takened in four to six months. And there is good news about the dog of ebola patient nina pham. Bentley has tested negative for the virus. The cavalier king charles spaniel has been in the care of the city of dallas animal services. The pooch has been under a 21day quarantine period. Pham is in Good Condition at the National Institutes of health in bethesda, maryland. The National Institutes of health started human testing in ebola vaccine phase one of tests involve 39 healthy adults randomly assigned to three groups. Each group will receive different doses of the vaccine. The vaccine was developed by researchers atc canadas natiol microbiology laboratory. New jerseybased Johnson Johnson is developing a vaccine which they say can start safely testing in early january. The company says its committed up to 200 million to speed up and expand production of the vaccine program. New information on another suspected case of enterovirus d68 in mercer county. Officials with the centers for Disease Control have determined a second child in Hamilton Township did not have the respiratory illness. Test results showed no traces of the virus in the boy. The child attended the same preschool as 4yearold eli waller who died last month from the virus. The boy became sick at home but all classrooms at Yardville Elementary School were disinfected as a precaution. New jersey Health Officials say there have been 18 confirmed cases of enterovirus d68 in the state. There are 25 in pennsylvania. 20 minutes of nonstop news continues with this. Handles investigations. Nbc 10s Deanna Durante is live in norristown. Tell us what changes are going to be made. Reporter a number of changes according to the District Attorney who sat with her First Assistant and the director of the Quattrone Center at the university of Pennsylvania Law School that helped in this internal review, one that lasted about six months. The d. A. Says theyll be restructuring in her office, two new positions will be added and there will be restructuring when it comes to the Montgomery County detectives, specifically creating a Violent Crime and technology unit. This mistake happened when robert kerns was arrested for rape charges and we were told back in march when those charges were dropped it was due to an error, an error in reading a lab report. That lab report was a key piece of evidence in the case. And that case again was dropped, those rape charges dropped. The d. A. Says she cant talk about specifics about that case because the attorney general is now prosecuting the case. The independent reviews of the case allow will allow her office to create this ombudsman position, someone the public can reach out to should they have information about cases. Also adding an assistant chief for another person to look over these cases. It is hard to admit when a mistake has happened but the point is to try and prevent one from happening again. I think part of it is letting people in the office know, were not just pushing it to get to the next case or to the end of the case. We want to make sure as the leadership of this office that you take the time that you need to verify your work and ensure the accuracy of everything you do. Reporter now, the District Attorney says that although these changes revolve around one specific case, she does hope the changes being implemented will prevent any future problems with prosecuting cases, again, robert kerns is being prosecuted by the Attorney Generals Office on assault charges. Millions of millions of cubic feet of natural gas under pennsylvania. Reporter today in bucks county, natural gas supporters point to positive impacts on the state economy, like lower heating bills. 500,000 jobs. Reporter the industry is booming. Billions in profits and now its getting the attention of candidates running for governor. Democrat tom wolf says some of those profits should go back into local schools and communities in the form of a 5 gas extraction tax. Meanwhile were the only state that doesnt charge oil and Gas Companies an extraction tax. Were the only state in the country that lets oil and Gas Companies off the hook. Reporter his opponent, governor corbett resisted the idea. But i think there are other ways to do it. Reporter and republicans in the statehouse like bucks county rep kathy watson says the industry is paying it forward through corporate taxes and heavy fees. This he are definitely getting taxed already. They pay their fair share. I am not sure i agree with 5 . Reporter but tom wolf is leading in the polls. Should he win, hell likely propose that tax on fracing which will force republicans, like gop policy chair dave reed to at least consider it. I think it depends on how the tax is structured and the rate of the tax. No matter who you levee the tax on, ultimately its the consumer that will pay that tax. It was a messy, gloomy day for people all around the area. Found people under umbrellas on cooper street in camden today. The rain at that point was light but the wind was blowing pretty well all day. Its going to continue to blow tonight and tomorrow, wet and windy, again, as weve been advertising for the past week that this was going to happen. Its a chilly pattern as well. But dry weather coming in for the weekend. This will be moving out. Everything is kind of wet right now. Its only 55 degrees in philadelphia, 16 mileanhour sustained winds and 14 degrees colder than at this time yesterday. And were only 53 degrees in westchester and trenton, 52 in glassboro. It is pretty chilly out there. The average High Temperature for this time of the year is 65. And we continue to see those winds out of the north, northeast, 15 to 20 miles an hour. These are the sustained winds, of course, there have been gusts stronger than that. And we watch the rain. We had a lot of it through the philadelphia area earlier thats moved down into northern delaware. But there will be more coming in to the philadelphia area. Chester county, totally covered with rain. Salem, Gloucester County getting some of the heaviest rain for the day. Certainly kent county starting to get into the action. It was dry much of the day. Theres still a lot of rain offshore and some of it will be spinning in overnight tonight. In our futurecast shows us that were not about to dry out any time soon here. Look through the evening, more rain coming in from the ocean. Not quite as heavy in most places as what weve seen offshore. But if we get some of the heavier stuff in monmouth counties, there could be c flooding. Theyve had several inches in the last few days. The heavier rain goes toward the morning rush tomorrow.
