Reporter rocky lives about as close to the site as can you get. He heard the booms and ran out to find the gas trucks fires falling from the sky. The truck was carrying about 9,000 gallons of gas when it rolled over on the northbound ramp from route 90 to route 130. As bad as it looked the driver of the fuel truck only had leg and back pain. He and a firefighter went to Cooper University hospital with minor injuries. The surrounding area was evacuated for a short time. You can still smell the burning gas in the air. Some say at the height of the fire, you could feel it in your throat. After some of the gas burned off, a hazmat group based near the site was able to contain the fire minimizing potential damage to the air and water. Thats right. Some areas could see record lows as we go through tonight. Youre right, the temperatures are dropping. Those wintdzds theyll be lighting up. Right now were at 17 degrees in allentown. We could hit a record tonight, expected to go below zero through parts of the Lehigh Valley. 24 degrees in philadelphia. 24 in wilmington. 25 in millvale. So in philadelphia, at least, the temperatures dropped about 2 degrees in the last hour. Those numbers will keep on dropping. Take a look at the arctic air up to our north. We have actual temperatures below zero in buffalo. 1 degree below zero. This will continue to move in. This is very cold air. Again, by tomorrow morning, we could be seeing some record low temperatures across the area. Now, as for the rest of this evening, like i mentioned, the wintsdz winds will be lighting up so it will allow the wind to drop off. By 8 00 tonight we should be in the upper teens around philadelphia. By 10 p. M. , already in the middle teens. And expected to be in Single Digits by tomorrow morning. A judge ordered christie and the state legislature to tut putt more money into Pension Funds for retired public workers. This is a major blow for christie, one day before the governor releases his budget. It this could force big changes as well. The State Government is expected to appeal. New at 5 00 from the classroom to the state house. Late this afternoon, lawmakers voted on changing of a controversial test used to decide what classes students across the state can take. Reporter i ask tell you lawmakers have voted in favor of a measure that would bar School Officials from using tests to determine student placement for three years. This new bill just passed 637. It is great news for parents and teachers concerned about the negative impact of standardized tests. Now, the bill also bars the department of education from using the test as a way to determine a students placement in advanced or gifted programs for three years starting with the next school year. It also bars state officials from using it as a graduation promotion requirement. You may recall that we actually broke this story last week. These tests have drawn a lot of mixed reactions. School Officials Say students will benefit from the challenge of the exams, but critics say teachers spend way too much time with test prep which also take as way from a childs regular curriculum. As we come back out live, i can tell you that i just got off the phone with the teachers union, who has been pushing for this bill. They tell us this fight is not over. Theyll be pushing for two more. This is just one of three wins theyre looking to maintain here. Meantime, the testing for these children again, begins next month starting march 1st. That is the very latest from trenton, new jersey neff are teetty nbc10 news. Exactly one week after this West Philadelphia building was devoured by flames it is quickly becoming a pile of rubble. The Building MadeNational Headlines after water used to fight the fire encased the building in thick ice. Neighbors and city officials worried the building could collapse without any warning. Harry hairston is live on the scene with the latest on its condition. Reporter for a week they called this the ice palace. Take a look at it. Now its quickly becoming a pile of rubble as you say, just days after the city put it on its imminently dangerous list, work began. The ice palace one of the citys more than 300 imminently dangerous properties is nearly reduced to rubble. The Mayors Office tells the nbc10 investigators the department of licenses and inspections took special action to give the go ahead to demolish without going through the full permitting process. Think they got it down quick enough . Yeah, yeah because all the other buildings that catch fire they dont get them down as fast as this one. Yeah theyre doing a good job out here. The citys doing a good job. Reporter the demolition tells me they gave the city a safety plan friday and got the go ahead this morning. The company says it will have the permit by the end of the day. The department of l i says in cases of imminently dangerous property it can authorize immediate demolition while applications for permits are still in progress. The property got its name the ice palace about a week ago when it caught fire. Water from fire hoses froze on contact. For days many marvelled at the artistic look. Now neighbors hope for Something Better to replace an old building that also served as a medical center. What would you like to see replace this center . We sent a reporter to that scene, nbc10s doug shimell. Hes been in hanover township. Doug joins us live right now. What are police saying about how this whole thing started . Reporter investigators are telling me it may have been a tumultuous breakdown between the suspect, Jerome Nichols, and his girlfriend jacqueline, that led to the Home Invasion stabbing this morning and the horrible events that followed. By the time Jerome Nichols crashed his black suv in allentown, police say he had already stabbed his exgirlfriend and led police on a wild car chase and then allegedly went after the officers. Taser without effect. At that time, the suspect turned and engaged the pd while holding a large enough naive. Reporter detectives say the officer and a Pennsylvania State trooper were left with few options. He stabbed him multiple times. At that point, officers from both Pennsylvania State police and pd discharged their Service Weapons in an attempt to stop the action. I heard a loud bang and, help me help me. Reporter barely 30 minutes earlier, Jennifer Brown says she heard nichols allegingly attacking jacqueline who lived next door. I went over to the wall and kind of listened. And she was like help me call the police. So, i banged on the wall, i said, im calling the police. Reporter investigators also believe Jerome Nichols may have covered his exgirlfriends car with black paint and slashed all four tires before leaving. Prosecutors say the police car dash cam video of the chase speaks volumes. The officer was under attack with a large knife. He was stabbed multiple times. You know certainly under those circumstances, the force that was utilized is in my opinion, justifiable. Police tell nbc10 a man was shot on north street in allegheny. He was taken to temple hospital with gunshot wound to the stomach. The victim is in critical condition. At this time there are no arrests. In Camden County a tanker truck flipped over and exploded this morning. Police still have the exit ramp shut down leading from route 90 onto route 130 in pennsauken. Neighbors are being allowed back into their homes after dozening of evacuations. The truck driver went to want hospital with just minor injuries. Investigators are trying to figure out what caused that truck to flip over. In ohio a coast guard cutter worked to break the ice on lake erie, where experts say the bitter cold has left 98 of the surface frozen solid. While in maine, it was ice from above causing problems. A frozen sheet falling from a portland rooftop battering a car below. Its pretty nuts how far out that piece of ice came and landed on that car. It was a good five feet from the building.
