. I understand amtraks time line may be changing a bit. Reporter we just got an update from a spokesman saying its hard to know a firm time when things will start to get going again. Electrical workers are working hard. Theres just lot of work to do. Four electric pole new wire 22 new track panels on two brandnew sections of railroad. Thats the task for all these amtrak workers. Its all hands on deck. Theyre doing all that work signal work and everything working around the clock to get the railroad back up and running. Reporter amtraks fred schultz says the rail service is hearing from frustrated passengers and exploring every option to safely return to service. Whatever we can do to operate service between philadelphia and new york thats our primary objective. Reporter if the electrical infrastructure isnt ready, they may turn to diesel engines early next week. But that comes with equipment issues and restrictions. Their best bet is to get everything working all at once and that takes a huge team. Really excellent job with how fast theyre moving things. learned his fate. Jurors sentenced him to die by lethal injection after deliberating for more than 14 hours over three days. Tsarnaev showed no emotion as the sentence was handed town. Throughout the trial, lawyers tried to save his life pinning most of the blame on his deceased older brother, tamerlan. But prosecutors portrayed him as an equal partner in that attack. That same jury that sentenced him to death this afternoon convicted him of all counts last month in the bombings. Look i think thats in the northeast corridor theres proof that this is something that its not just a luxury in the northeast corridor its a necessity when you see how many people travel in the northeast corridor from washington up to boston. If you took that away our air system couldnt handle it. Were finding it out the hard way in washington. People not able to use amtrak instead flying it is choking that. You need it here. Question is can you make rail service more prevalent and useful to the rest of the country, because politically if you can, then youre going to get more support for it. Part of the political problem for amtrak is where its most popular is where democratic lawmakers are representing constituents in washington. Where it is least popular is where you dont see amtrak in sort of rural red america where a lot of republicans represent. Theres just not a lot of experience using amtrak. Two passengers describe being tossed around. You wonder if there will be an implementation of seat belts down the road by the ntsb. I think theres a ton of safety issues well see come out of this and that will get bipartisan support. And i realize we are later than we originally said we would be and the reason for that is around 4 30 we started getting some news about interviews and some other things that we felt that were important for you to know about so we delayed it so we could report that information to you. Weve interviewed three crew members today, and i want to point out, im going to recapture some of the things that they have said but i want to point out that these crew members have been traumatized through this accident that they were in and theyve not fully recovered from their injuries. We did interview the engineer today. As has been widely reported hes 3 the years old. He had his fra, federal
Railroad Administration<\/a> test just last month. Our investigators found the engineer to be extremely cooperative. He was accompanied by his lawyer, which is not at all unusual. And the engineer encouraged us to contact him further, again, contact him again if we needed anything else. So, again, we found him to be extremely cooperative. He recalls ringing the train bell as he went through the north philadelphia station. Thats not a normal station stop for him, but hes required by regulations to sound his bell. I may have said horn. Hes required to sound his bell as he goes past a station stop. And he did that. He recalled doing that. But he has no recollection of anything past that. He felt fully qualified and comfortable with his equipment. And he reported no problems with his train handling. And when asked, when asked, he demonstrated a very good knowledge of the very good working knowledge of the territory, speed limitations, things like that. He began his
Railroad Career<\/a> while he was in college as a brakeman. He started with amtrak in 2006 as a conductor. And in 2010 he became a locomotive engineer. Since 2012 he has worked out of new york city, and hes been on this particular job for several weeks. He works it five days a week. Its an out and back trip for him, goes to new york, washington and back to new york five days a week. He said that he did not feel fatigued nor did he report any illness. As we reported the other day, the train has three conductors. The conductor is not able to be interviewed as he is still in the hospital. However, we did interview the two assistant conductors. Ill call it assistant conductor number one. Shes 39 years old. She was hired by amtrak in 2011. And she was in the fourth car, which is the cafe car. She stated that before departing washington the entire crew conducted a safety briefing where they went over all of the speed restrictions along their intended route. She reported that it was a normal run through philadelphia everything was normal up through philadelphia. And she said she could hear the transmission of the locomotive engineer. The conductors carry radios and they are frequently talking to and listening to the locomotive engineers, so she could hear the transmissions from the locomotive engineer. She reported that approximately three to four minutes after departing philadelphia she said she heard the engineer talking to a septa engineer. She recalled ta the septa engineer had reported to the train dispatch theyre he had either been hit by a rock or shot at and that the septa engineer said that he had a broken windshield and he placed his train into emergency stop. She also believes that she heard the engineer

Our investigation is not independently confirm this information, but we have seen damage to the lefthand lower portion of the amtrak windshield that we have asked the fbi to come in and look at for us. We oftentimes rely on the fbi for their

Of course when the engine went through the impact, the windshield was shattered, but theres particular damage there that we want them to look at for us. Weve secured the track image recorder, by the way, from the septa train to see what we can learn from that. Now, moving forward, right after she recalled hearing this conversation between the engineer and the her engineer and septa engineer she said that she felt a rumbling and her train leaned over and her car went over on its side. She said they were not able to selfevacuate and they waited for the

She said she had worked with him a good bit and said that he was great to work with. She said he was always offering to help her with her job. Now lets move the the assistant conductor number two. Hes 35 years old. He was hired by amtrak may of last year. Just a few days before the accident he had celebrated his oneyear anniversary with amtrak. He was in the seventh
Passenger Car<\/a>. That, of course was the last
Passenger Car<\/a>, and he reported having about 40 people in his car. Up to the accident he report nod problem s problems other than some radio problems with his portable radio. He said sporadically he could hear but not sure that some of his transmissions were going out. At the point were describing of the location of the accident he said he felt shaking then two major impacts. He said that interior seats disconnected and he attempted to contact the amtrak dispatch center but does not recall receiving a response. He assisted with the evacuation of injured passengers until he was instructed by
Emergency Responders<\/a> to go seek medical attention on his own. He said he had not worked mucher with the amtrak engineer for the actual trip, but he did say that he was happy with the engineer and described the engineer as being very professional. So what weve just described is the information that allowed us to delay the press conference so that we could report that information to you. Weve got some other investigative activities that well fill you in on whats been going on. You know weve mentioned through the week a 3d laser scanner. We have done a 3d laser scanning of the locomotive interior and exterior. Weve scanned an exemplar
Passenger Car<\/a> so that we can compare the exemplar
Passenger Car<\/a> to the damaged cars. And weve also documented interior safety features in all cars. Weve continued the testing of the signals and the signal circuitry. Basically as the tracks are being rebuilt, our signal specialists are going along to check the continuity of the signal circuitry. Over the weekend, we plan to reassemble the train set as much as we can to put it back together connect the brake lines and conduct a brake test and that will take several days. Over the course of the last few day, some of you have asked what would we do if we could not talk to the engineer and how would we resolve it and we one of the things weve called for in the wake of a fatal train crash in 2008 where 25 people were killed including the engineer the ntsb issued recommendations for forwardfacing image recorders and inward facing image recorders, so something that will get a video and audio image of whats going on inside the locomotive cab as well as the outward facing cameras. And of course this train did have an outward facing camera. We also feel its important to have the inward facing cameras. That recommendation was issued in 2010 when we completed our investigation of that accident out in chatsworth california. And the fra has inclined they do intend to act upon that recommendation. Theres a lot to be done. I think over the last few days weve gotten a lot done. But this will be our final press briefing on scene. We will have his schedule. I dont have it immediately in front of me. As ive offeren said we are here to get information that will go away with the passage of time. His schedule we can get next week, but we want to do things like train interviews and thing like that crew interviews. Yes, sir. Patrick man, fox news. [ inaudible question ] other than human input, what else could explain the acceleration of the train . The train does not have i flew airplanes far long time. Weve had airplanes that had automatic throttles. The trains do not have automatic throttles. Its a manual input. Were going to be through the event recorder through the black box, if you will we do one of the parameters recorded is throttle movement is well look at that to see if that might correspond with the speed increase. But were also looking to see if there could be any type of mechanical anomaly that could potentially cause the train to accelerate without an input. So well come right here. Have you been able to get any of [ inaudible ] back blood work, thing like that and are there any other video sources on the train that may show you what he was doing before the crash . Have we been able to get back the tox reports and is there any other video that we may be able to learn from. Let me address the video issue first. Were always surprised and happy that there are video sources that come from unintended sources like such has been reported on media, a
Security Camera<\/a> that recorded some sparking or an explosion, is the way it was described on tv that probably came as a result of the lines collapsing after the collision after the accident. So, you know, people have cell phone cameras and things like that. So were always looking for additional sources of video information, if anybody has video information that we dont know about, we love to hear about it from our witness line. That witness line is witness ntsb witness ntsb. Gov. Wed love to hear from that. The first part of the question was tox ruts. First of all, i hear people talking about blood work the ntsb does not request blood work. We dont do that. By federal law, whenever theres a transportation accident involving commercial entities by federal law, transportation workers are required to perform drug and alcohol testing. That is done by the carrier, in this case, by amtrak. Amtrak has conducted that in accordance with the regulations. We take a split sample. Amtrak sends that to their independent lab. We send it to our independent lab in
Oklahoma City<\/a>. And one of the d. O. T. Requirement is for five specific drugs to be checked for. We send it to the faa in
Oklahoma City<\/a> to look for many many drugs, overthecounter drugs, so thats a long answer to say that that process takes time. However, the process has been initiated. Question right here. Adam reese, msnbc. Based on what you saw at the scene and interviews youve done so far, what is the preliminary conclusion you can draw in terms of what caused this crash . Second question is you say you want to look at a particular part of the window. What is it exactly youre looking for . What did you see that raised suspicion . Couple questions there. What conclusions can we draw . The answer to that is easy. We do not draw conclusions at this stage of an accident investigation. Were here to collect information. We will draw conclusions at the completion of the investigation, which will be after a very thorough and comprehensive investigation. Regarding the question about what damage patterns to that windshield are we having the fbi look at it would be on the if youre standing in the middle of the locomotive path the centerline over here is where the engineers windshield is over here is the other wind shield and in the lower portion of the lefthand windshield there is a circular pattern that emanates out just a bit. So thats the damage to that. A rock might have gone through that . What could have caused that we are going to that will be part of the analysis and thats exactly what were going to look at.
