New from overnight, an argument at a chinese takeout restaurant leaves a man dead in philadelphia. Two men were arguing outside the lucky garden near 50th when Police Say One shot the other in the neck. Were not quite sure what was going on during the course of this argument but obviously it led to a shooting so we dont really have a description. Were looking for Surveillance Footage in the area and any witnesses that may be able to help us. The shooter is still on the loose this morning. The victim died at the hospital. Also new from overnight, Police Suspect drunk driving to be the cause of a crash between an suv and Septa Transit Police car. It happened just before 4 00 a. M. At fifth and market in old city. Investigators say the driver of the suv had a blood alcohol content higher than the legal limit. A septa officer suffered minor injuries and is expected to be okay. Happening today in just about half an hour from now a funeral will be held for four children who died in a fire in southwest philadelphia last month. Brothers Patrick Sanyeah and taj jacque and twin cities maria and mar ila bowah were inside that house and were killed. Reporter the funeral will begin at 9 00 just behind me. You can see some of that activity out here. Four children come from two different families but both decided to hold one funeral here at divine mercy parish. Last night family and friends held a wake for those 4yearold twins and the brothers. It was a small gathering with plenty more expected to pay their respects later this morning. It was a little more than a month ago early in the morning of july 5th a fire started on the porch of a home on the 6500 block of gesner street. The fire damaged 13 homes and five cars and four children could not be saved. This morning loved ones remember the four Young Children yet as for closure that may never come. Just yesterday the Philadelphia Fire Department released their findings on the case. After consulting with the fire marshal, the cause is ruled as undetermined because while they know where the fire started, any and all evidence of what started it was destroyed by the inferno. People in philadelphia came together to remember a murdered woman whose body was found stuffed in a duffel bag and left on the sidewalk. A crowd of people walked in memory of laura araujo last night. Friends, family and Community Members marched from the Art Institute where laura was a recent graduate to the art museum. There they held a candlelight vigil for the 23 year old. She was just so wonderful and we want to have her life celebrated and have something good come out of this. Lauras body was found next to an abandoned home in kensington on july 14th. Police say her neighbor killed her before stuffing her body into a duffel bag and leaving it out for trash. New video into nbc 10 from ferguson, missouri. Looters targeted the same place where Michael Brown is accused of stealing cigars a short time before he was shot and killed by a police officer. Eventually about a dozen people blocked off the front of the store to protect it. Im disappointed. We had a good thing going down here. Peaceful demonstration. I think people had a right to peacefully assemble and demonstrate and then we started with looting. I want to have more of an adult presence to see if we can help calm things down. Police believe looting spread to several other stores as well. Heres a look at the Surveillance Video from inside the ferguson market last saturday. Police say it shows Michael Brown stealing cigars and shoving a store clerk. The video was released yesterday at the same time that Police IdentifiedDarren Wilson as the officer who shot the unarmed teen. Browns family questions timing of the videos release and accuses authority of trying to shift focus away from browns death. Protests continue in ferguson and Police Departments around the country and here in our area are paying close attention. Over the past week, demonstrators have set off firebombs and looted stores in the area. Police response included tactics like tear gas and stun grenades. Upper darby Police Superintendent tells nbc 10 from what hes seen the initial Police Action was warranted but he feels Ferguson Police should have scaled back their response when it came to protesters who would not disperse. Police organizations restore order, theyre wrong. When Police Organizations dont restore order, theyre wrong. So youre walking that fine line of how are you successful . Several local law enforcers have told nbc 10 they worry about Police Departments that stockpile military hardware and then feel compelled to use it. Turning to philadelphias School Budget crisis. Superintendent dr. William hite says class will start on time this year september 8th even though the district still has an 81 million budget gap. Hite says hell make 32 million in cuts that he hopes are just temporary because hes counting on the cigarette tax bill to pass through the Pennsylvania StateLegislature Next month. Right now High School Students who live within two miles of school will not be able to take the bus and to save money schools will be cleaned less frequently. Plus, vacant School Police officer jobs will not be filled. Determining that opening on time with these further cuts was the least harmful decision for students and families. Hite says if the shortfall is not closed, hell have to make drastic reductions including about 1,000 layoffs. A grand jury has indicted Texas Governor rick perry on two felony counts of abuse of power. Perry asked lehmberg to resign after a drunk driving conviction but the democrat refused. Critics say the threat was meant to force a resignation. Investigators say the new york couple charged with kidnapping two amish girls intended to injure or sexually abuse the sisters. Right now 39yearold Stephen Howells and 25yearold Nicole Vaisey are being held until a Court Hearing on tuesday. Girls were abducted on their familys farm near the Canadian Border in upstate new york on wednesday. They were found safe on thursday night. Authorities say the girls were dropped off about 15 miles from where they were taken and then walked to the closest home they saw to ask for help. They say he scared them outside a popular Childrens Museum and its not the first complaint about him. A local mom says an aggressive panhandler got too close to her family while demanding cash outside the touch museum. The Montgomery County mother tells nbc 10 they were approached outside of the museum on thursday morning. She says when the man came up to them he started screaming and got close to her kids. Museum officials heard of encounters with the same aggressive panhandler in other parts of the park but they say thursdays encounter was the first on museum property. Just very abruptly came out of breath and red in the face saying that his wife was in a car accident and he needed to get to her immediately and needed money and he would definitely pay me back to the money i gave him but he needed to get to her and he started demanding cash. My wife was in an accident. An nbc 10 crew captured this cell phone video of a panhandler in that area. The mother confirmed its the same man who scared her family. We blurred his face because hes not been charged with any crime. Our crew called police. They are still searching for the man. By the end of the year some Philadelphia Police officers could be armed with body cameras to record all interactions with residents.
