New from overnight, an argument at a chinese takeout restaurant leaves a man dead in philadelphia. Two men were arguing outside the lucky garden near 50th when Police Say One shot the other in the neck. Were not quite sure what was going on during the course of this argument but obviously it led to a shooting so we dont really have a description. Were looking for Surveillance Footage in the area and any witnesses that may be able to help us. The shooter is still on the loose this morning. The victim died at the hospital. Also new from overnight, Police Suspect drunk driving to be the cause of a crash between an suv and Septa Transit Police car. It happened just before 4 00 a. M. At fifth and market in old city. Investigators say the driver of the suv had a blood alcohol content higher than the legal limit. A septa officer suffered minor injuries and is expected to be okay. Happening today in just about half an hour from now a funeral will be held for four children who died in a fire in southwest philadelphia last month. Brothers Patrick Sanyeah and taj jacque and twin cities maria and mar ila bowah were inside that house and were killed. Reporter the funeral will begin at 9 00 just behind me. You can see some of that activity out here. Four children come from two different families but both decided to hold one funeral here at divine mercy parish. Last night family and friends held a wake for those 4yearold twins and the brothers. It was a small gathering with plenty more expected to pay their respects later this morning. It was a little more than a month ago early in the morning of july 5th a fire started on the porch of a home on the 6500 block of gesner street. The fire damaged 13 homes and five cars and four children could not be saved. This morning loved ones remember the four Young Children yet as for closure that may never come. Just yesterday the Philadelphia Fire Department released their findings on the case. After consulting with the fire marshal, the cause is ruled as undetermined because while they know where the fire started, any and all evidence of what started it was destroyed by the inferno. And another live look in southwest philadelphia where that service will begin shortly. This tragedy, of course, touched people beyond the 6500 block of gesner and this funeral is open to the public. People in philadelphia came together to remember a murdered woman whose body was found stuffed in a duffel bag and left on the sidewalk. A crowd of people walked in memory of laura araujo last night. Friends, family and Community Members marched from the Art Institute where laura was a recent graduate to the art museum. There they held a candlelight vigil for the 23 year old. She was just so wonderful and we want to have her life celebrated and have something good come out of this. Lauras body was found next to an abandoned home in kensington on july 14th. Police say her neighbor killed her before stuffing her body into a duffel bag and leaving it out for trash. New video into nbc 10 from ferguson, missouri. Looters targeted the same place where Michael Brown is accused of stealing cigars a short time before he was shot and killed by a police officer. Eventually about a dozen people blocked off the front of the store to protect it. Im disappointed. We had a good thing going down here. Peaceful demonstration. I think people had a right to peacefully assemble and demonstrate and then we started with looting. I want to have more of an adult presence to see if we can help calm things down. Police believe looting spread to several other stores as well. Heres a look at the Surveillance Video from inside the ferguson market last saturday. Police say it shows Michael Brown stealing cigars and shoving a store clerk. The video was released yesterday at the same time that Police Identified Darren Wilson as the officer who shot the unarmed teen. Browns family questions timing of the videos release and accuses authority of trying to shift focus away from browns death. Protests continue in ferguson and Police Departments around the country and here in our area are paying close attention. Over the past week, demonstrators have set off firebombs and looted stores in the area. Police response included tactics like tear gas and stun grenades. Upper darby Police Superintendent tells nbc 10 from what hes seen the initial Police Action was warranted but he feels Ferguson Police should have scaled back their response when it came to protesters who would not disperse. Police organizations restore order, theyre wrong. When Police Organizations dont restore order, theyre wrong. So youre walking that fine line of how are you successful . Several local law enforcers have told nbc 10 they worry about Police Departments that stockpile military hardware and then feel compelled to use it. Turning to philadelphias School Budget crisis. Superintendent dr. William hite says class will start on time this year september 8th even though the district still has an 81 million budget gap. Hite says hell make 32 million in cuts that he hopes are just temporary because hes counting on the cigarette tax bill to pass through the Pennsylvania State Legislature Next month. Right now High School Students who live within two miles of school will not be able to take the bus and to save money schools will be cleaned less frequently. Plus, vacant School Police officer jobs will not be filled. Determining that opening on time with these further cuts was the least harmful decision for students and families. Hite says if the shortfall is not closed, hell have to make drastic reductions including about 1,000 layoffs. Ukraine Security Forces have stopped a Russian Military convoy inside ukraine. Nato says a column ventured overnight into ukraine and ukraines president says his forces destroyed most of it. Russia is denying that. Russian tanks are amassing along the border with ukraine. 19 russian tanks could be seen heading toward the border with ukraine on friday. The tanks are a sign of the escalating tension along the troubled border. Ukrainian forces are shelling prorussian separatists who control the city of donetsk. A grand jury has indicted Texas Governor rick perry on two felony counts of abuse of power. Perry is accused of breaking the law by promising to veto funds meant for Travis County District Attorney rosemary lehmberg. Perry asked lehmberg to resign after a drunk driving conviction but the democrat refused. Critics say the threat was meant to force a resignation. The general counsel for governor perry issued a statement disputing charges and defending perrys actions saying well continue to aggressively defend the governors lawful and constitutional action and believe we will ultimately prevail. Investigators say the new york couple charged with kidnapping two amish girls intended to injure or sexually abuse the sisters. Right now 39yearold Stephen Howells and 25yearold Nicole Vaisey are being held until a Court Hearing on tuesday. Girls were abducted on their familys farm near the Canadian Border in upstate new york on wednesday. They were found safe on thursday night. Authorities say the girls were dropped off about 15 miles from where they were taken and then walked to the closest home they saw to ask for help. This morning its still unclear what led chinese officials to prevent people from leaving the country to see pope francis in south korea. Dozens of catholic clergy anders were stopped at the airport earlier this week. Experts on the Chinese Church say the travel bans were likely enforced by local communist Party Leaders in charge of religious affairs. Meanwhile, today, pope francis honored south Korean Martyrs in a special ceremony in the capital of seoul. The holy mass recognized mart martyrdom of those that lost their lives. They say he scared them outside a popular Childrens Museum and its not the first complaint about him. A local mom says an aggressive panhandler got too close to her family while demanding cash outside the touch museum. The Montgomery County mother tells nbc 10 they were approached outside of the museum on thursday morning. She says when the man came up to them he started screaming and got close to her kids. Museum officials heard of encounters with the same aggressive panhandler in other parts of the park but they say thursdays encounter was the first on museum property. Just very abruptly came out of breath and red in the face saying that his wife was in a car accident and he needed to get to her immediately and needed money and he would definitely pay me back to the money i gave him but he needed to get to her and he started demanding cash. My wife was in an accident. An nbc 10 crew captured this cell phone video of a panhandler in that area. The mother confirmed its the same man who scared her family. We blurred his face because hes not been charged with any crime. Our crew called police. They are still searching for the man. By the end of the year some Philadelphia Police officers could be armed with body cameras to record all interactions with residents. Police commissioner Charles Ramsey says his department is currently working on a pilot program. He would like to launch it by the end of the year. Philadelphias Police Union President tells philly. Police are investigating what they call a suspicious death in center city, philadelphia. Police say a 65yearold man was found on the first floor of his home on mole street by contractors who just arrived to work on the house. Investigators say theres no sign that anyone broke in. Neighbors tell us he was a kind man but mostly kept to himself. From our jersey shore bureau, a man is charged in an accident from earlier this summer that killed two people. Police say 45yearold rosslyn corngay of philadelphia was driving a pickup truck when she hit a guard rail and flipped over on the Atlantic City expressway. The accident happened on june 20th. Police say corngay had five passengers in the vehicle. Three were riding in the bed of the truck. Everyone was thrown onto the highway. 35yearold james dennis and 4yearold boy were killed. Corngay is charged with two counts of death by auto while driving under the influence of alcohol. Now to philadelphias School Budget crisis. School superintendent dr. William hite says classes will begin on time on september 8th despite a 81 million budget gap but the start of the School Year Comes at the cost of more cuts. Hite says he made several smaller cuts he hopes are just temporary. The 32 million in cuts means no buses for High School Students who live two miles or less from school. Also, schools will be cleaned less frequently and School Security vacancies will not be filled. High schools will keep the same number of resource officers and Elementary Schools will share officers. From our delaware bureau, state treasurer chip flowers is ending his reelection campaign. He announced the decision yesterday just days after his former deputy filed a Police Complaint charging him with harassment. Flowers said he was quitting the race because he was tired of defending himself from her attacks. I love the people of this state. But i recognize that my political views of wanting to better the lives of the people through bold ideas and change are not accepted here. Flowers is leaving delaware to move with his fiance to massachusetts. In less than an hour from now, volunteers will be out along cobbs creek parkway in philadelphia working to clean up the area as part of the summer of Peace Program that aims to teach kids about alternatives to violence. Volunteers will work between katharine and christians street. The event will include free food, basketball games and music. Earlier this week you may remember the casino said it would shutdown by september 10th. Last night revel announced it will close the hotel at 11 00 a. M. On september 1st and for gamblers the casino will shutdown for good at 5 00 a. M. On september 2nd. All concerts and events after the closing date will be cancel canceled. Revel would not find a qualified buyer when it filed for bankruptcy a second time. About 3,100 people will lose their jobs. Its Atlantic Citys tallest building which opened in 2012 at a cost of nearly 2. 5 billion. Revel is just one of four casinos set to close or announce that it is closing. The showboat plans to shut its doors on august 31st. Trump plaza announced it will close on september 16 and Atlantic Club close d earlier this year. A recall to tell you about this morning. Maxwell and his litter mates and many other kittens will be on montgomery avenue from 11 00 to 3 00 for a cat adoption event. It will be tons of fun. Very special adoption fees today. 20 there are for kittens and cats over six months and only 40 for kittens under six months. They have had most or all of their vaccinations. Theyre already neutered and most will be microchipped and they do adopt a buddy at no additional fee. You can have two. He can go with his sister. You can get another one. Its a great, great event.
