But as bill said, its going to warm up, so thats good. Live look at the taconypalmyra bridge, which just in the last few minutes, you can see the arms are going down. A ship went through. That, of course, affects traffic for new jersey and pennsylvania drivers, but that route should resume shortly because the ship has already passed through. 95 northbound, construction right near 202. The left lane is blocked, but that should lift around 5 00 this morning. There was an accident we were watching in whitemarsh township, Montgomery County, church road near germantown pike. That in the last few minutes has cleared. Then finally, a live look for Lehigh Valley drivers, route 202 at 309. No issues to report up there. Katy, thank you. New from overnight, investigators down south say a retired Philadelphia Police officer has been found dead and it has been ruled a homicide. Police found the body of 69yearold Virginia Hill in her suffolk home Early Saturday Morning over the weekend. Investigators say she was badly injured and died at the hospital a short time later. This morning were working to learn more about the investigation. Hill served on the Philadelphia Police force from 1977 to 2002. Also new from overnight, a police chase that started in philadelphia comes to a crashing end in Delaware County. Police say it started as a robbery at the wahwah on 84th and bartrum, went through the southwest and West Philadelphia before ending in lansdowne. The suspect was not hurt in the crash, but now he is facing a number of charges. Just about 4 33. Happening today, there are changes to the way Philadelphia Police handle marijuana cases under a new law. Nbc 10s jesse gary is live in university city. Jesse, police are set to start new enforcement of the law, right . Reporter that is right, tracy. And we talked with Police Command staff who say they have been working with their officers, explaining this to them, making sure they understand the new law. Now, that new law is only in the city of philadelphia and states that people caught with less than 30 grams of marijuana will face a fine, not automatic jail time. That fine is higher for those who are caught smoking marijuana in public, but the act itself is still illegal. This is something that simply decreases the penalty phase of it. So, instead of being arrested on the scene, youll be issued a notice of violation. After spending three weeks quarantined because of ebola, dozens of dallas residents are now cleared of the deadly virus. Friends and relatives of nowdeceased ebola patient thomas duncan, including his fiancee, louise troh, can leave their homes. Meantime, the two nurses who contracted ebola treating duncan are responding well to treatments. Also, the blood test of the hospital worker who was on a Carnival Cruise ship has come back negative. A higher standard of treating ebola patients is expected with new guidelines set to be released by federal health officials. Some measures will be wearing full body suits with no skin showing and a buddy system where workers check over each other. National Health Experts say the dallas nurses were vulnerable because some of their skin was exposed. On nbc10. Police in bucks county are crediting a neighbor for helping catch two men believed to be responsible for murdering a man. It happened around 8 00 sunday morning near post road and pennsylvania avenue in morrisville. Police took two men into custody near a white cargo van and then found the body. The victim has not been identified, but police say he was beaten and stabbed. They found a screwdriver and broken bottle near his body. Police believe the victim knew his attackers. A nearby surveillance camera may have captured some of the attack. Day 38 of the Police Manhunt for suspected trooper killer eric frein. Schools in the poconos near the spot where frein was spotted will be open today with increased security. And authorities believe frein was spotted friday night near Pocono Mountain East High School in Monroe County. This weekend, police and the fbi shifted their search to the woods of southern Monroe County after that sighting was reported. Teams in the air and on the ground converged along route 314 east, several miles from where they had been searching. Today is the first day on the job for a newly formed homicide unit in the Wilmington Police force. Last week, mayor Dennis Williams announced the creation of the unit to specifically investigate homicides. Community leaders and other groups have been pushing for the move for some time now. There have been some two dozen murders in wilmington this year, nearing the record of 27 set back in 2010. A new Philadelphia Police Headquarters Building will be one step closer to becoming a reality today. City officials will break ground this afternoon on 46th and market in West Philadelphia, where the Prudential Life building sits right now. Police will move from their Current Center city location. Tomorrow, recent Nobel Peace Prize winner Malala Yousafzai will be in philadelphia to get another award, the 2014 liberty medal. The 17yearold will be at the National Constitution center for the ceremony. She is the youngest ever Nobel Peace Prize winner. The wind is quiet. No wind this morning. Very dry air. Those are the ingredients for some cold temperatures, and we have them this morning. Wilmington in the 30s, doylestown now 33 degrees. And at bluebell, its at the freezing mark, right at 32 degrees. Just below freezing for collegeville now at 31. Look at upper providence, 31 degrees. Gilbertsville is 32 and 34, just above freezing for pottstown. It is cold all around this morning. Clouds will break. Well get some sunshine. In fact, were already seeing some breaks in the clouds. No issues to report there. Also, the northeast extension of the pennsylvania turnpike, there is some construction to tell you about for drivers southbound who are passing quakertown exit 44, the left lane is blocked. But that should lift in the next hour or so. Also some construction on 95 northbound for drivers right at route 202, which is exit 8. The left lane is blocked, but that is scheduled to end around 5 00 this morning. And for new jersey drivers, live look at route 70 right at kings highway. No issues to report there. In this surveillance video, you can see the masked men as they enter the Chickies Petes on township line road in drexel here. This happened yesterday. One of them is wearing a sweatshirt from the restaurant. Once inside, the video shows the suspects forced two employees into the walkin freezer, and at one point, you see the men take what appears to be cell phones from the workers. The stores general manager is hoping someone will recognize the men in the video. It infuriates me. Infuriates me that there are people in the world that would do Something Like that, want to impose that on somebody else. But i think the important thing is that theyre going to get caught, and the full force of the law is going to come down on them, because actions like this, they dont get by. Investigators say the suspects got away with about 16,000, and theyre looking into the possibility this may have been an inside job. Fortunately, no one was hurt. The militarys gearing up to help fight ebola, and as nbc 10 National Correspondent tracie potts tells us, some lawmakers are not happy with the person president obama put in charge of the ebola concerns. The air drops include weapons, ammunition and medical supplies, and its all in an effort to help Kurdish Forces defend the syrian city of kobani. Yesterday the u. S. Launched air strikes in that area. And the suspected ringleader in the benghazi terror attack will be arraigned today in washington, d. C. Ahmed abu khattala has pleaded not guilty to conspiracy to provide support to terrorists resulting in death. May have to scrape the windshield in some areas with some areas of frost, but its not going to last all day. You can see the clouds are already thinning out. Well get sunshine and warm into the 60s this afternoon. But the cloud cover to the west is part of a system thats going to be with us for several days. You can see the rain that is inching into portions of eastern michigan, canada. Those showers part of the storm system that is going to bring us rain as early as tomorrow. For today, though, well be dry. Partly sunny skies. A cool one. Eventually into the 60s, but low 60s, thats on the chilly side for this time of year. Tomorrow will be warmer ahead of the showers, but the showers move in and then the temperatures start coming down. Youll feel the difference on wednesday.
