Nbc 10 first alert weather breaking news. Well, the rain is back after a break overnight. Showers are starting to fall again. This is live from cape may, and thats not all. Lets show you dense fog settling in across our region. This is a live picture from the poconos. And the mix of the two rain and fog threatening to snarl Holiday Travel today. Lets show you what it looks like on the nbc 10 first alert radar. That says it all. Theres still a lot more wet weather to come. Its 4 31. Good morning. This is nbc 10 news today. Im tracy davidson. And im chris cato. Nbc 10 issued a first alert for today to prepare you for these conditions. Normally, were seeing the city skyline back here, but fog has moved in, rain with it as well. Its going to be a messy Christmas Eve. We have Live Team Coverage tracking the rain and fog that is going to slow down a lot of those travelers and shoppers heading out to do some of that final shopping. Lets start with meteorologist Brittney Shipp with her first alert forecast. Good morning, brittney. Good morning. Dense fog has settled in through most of the region, so we already have delays at local airports and that will be the trend for the rest of today. Foggy conditions through the morning and then the rain heavy at times and wind speeds are going to pick up heading into tomorrow with lingering showers into Christmas Day. Our temperatures will also warm well above our average for this time of year, almost 20 degrees above average. But heres a closer look at all the rainfall thats moving up from the south. And if you take a look, if we widen out the picture, we have a lot more rain on the way. So, this is going to continue throughout the entire day. Plus, visibility is down. Take a look at the poconos, down to 1 4 mile, 3 miles in allentown, 3 miles in philadelphia. So, if youre driving early this morning, you do want to take it easy on the roadways, allow a lot of extra time. Youre going to be dealing with ponding on the roads and also conditions where its going to be very hard to see with our visibility down. So, our feelslike temperatures as we head into the rest of this morning mainly in the mid40s. 45 degrees in allentown. As we head into the rest of our afternoon, our temperatures will push into the low 60s. Rain is expected. Ill go over all the details in my first alert sevenday forecast. But for now, well check in with first alert traffic reporter katy zachry. Good morning. Were seeing rain throughout our area and fog. This is a live look behind me up in the Lehigh Valley of route 309 and 22. You can see very slick roadways. We are seeing a number of headlights on the road. Not increased volume at this hour, but still, traffic that is out there is having to move pretty slowly because of the areas of dense fog and the rain coming down. Your area bridges look pretty clear, other than the longterm construction eastbound on the ben. The taconypalmyra and betsy look good. The walt whitman bridge looks good as well. There is a closure to tell you about on 76. The onramps from Spring Garden to east and westbound 76, they are closed because of longterm construction project. And finally, if youre heading out to the airport, unfortunately, Philadelphia Airport is seeing a delay right now. Tracy . We have first alert Team Coverage of whats happening with Holiday Travel and how the weathers impacting it. Nbc 10s jesse gary is live on the roads right now and stormforce10. Jesse, tell us where you are and what drivings like. Reporter tracy, good morning to you. Were right over by the airport on i95 headed southbound just passing the airport right now, and there is fog here at the airport. The fog is not at ground level. Its just above that, just above the light towers that line 95 here. So, if youre driving, you wont have necessarily poor visibility, but the roadways are wet and the water is starting to pool a little bit because its starting to rain a little bit harder than when i talked to you maybe 25 minutes ago. So, the rains starting to come down a little bit harder and the fog is present, although it is not dropping down to road level. But there are going to be delays here at the airport because it is foggy if you go up a little bit, have a little bit of elevation or altitude. Speaking of the airport, heres a live picture from philly international. Its not even 5 00 a. M. And weve seen a steady stream of people walking up to the checkout counter there. So far this morning, one flight has been canceled, a Us Airways Flight from williamsport to philadelphia. About 100 flights were canceled yesterday. The first flights this morning are scheduled around 5 00 a. M. Were going to continue to monitor the situation, let you know if anything changes. You should monitor the situation, especially if you have loved ones flying in or youre flying out. Heres the number to call to see about flight delays and cancellations. Its 1800phlgate. There could be more airport problems across the country because of severe storms that are moving to the north. The storms struck in the southern part of the states yesterday. Heavy rain and possible tornadoes backed up Airline Schedules in atlanta and charlotte. 16 flights already canceled out of charlotte this morning. Thats because of these storms that hit the south yesterday, which may have included tornadoes. At least four people are dead, including a couple in mississippi who died in their mobile home. About two dozen people hurt. The weather damaged homes and businesses and caused thousands of power outages. And look at this. A confirmed tornado touched down in eastern louisiana here. Several homes were damaged, a car totaled. The tornado also knocked down trees and power lines as they normally do. We have new information about breaking news were following for you out of missouri. Investigators say a Police Officer shot and killed a man who pointed a gun at the officer. It happened in berkeley, missouri, which is about two miles from ferguson. In just the last few minutes, we have learned there was a second suspect at the scene. Police have not found that person. Weve learned that the police were conducting a routine business check at a gas station when they saw two men. They approached them and one person, were told, according to police, pulled a handgun on police and the Police Officer fired. They have recovered the dead suspects gun at the scene. These are pictures just into our newsroom in the past half hour from the shooting scene. You can see from the pictures that a large crowd has begun to gather there. Reporters on the scene say police have arrested protesters and the situation remains very tense. We are monitoring this story right now and making calls to missouri to find out whats happening. Well bring you new information as soon as we get it. Shifting the focus now back to the holiday and Christmas Eve. A lot of people expecting guests at their homes, and perhaps those guests will expect you to provide something thats part of a tradition in south philadelphia, where a bakery is going to be very busy in just a few hours. And the treats they whip up already have people waiting outside. You know theyre good when the lines start to form very early in the morning. Nbc 10s matt delucia is live in south philadelphia. Matt, tell us. Reporter tracy and chris, some folks got here at 12 15 this morning, if you can believe it. Weve had some light, steady rain out here within the past hour. The rain wasnt that bad that early on, just after midnight, but the line has grown. I want to get out of the way and i want to show you, when we saw you about a half hour ago, there were only about four or five people in line. Now we have a little more than a dozen, and youll notice they all have their umbrellas out here right now. So, they are standing in the rain and the doors dont open for another hour and a half, 6 00. And so, these folks are very dedicated to their pastries and baked goods for Christmas Eve. And a lot of folks come out here because of the tradition. And joes out here. Well, we have to go on and tell you about this construction project. Its a main artery running through philadelphia that will soon be crawling with construction workers. Plus, generating power with wind. The jersey shore town thats getting a row of new windmills and why the company is in a hurry to get them up. And im tracking wet conditions, heavy rain expected for us today, plus dense fog which will lead to travel delays. Theyve already started at Philadelphia International airport. In 2015, a Major Construction project begins on the vine street expressway with the goal to replace seven bridges over 676. It will start with the 19th street span, which will be closed during construction. The goal is to finish that bridge before september, when 2 Million People are expected here in philadelphia for the popes visit and the world meeting of families. The project is estimated to cost 64 million. And a controversial windmill project is moving forward in south jersey. Yesterday, fishermans energy held a groundbreaking in Atlantic City for five windmills, which will go up a few miles offshore. The plan, which was rejected three times by state utility regulators, is still the subject of a kurt court appeal. They are trying to take advantage of tax credits that expire by the end of the year. Now your nbc 10 first alert weather with meteorologist Brittney Shipp. Good morning. As we head into the rest of your morning, well continue to see wet conditions and decreased visibility. If you take a closer look at our visibility, its down to about 1 4 miles from mt. Pocono, down to 3 miles in allentown, 1 1 4 miles in trenton. And this is leading to travel delays already. If you planning on hitting the roads, take extra time and take it easy. We will see ponding as the rain continues to pile up. Well continue to see rain streaming up from the south, and so this is going to be an allday event. Then well see our wind speeds picking up, but future weather shows that as we progress into the rest of today, we are going to continue with steady rainfall, heavy at times, and then again our wind speeds will start to pick up, but that wont happen until your earlymorning hours tomorrow. But even by 4 00 a. M. , on Christmas Day, were still dealing with lingering showers, windy conditions expected, and were also going to see warm conditions. So, its a warm start right now. 48 degrees in philadelphia, 49 in millville, mid40s in allentown, 40 degrees in the poconos. Today our temperatures will range between the mid50s and the low 60s. The number of People Killed in a rebel attack in northeastern india has risen. Rebels gunned down at least 52 people and injured several more in a series of five attacks late yesterday. Disputes over land and jobs touched off the violence. In may, rebels from the same group shot and killed more than 30 muslim settlers in that region. The lights were dimmed across new york city to honor the two officers who were killed in an ambush attack over the weekend. Several iconic landmarks, including the Rockefeller Center Christmas Tree and the Empire State Building turned off their lights last night. It was a tribute for officers wenjian liu and rafael ramos. And the funeral for officer ramos is on saturday. Vice President Joe Biden will be there. Officer liu will be laid to rest once family members arrive from china. New york citys mayor and his wife placed flowers at a memorial for the officers yesterday. Mayor bill de blasio talked about how to move forward after this tragedy. To put the divisions of the past behind us. They were left to all of us in this generation. We have to overcome them. The gunman, ismaaiyl brinsley, took his own life after killing the officers while they were sitting in their patrol car on saturday. Authorities say he posted antipolice statements on social media before the attack. And on the heels of that deadly ambush in new york city, a shield blackout is in effect for new jersey state police. That means all troopers should take their Police Shields out of their cars. Meantime, pennsylvania congressman jim gerlach and pat meehan showed their support last night. Congressman meehan says his thoughts are also with the son of officer rafael ramos. His son attends a college in maine. Meehans son is a student there as well. A task force created by president obama and headed by philadelphias Police Commissioner has started its work to improve relations between officers and the community. Commissioner Charles Ramsey said the task force will focus on giving the president concrete recommendations that can lead to actual change. Nbc 10 also spoke with the commissioner about the struggle to recruit new Police Officers in philadelphia. He says the number of African American men is especially low, but its a problem across the board. And we just have to do a better job recruiting. I have personally gone out to delaware state, to chaney and places like that, trying to recruit and trying to get people interested in a career in law enforcement. About 70 new recruits hit philadelphia streets on monday. Commissioner ramsey says thats more than in recent years but still not as high as he would like. Former president george h. W. Bush is in a houston hospital for shortness of breath. A spokesperson for the 90yearold says he was taken there as a precaution and is being held for observation. Bush spent nearly two months in that same hospital for a bronchitisrelated cough and other issues in january 2013. Now your nbc 10 first alert weather with meteorologist Brittney Shipp. Good morning. Heading into the rest of today on your Christmas Eve, we are going to see dense fog throughout your morning hours, warm conditions. Were going to stay wet as well. Well see lots of rainfall heading into the rest of today and then christmas, wind speeds are going to start to pick up. But the good news is at least we will dry out as we head into Christmas Day. This is a first alert day for foggy conditions. Thats expected to lead to delays. It already has at the airports. And also, when you hit the roads, youre going to have to take it easy, allow a little extra time. Just because were dealing with foggy conditions and wet roads today. Throughout the rest of your Christmas Eve, expect to continue to see the rain coming down. And this is really the scene out there, where you can barely make out the tops of the buildings. Were seeing very dense fog throughout the morning hours, and thats going to linger for at least the next few hours here. For philadelphia, 48 degrees. Rainfall coming down. Our humidity is up. Our wind speeds are staying light, which is good. But they will start to pick up as we head into tomorrow. So, how dense is the fog . One of the worst places, the poconos, down to 1 4mile visibility, 2 miles in trenton, 3 in mt. Holly, and we will continue to see the dense fog again throughout the morning hours. As we take a closer look at our right now conditions, you can see all the rain streaming up from the south. There is a large system that is going to continue to work its way into our region heading into the rest of today, so our future weather shows more and more rainfall throughout your morning hours. Even as we head into the afternoon, you start to see the yellows on the map. Thats more of a moderate rainfall. And so, well see a bit of a lull as we head into your early evening hours, but another round is expected overnight
