Areas north and west thats where we are seeing some steadier rainfall and the potential for icing this morning. The rain is going to be tapering off as we head into the later part of the commute. But that will be replaced by steady rainfall as we go through the day. The temperatures now in the low 30s currently. 31 degrees. This is where we are running into areas north and west. Pottstown, 31 degrees. Much of Chester County at or below freezing this morning. And very close to the freezing mark for mount holly and trenton. Could see some icing there as well. Reading and allentown at 33 degrees. Thats a little warmer than it was to start with. So were going to be flirting with the freezing zone this morning. Leading to a wintry mix and slipping and sliding to start with. But as the day goes on the temperatures climb. So just be plain rain heading into the afternoon hours. Your hour by hour forecast and the future weather when i come back but right now jillian has all sorts of stuff to track thanks to freezing rain. Bill you mentioned Chester County right at the freezing mark. Thats where we are seeing a lot of the problems out of Chester County. So well start off right now with the maps to take you into Chester County to show you what it looks like on the route 30 bypass near 340. The roads just appear to be wet, but please dont let that fool you as you need to slow down to take your time as you run into icy spots out there. In fact, we have a number of them as we have seen a bunch of accidents. This one just cleared on the route 30 bypass westbound approaching airport road. That is now out of there with a vehicle that spun out. Zion hill road is closed near zook road and farm lane because of an accident. Take route 41 as your alternate. Finally, we are still following an accident on the northbound side of the route 1 oxford bypass, the route 41 onramp is where the accident is partially blocking the onramp there. We could continue to see dangerous Road Conditions throughout the morning rush. Katy zachry is live in storm force 10 driving through Chester County. Jillian has been saying Chester County is where the problems are right now. What are the conditions like . Reporter yeah, tracy. You can see what im seeing. We are on the route 30 bypass right near route 340. As jillian said there was an accident near airport road that just cleared in the last few minutes. We were going to it and saw police leaving the scene. We understand a vehicle had spun out there because of the slick roadways. In Chester County, temperatures are at or below freezing. In the last 15 minutes, they have been dropping as we watch the thermometer on the nbc 10 app i have on the ipad as well as the car thermometer. When the rain hits the roadways its freezing. We were out of the car and storm force 10 not the car but the truck rather we were walking along the untreated surfaces that were very slick. I had to hold onto the door handle not to slip. And i have pretty hefty boots on. So that will show you what you could be dealing with in your car on the roadways. Traffic is picking up because we are approaching the 6 00 a. M. Hour where we typically see more traffic, but for the most part drivers are going pretty slowly around us. They are aware of the near freezing or at freezing conditions. Lit fall out of the sky as plain old rain but look at the colder surfaces, look at that ice with the freezing rain. Its rain out of the sky keeping the frozing surfaces and freeze ing on contact. To start with yes, an icy commute. But temperatures will slowly climb during the day. So even though we are starting off with areas of freezing rain its going to be a steady rain that falls through this afternoon. A quarter to half inch is possible. And a little bit of a quick shot of snow as this one pulls away from us this evening. Dont expect to see accumulations. Its been on and off in reading. 33 degrees with icy spots in the area. Philadelphia international is at 34 degrees. Thats as low as it has been this morning. Light rain falling in the city. Trenton still waiting for the light rain. Seeing a few spritzes. But that is it. Camelback, we are seeing snow and sleet and freezing rain there as the day goes on. Pottstown, doylestown just below freezeing. New jersey youre not out of the woods at 32 degrees. Some parts of delaware and New Castle County are at the freezing mark with some icing possible there. But this morning westchester we are right at the freezing mark at 32 degrees. The rain coming down is icing to begin with but by 10 00 this morning, the temperatures will be on the rise. So well be out of the woods by later this morning. And this afternoon it will be a steady rainfall. So an umbrella will do the trick. That shouldnt be an issue as far as freezing for most of the area. But this evening, a few snowflakes not out of the question as temperatures come down during the evening hours. Thats when this system will be coming to an end. So icing to start with. Be aware that some surfaces are going to be frozen. Some untreated surfaces, especially north and west to begin with. Then its a steady rain with temperatures in the middle to upper 30s. When im back the sevenday forecast and the chance of more wet weather later this week. Jillian was telling us a few minutes ago that Chester County is a problem. We saw katys live shot that looks like a problem. Well check on mass transit. Right. I also can tell you we checked with the philly Police Department with 80 trucks salting, but theres no problem as most of it is rain in Chester County. Jillian is here with an update for us. New Jersey Transit is crosshonoring in effect today due to weather conditions. Keep that in mind but no big delays to report on new Jersey Transit. Patco is on time. Septa Regional Rail lines are on or close to schedule. I have seen a few different individual trains delayed by a few minutes, but thats not out of the ordinary. No significant delays to report on mass transit yet. Going back to my commuter im update the Chester County maps and have that for you in a few minutes. Reporter i talked to penndot on how they manage the ice that forms under the bridges and overpasses in the area. You may have seen them or driven right on by but hanging icicles with a concern for road crews. Matt delucia is making calls to the city and state officials to ask them about this. Reporter it happens this time of year every year. We see ice that forms under the bridges and overpasses. And this is a problem spot along the vine street expressway i76. You get the water that leaks through and the icicles form on the underside. Heres what it looked like while we were going down 76 this weekend. A few icicles were hanging down from above. Im told this is a big concern for penndot crews and they come out as needed to knock these down. They drive a truck through to knock the ice down with a full head of a truck. The last time they did this was friday night into saturday morning along i95 near penns landing. Thats another spot they focus on. The problem is how quickly these form with temperatures dipping below freezing. How important is this measure . Well, its very important. Its a safety it is very important from a safety standpoint because you dont want anything hanging above your highway. So we want to get the icicles down as soon as we can. Amazingly there was no collision. Family and friends held a remembrance vigil for a Delaware County teenager hit by a car and killed one year ago. Last night dante simones loved ones gather where had the crash happened last january. The College Freshman was standing out the arbys restaurant when a car slammed into a pickup truck. The impact caused the truck to hop the curb striking and killing simone and injuring his friend. Authorities charged the driver of the car Jonathan Vander Horst with homicide by vehicle. His trial is section for next month. The attorney general is planning to crack down on sentencing loopholes. Matt denn wants tougher punishment for those with illegal guns. Meantime leaders in reading are also discussing gun laws. Today the Council Members will hold their first meeting since they agreed to repeal a measure requiring people to report lost or stolen guns within 24 hourls. They repealed the law because the gun Rights Groups threatened to file a lawsuit. A rainy start this morning. Only a problem because temperatures have dropped to below freezing for parts of the area. It will be on and off to start with this morning. Were getting a break now for parts of the area. And we will see more of a break before the steadier rainfall to our southwest moves in. Unfortunately, we have light rainfall with and icing situation for chester, delaware montgomery and bucks county. Getting a break from the rain right now, that could still be in for icing this morning as it has been a bit damp and temperatures are below freezing. Even parts of delaware and south jersey not completely out of the woods with temperatures colder there. But closer to the shore, it is well above freezing. So freezing rain not an issue. Pottstown, doylestown, right below freezing. Expect icy conditions there. Wrightstown, Burlington County below freezing. And very close to the freezing mark for camden, audubon at 33 degrees and holding at 33 degrees for glenn dora and voorhees. Dont be surprised to see spots of icing between the warmer temperatures. Then it is done this evening with a few snowflakes, but its mainly a cold wind blowing for tuesday with sunshine. A shower chance for wednesday but dry thursday a high of 38. And then its into the 40s finally. A bit warmer friday afternoon saturday afternoon, 40 degrees after morning lows in the 20s. Then 45 on sunday. Im going to tell you what is out there, route 422 eastbound, route 724 offramp theres an accident there. Zion hill road is closed near zook road and farm lane but is in the process of reopening. Avoid the area of route 41 that is okay but the accident is in the process of clearing. Other than that, the rest of the accidents out of Chester County have cleared, which is good news. A lot of the accidents we are seeing involve vehicles spinning out and losing control. Slow down to take your time. Center city, philadelphia, no reports of accidents on the highways. The vine street expressway is clear through the city. 95 is pretty quiet although the southbound side is right near the betsy ross bridge where we see the normal volume just starting to build right now. Starting today septa will offer 88 fewer parking spots at the station because the Transit Agency is preparing for a construction project there. If you need a new place to park you can park across the parking lot at the terminal or buy a monthly permit. A boy who fell from a ski lift in Montgomery County friday night was riding alone. This picture was sent to us with emergency crews tending to the 5yearold at spring mountain. Investigators say the child slipped out of his seat on beginners ski lift and fell nearly three stories. He was taken to the hospital and flown to the hospital. Hes back home with his family saying he fractured his legs with a lot of bumps and bruises. One county made the cut, wilmington county. In order to be considered the counties had to submit plans to revitalize their downtowns. The hope is this will promote economic development. And to the riteaid will donate 10,000 to add more surveillance cameras around the city. Senator toomey will be live to make an announcement on that this morning. And the money will pay for several cameras in the sun hill neighborhood to cover the ten block areas of 14th street and melrose avenue glenn terrace and ridley avenue. And now open new and improved Grocery Stores in montgomery and bucks counties. They just unveiled the newly opened stores in coshocton and huntington valley. Each weis store has a new beer cafe as well. And they made donations to Fire Departments and food banks in each area. And a happy reunion for bucks county dog owners after their pet disappeared after a bizarre crime spree. The 4yearold dachshund is back in his owners arms this morning. The couple found their dog yesterday after hightech help from a dachshund rescue operation. After seeing reports from several people who said they have seen ollie in the neighborhood, they set up a motion detection camera at the device and sure enough it worked. As the sup came up he came back. And it was clear he was there because the camera went from infrared to color. We are very thankful to the people who were out there commenting saying they were praying and thinking of him. And ollie had a cut on the back of his leg but otherwise hes okay.
