Use caution if thats part of your commute. Thank you, jillian. New in overnight, a man shot overnight in philadelphia dies at the hospital. Nbc 10 was on the scene at north colorado street. The victim in his early 20s was gunned down at close range just after 11 00 last night. So far, there are no arrests nor motive. Also new from overnight, investigators are looking into the cause of a fire at a vacant row home in philadelphia. This broke out shortly after midnight on mayfield street in kensington. Crews put it out quickly. Fire officials tell us there were squatters inside at the time. They made it out and left the scene. The man accused of kidnapping a philadelphia woman and taking her to maryland will be in federal court this morning. Nbc 10s jesse gary is live in center city. And jesse, Delvin Barnes is being held in the federal Corrections Center. Where is that in relation to the courthouse . Reporter vai, the federal Corrections Center is the building you see off in the distance, kind of behind me, that white building. Thats the federal Detention Center or prison building. There is an Underground Passage to transport prisoners. And no matter how this case is adjudicated, Delvin Barnes is going to be in custody for a long time. We learned that after this case is over, he will be sent back to virginia to answer charges for an alleged crime down there. 37yearold barnes is charged with kidnapping of carlesha freelandgaither last week. This video of the alleged crime went viral, prompting a massive response from local, state police and federal agents. Investigators were able to track down and arrest barnes and rescue freelandgaither in maryland. Barnes will likely be assigned a lawyer during his arraignment here in federal court in philadelphia. The Pennsylvania State Police Barracks where a trooper was killed in an ambush back in september will officially reopen today. The state trooper who survived the shooting is now in a new york city hospital. Alex douglass was taken there monday for surgery. The hospital specializes in orthopedics, and douglass was shot in the pelvis. And corporal bryon dickson, as you know, was killed in the september 12th attack at the Blooming Grove barracks. The man accused of the ambush, eric frein, was arrested after a manhunt in the poconos. Prosecutors are seeking the death penalty. Happening today, sentencing for the first person convicted under a new pennsylvania law named for Fallen Police officer brad fox. A jury found stacy dawson of chester guilty of buying two handguns for a convicted felon. That transaction is known as a straw purchase. Under the new law, the crime carries a mandatory fiveyear sentence. The law is named for plymouth township Police Officer brad fox, who was shot and killed in 2012 while trying to arrest a suspect. Police determined the gun used to kill him was supplied to the suspect through a straw purchase. Officer foxs widow, lindsey, joined governor corbett as he signed the bill into law last year. Officer foxs canine partner, nick, who was wounded by the suspect, was retired and given to foxs family. Happening today in southwest philadelphia, a rally for safety will be held outside Bartram High School after the third assault of a teacher at bartram in the past month. Take a look at this cell phone video. Its a substitute english teacher lying on the hallway floor. That was last thursday. Police said he was attacked by a student. The teacher is recovering from a concussion. Now parents, teachers and students are expected to rally outside the school this afternoon. The president of the Teachers Union says the big problem is that budget cuts mean there is insufficient security in the school. Meantime, the School District provided these stats to the state about violence. In 2013, students committed nearly 420 assaults on staff members. When it came to studentonstudent assaults, more than 800 were recorded. A convicted former Philadelphia Police inspector is back in custody after he was released from jail by mistake. Danny castro was rearrested after being free for two weeks and getting a job while he was out. In 2011, castro was sentenced to five years in prison for using strongarm tactics to collect debt. His lawyer said a clerical error by a probation officer led to his premature release. Tonight in Chester County, a vigil and a Prayer Service will be held in coatesville for murdered 3yearold scotty mcmillan. Police say the toddler was tortured and beaten to death by his mother and her boyfriend. There is also new information into the investigation. Coatesville area School Officials say they followed procedure in trying to contact the family and visiting the mobile home where the child was murdered. The boys mother, jillian tait, and her boyfriend, gary fellenbaum, are charged with murder. Fellenbaums estranged wife is charged with child endangerment in the case. 6 06 right now. This morning the search is on for a guy accused of pushing his wifes corvette into the delaware river. Last night, Police Issued an arrest warrant for him. Hes 50yearold john kramer. His estranged wife, who did not want to be identified, told nbc 10 about their ongoing marital dispute. She tells us a fight over their 1990 corvette led her husband to make good on what he had threatened to do, send her car plunging into the river. I saw breaking news come across the news, and it showed that a car just went down the tacony. So, i was on the phone, i hung up and i called 911 and i asked them if that was my car. That woman tells us she had a protection from abuse order filed against kramer over the summer, and in october a judge ordered him to undergo anger management therapy. New this morning, city officials in philadelphia are looking to see if food recycling would be beneficial for the city. The city spends more than 6 million a year sending food scraps to landfills. And Officials Say food Waste Recycling programs could save money, conserve energy and create jobs. Residents will be able to comment on that during a hearing this afternoon in council chambers. Clouds are back, fog is back this morning, but the temperatures so much milder with dense fog in delaware and south jersey, but low clouds farther inland, and weve got a mild start and some sunshine this afternoon. But the wind, that will be gusting. That will help get rid of the clouds, but it will also bring the temperatures down tonight. Were headed for the 30s overnight, but temperatures will tumble and stay low right on into the weekend. Look at millville, south jersey, 57 degrees. Dense fog there. Meantime, its cloudy skies for northeast philadelphia and allentown, and the temperatures not bad at all. In fact, allentown has been warming up. It dropped down to 49 degrees, now back up to 52. There are the clouds. You can see them clearly over center city. Were watching for a little bit of a breeze to develop during the morning, but the strongest winds will be this afternoon. The thickest fog not north and west, no, its in new jersey. Trenton has 1 4mile visibility. Dense fog also in toms river, atlantic city. And to the south, its zero visibility in dover. And wildwood had been down to zero. Not much of an improvement. Its 1 4mile right now. These clouds will clear up. They will not last all day. Theyll be blown out of here this afternoon. So, stand by for a gusty afternoon wind. This morning, 8 00 this morning might see a little bit of mist or even a sprinkle north and west. Allentown at 8 00, 53 degrees in philadelphia, but then the clouds start to break by 10 00 in the morning. By lunchtime, theyre gone, and this afternoon middle 60s. So, it will turn out to be a nice day today. But that doesnt last into the weekend. 60s this afternoon with winds northwesterly 10 to 20 miles an hour. You will see clearing skies today. We just got word that our photographer was there live at the scene. This is lincoln highway, route 1. Southbound side is blocked at old lincoln highway. And you can see we have activity on the northbound side as well, so keep that in mind. You can take bridgetown pike or brownsville road if you need to get around it. Lets come back out here right now, because we have another accident for you out of new jersey. This is 295 northbound approaching route 168. The left lane is blocked there. And youll notice, this is actually 295 right at 168. It looks like we have some Police Activity right there blocking one lane. Its kind of tough to see through the fog. Very thick, foggy conditions on that portion of 295. That accident we just got word of in the last few minutes. So, of course, we wanted to pass it along to you. But again, our biggest problem this morning, the first problem that we had is that closure on cottman avenue. That is still out there right at the intersection of algon avenue, right at the corner where northeast philadelphia is located. So, if you need to get around that this morning, tyson avenue is a good option. The president of a Chester County university is now apologizing for a womensonly speech he gave. Turn out the way they wanted it to turn out, guess what they did . They [ inaudible ] and said he raped me. New this morning, well learn more today about a resolution that was reached between a dallas hospital and the family of ebola victim thomas duncan. Family members will give details later today. Youll remember, duncan went to Texas Health Presbyterian hospital in september complaining of several symptoms, including a fever, and he reportedly told Health Care Workers he had traveled to liberia, but the attending doctor was not told about that. Duncan was sent home but returned to the hospital five days later. He died in early october. Authorities in ferguson, missouri, are preparing for the moment when prosecutors announce if a Police Officer will be charged in the shooting death of michael brown. A grand jury is expected to decide later this month whether to indict officer darren wilson. Brown was unarmed when he was shot and killed on august 9th. County police say they have spent at least 170,000 on new supplies of riot gear, tear gas, helmets, shields and handcuffs. Some businesses have also been boarding up, in case protests reignite. And happening today, a preliminary hearing is scheduled in the trial of a white supremacist accused of killing three people at jewish sites in kansas. Frazier glenn miller is charged with capital murder in the shooting deaths of a man and his grandson who were killed at a Jewish Community center. Millers also accused of killing a woman who was visiting her mother at a nearby jewish retirement home. And tonight, a town in massachusetts will hold a public hearing to discuss a proposed tobacco ban. The move would stop the sale of all tobacco and Nicotine Products within town lines. The board of health says its expecting a strong turnout for this controversial issue. The American Lung association said if the ban is passed, westminster would be the First Community in the nation to take this type of action. This morning, police have a man in custody charged with vandalizing the graves of veterans at two local cemeteries. Bensalem Police Arrested Anthony Carter yesterday after connecting him with five arsons from over the summer. Police say those fires destroyed american flags and veterans grave markers at Rosedale Memorial Park and roosevelt memorial. Investigators say carter voluntarily gave them a dna swab when an officer noticed him acting strangely in a ceremony late at night. It matched to the stems of the flags, when he was pulling the flags out of the ground, he must have left his dna actually on the wood. Investigators tell us that carter being arrested on veterans day was a coincidence. They just got the dna results back this week. If you live in pennsylvania and depend on medicaid, your benefits are going to change. Governor tom corbetts Administration Says its part of an overhaul of the programs medical coverage plans. The exact plan changes arent yet available because they dont yet have federal government approval. Notices were mailed to employees last week. The corbett Administration Says they will be sorted into one of two plans. It all goes into effect on january 1st. Democratic governorelect tom wolf opposes the changes, saying that it reduces benefits for the poor. One exit along the garden state parkway in ocean county is now closed for good. Exit 88 on the southbound side of the parkway actually closed monday night. Thats part of improvements being made in lakewood. Drivers will now have to pay a toll and use exit 89 to get to route 70. We have breaking news. A story weve been following throughout the morning, a couple of accidents. One in bensalem and then the big one on cottman avenue. Nbc 10s first alert traffic reporter jillian mele has an update. Both really serious accidents out there, and we have photographers at both scenes right now. So, this is the latest accident into the system. This is a fatal accident involving a pedestrian. And you can see right here in bensal bensalem, a portion of route 1 southbound is completely blocked off right now. You can see that Police Activity. So, lincoln highway is closed at old lincoln highway. You can take bridge town pike, route 213. Thats going to be a good option for you. You can see some traffic is getting by the intersection there, but its going to take you a lot longer this morning. And the main lanes are route 1 are blocked off right now. Lets transition to northeast philadelphia, where this accident scene is still out there. You can see both vehicles involved in this accident right here. That happened about 4 15 this morning. Its been out there for a while. Cottman avenue still completely blocked off in both directions between summerdale avenue and whitaker avenue as a result of that accident. And you can see the police out there blocking off that portion of cottman. So, if you need to get around it, tyson avenue is going to be a good option for you. Now your nbc 10 first alert weather with meteorologist bill henley. At 6 18, weve been on the air since 4 00 this morning, and that entire time, the fog has been limited to delaware and south jersey. That is now changing. Take a look at this. It is turning foggy now right on the delaware. This is the view looking towards center city from the adventure aquarium. Cant see any of the buildings right now. 57 degrees at Philadelphia International. The humidity 93 . And at the airport, the visibility is coming down. But in the pocono mountains, different story, clear skies, no sign of fog, and temperatures, well, theyre starting off mild there, too. There you can see the fog in philadelphia, northeast philadelphia got some light fog. The thick stuff is in central delaware. Zero visibility in dover, and its back down to zero in cape may. Ka thats not the only spot, lots of fog in new jersey. 50s with clouds and fog. Were seeing temperatures nice and mild this morning. And once we get sunshine, 54 degrees in camden, well be in the 60s this afternoon. Well see bright sunshine for audubon, glendora and blackwood at 56 degrees. Much warmer than yesterday,
