Were seeing that dusting all across the area right now. Lets start off with the radar. You can see that snow across the highway the area, including, again, the northeast extension. Pennsylvania turnpike 422. Route 202 and route 30 bypass and route 100. Well zoom in this in and take you into the norristown area. Specifically the blue route. Right near the midcounty toll plaza. Take a look here. The on and off ramps. The one line of traffic. The on and off ramps especially careful there on the highways, the side streets. You have to slow down no matter where you are going. Thats what it is looking like along the blue route. Doesnt appear to be showing anyone down too much on the highways. That yellow light on 76 eastbound from the turnpike to the vine. Average speed about 49 Miles Per Hour now. Some people are just starting to put on their brake and 76 still looks good and the blue route, as i mentioned, pretty average as far as the drive times go however, seeing snow cover on the blue route. North wilmington murphy road at route 202. That was icy earlier this morning and still going to be icy out there. Use caution at that intersection. Police on the scene of the shootout with those suspects. An extremely tense situation, vai, in a town 30 miles northeast of paris. What was a manhunt turn under to a standoff hostage situation. The two suspects wanted for wednesdays massacre at the Charlie Hebdo office is held up by police. They were held up in a Printing Office and shots have been exchanged. Here is the latest information. Two runways closed at nearby Charles De Gaulle airport because of the Police Activity there. Schools are on lock down and residents being told to stay inside their homes as the hostage situation continues. The french president is calling for unity across the country. Heres a live picture. Of course, theyre not letting media too close to the scene, but close enough to see the Police Helicopters over the building. This is an Industrial Area where these two suspects are holed up inside a printing shop. They have one hostage and many reports that the haas subject a woman and, apparently she was the woman who was driving a car who was carjacked by the suspects earlier this morning. Thats what led to this police chase hostage situation. French media reporting that the hostagers have spoken to police and have told police that they want to die as martyrs. An ongoing situation that could last throughout the day or could end very soon. These are the two men that want to find. These are the two men that are believed to have taken the hostage this morning and suspected of going into the Magazine Offices on wednesday and killing 12 peeping, including two Police Officers. Those victims are being remembered as this Morning Police try to bring those two men suspected of that massacre to justice. Tracy, i just checked in with investigators they have the name of the person who pulled a trigger on a semi automatic handgun right here in this parking lot. They have not made an arrest but they hope they have good leads that lead to an arrest very soon. That man shot and wounded a 26yearold victim feet from the front door of this Walmart Store here in northeast philadelphia. Police say they drove here to meet the suspect over a debt. The spect fired three times hitting the victim in the right arm, the chest and the leg as the victim sat in his car. You can see the muzzle flash of the weapon. And the shots being fired. And then the victims vehicle flee the scene and then the shooter runs back into his vehicle and gets in the drivers seat and also takes off. Surveillance cameras stationed on the outside of the building captured the crime as it happened. Police are using those recordings and interviews right now withes to track down the shooters. Three detectives assigned to this case and the victim in this case is at Temple University hospital. Hes been upgraded just now to stable condition. He posted the picture to facebook. The man told us he was concerned that the weapon might fall into the wrong hands. Detectives are looking into whether that Assault Rifle was loaded. Today family and friends of a bucks county teaching missing for three days will come together to help search for him. He is depressed and going through a tough time. On Tuesday Morning they were taking him to get some help when he bailed out of the car on city avenue. And now his family fears the worst. Its been so many days with the weather that im afraid. He has taught at the Bucks Institute of technology for the past 12 years and the Pennsylvania Association for career and Technical Education named him its 2014 teacher of the year. So, its going to be a brief snow event and then this afternoon well see sunshine and the temperatures much warmer than yesterday. Yesterdays High Temperature<\/a> was 21 degrees. We will be at least ten degrees warmer than that today. But, it doesnt last into tomorrow. A cold blast of air, gusty winds this afternoon will bring the cold back tonight. 14 by tomorrow morning. 22 degrees the High Temperature<\/a> on saturday. And another cold start sunday morning. But up to the freezing mark sunday afternoon. Its monday that will return wet weather to the area. Wintry with temperatures in the very low 30s in the afternoon. A live view from Blue Mountain<\/a> and look how light it is. Very light snowfall falling in philadelphia, as well. But its fastmoving snow. Its here this morning and then gone this afternoon. Already tapering off for some areas north and west. But the snow is just starting to spread in to parts of south jersey and its over delaware dover getting some light snowfall right now. Expected dusting this morning and expect sunshine this afternoon. Through it all the temperatures have been climbing. Its actually warmer over the last couple hours. Now, 27 degrees in philadelphia but still cold enough for snow and as you can see, it is coming down in center city. Light snow at 9 00. 24 degrees by noontime the snow is done. The wind is strong. 30 degrees at lunchtime and 32 degrees this afternoon. Neighborhood by neighborhood forecast when im back in ten. Right now lets check in with Monique Braxton<\/a> who is in manayunk where the snow is coming down. Coming down for 440 minutes now and light, again. But more granular in texture. Let me show you what youre going to find. Your sidewalk may be covered just like this but when you step on it you see that it moves with ease. Its more granular. Sticking just a little teeny bit. Now, in some other areas, youre going to have to look into the street lights to really see the snow. You may also have to use a light brush to get the snow coating off your car. But the big problem is going to be if there is some ice under whats falling now, youre not going to see it because the light snow that weve had in the past 40 minutes or so is covering the sidewalk and the street. So, do exercise caution after all you do want to enjoy the weekend that is upon us. Live in manayunk Monique Braxton<\/a>. Lets start with the rar dar and show you what is going on. Stretches across the area 76 the blue route, route 30 bypass and northeast extension and we are dealing with a big problem here for drivers in the Lehigh Valley<\/a>. You can see the snow on the radar over interstate 70 and 78 westbound is shut down right now as you approach route 33 all because of an accident. We cant see the accident in our cameras, but what we can see is this backup here. 78 at morgan hill road. Just a few hours away from that accident scene and the last few minutes ive been watching these cameras. Nar theyre not really moving. Stick to route 22 to avoid that portion of 7 8. Ill keep you updated there. Plymouth township out near jolly road heading to Chester County<\/a> dealing with an accident in east whiteland township. 352 southbound and also were still following a crash here on the route 1 oxford past route 82 in the process of clearing but its been out there for a while. Breaking news were following for you out of france where police are in a standoff hostage situation with the two men wanted for wednesdays Magazine Office<\/a> massacre. Because of that statement, there is obviously, even more concern for the one hostage described as a woman who these two suspects have taken in this standoff that is now more than three hours old. Its happening in the town about 25 miles northeast of paris. Heres a live look at that scene there. Media being kept far away from what is going on there obviously. Here is what we know at this point. Suspects two men are holed up in a printing shop. They exchanged gunfire with police earlier with police. Things have been quiet for the last hour or so. Eight miles from Charles De Gaulle<\/a> airport and closed two runways because of the Police Activity<\/a> and also everyone in this town being told to stay indoors ands are on lock down and the suspects are talking to a Police Negotiator<\/a> as tracy mentioned. They told that negotiator that they are ready to die as martyrs. Also reports that the men are heavily armed here is video from the scene earlier this morning. Helicopters, ambulances a convoy of vehicles making their way to that. 25 miles northeast of paris. Theyre still on scene there. French special forces have been spotted at the scene. This all comes as police were closing in on the two brothers wanted for wednesdays massacre at the Charlie Hebdo<\/a> offices. The two are said to be linked to a Terror Network<\/a> in yemen and were on the u. S. Nofly list. Reuters is reporting that one of these brothers met with an al qaeda leader who was killed a couple years ago, but met with him in yemen. They believe that these two men could have al qaeda ties here and, again, theyre believed to be holed up with a hostage inside that printing shop northeast of paris. Investigators say on wednesday those two brothers and a third man stormed into the Magazine Office<\/a>s, killing 12 people including two Police Officer<\/a>s. The magazine of course has a history of being a source of satire for politics and religion and had been attacked in the past for cartoons that it ran depicting the prophet mohammed. Officers tell us the man opened fire into the victims vehicle hitting him three times. According to authorities, it was over an paid debt. Right now the victim is listed in guarded condition. Pennsylvanias top Law Enforcement<\/a> officer could be facing criminal charges. Philly. Com reports that a state grand jury in norristown attorney general Kathleen Kane<\/a> violated grand jury secrecy rules. Reports found that the panel leaked information to a newspaper to try to embarrass her critics. Kanes lawyer would not confirm the report and said kane did nothing wrong. The d. A. Gave us his take on that reaction. All kind of things to deflect attention from his own clients predicament and it would seem as though the general public they dont care right now. The grand jury turned over its findings to Montgomery County<\/a> who will decide whether or not to arrest kane and file charges. One year ago today, president obama tapped philadelphias mantua section as a promise zone for neighborhood improvements. Millions of federal dollarser, people tell us that you can see changes. Katy zachary is live in University City<\/a> and they are seeing changes, but are those changes making a real difference . Well, vai, thats what im being told from the people who live and work there. We spent some time there yesterday. Saw the changes first hand and i can tell you one of the most impressive things right now is that you have over 100 groups and organizations all working together to improve things in mantua. Step inside reids coffee and tea house and youll see how the West Philadelphia<\/a> neighborhood is changing. This place in another five years, its going to be amazing. Four out of every ten kids live below the poverty level. Reporter on its way thanks to a distinction from president obama last year. An area where the federal government proceeds tax incentives and grants to help tackle poverty. Called the bottom back in the days. So, yeah you know we never really came around this area. Reporter but owner george reid and his wife saw potential so they bought in. A year later, he got a federal grant to help run his business thanks to the promise zone. Its one of only five in the country. So, why pick mantua . I think the high poverty rate and a lot of vacant property. And Public Safety<\/a> concerns. But, also that there was a lot of hope in the community. Reporter in the last two years the number of shooting victims is down more than half. Tens of millions of dollars in grant money has been pump under to the community. There are new homes, businesses a real sense of pride among the people here. The schools boast new resources to improve the Graduation Rate<\/a> and the unemployed are getting help finding jobs. People say the changes are contagious. They built the morale in the community and in our city. And makes me want to stay here a little bit longer. Its great to hear that. Mantua will have the promise zone distinction through 2024. He is the 21yearold who went missing early thanksgiving morning after a night out with friends in manayunk. His funeral is this morning and it will follow with a burial in norristown. On saturday search crews pulled his body from the schuylkill river. His family said it appears he fell in and drowned. His death brought up safety concerns bout the river in the manayunk area. The safety concerns in that area are, have been noted and the city as the mayor suggested would be taking a look at it at some point. Tonight, all businesses along main street in manayunk are leaving their lights on in honor of shane. They are calling it lights on for shane. Drivers in the Lehigh Valley<\/a> specifically in lower socken township. This is the area were talking about. You can see this big spot of red. Thats where were dealing with a big closure on 78 westbound. Now all of this blue and white. Light snowfall throughout the area. Youll notice that that snow is falling over this portion of interstate 78 that weve been talking about is closed. So, 78 westbound is closed off right now as i mentioned right near route 33. That is what we have happening. We are zooming in right here. You can see this big line of red, this closure were dealing with. As the camera pulls out. 78 at morganhill road and this traffic has not moved in about 40 minutes. This is a really serious accident. Clear exactly how many vehicles are involved and whats happening out there, but 22 is your alternate route for that portion of 78. Again, stick to 22.
