We understand, and i do not deny it for one second, that we have an uphill battle in front of us. And trump and clinton are zeroing in on the delegation. Both with delegate leads. Trump catapulted his delegate count north of 2,000, less than 200 delegates from the nomination. Sanders win added to his delegate total, but the vermont senator still sits 800 behind clinton, who needs just a fraction of that number to look up the democratic bid. Brandon . Reporter jim and jacquelin, this is the first time were seeing this Surveillance Video. A woman was walking down this sidewalk. She knew she was being followed. Then she was attacked. Police have no leads, but they really want to get this guy off the streets. Theyre hoping Surveillance Video from these cameras will help. An attacker waiting for his chance to strike. But when he does, his unsuspecting victim fights back. Philadelphia police shared Surveillance Video of april 20ths attempted sex assault in south philadelphia that has neighbors on alert. Its pretty horrifying. Reporter laura chance told us she heard and saw the struggle outside her apartment on wharton street. I wasnt sure what was going on until i heard the woman scream fire, when you i know to be code for sexual assault. I raised my windows, tried to find out where she was. Reporter we showed her the video from that night. For her, it was a little tough to watch. At the point where i had seen them, they had made it on to the street, but this is awful. Reporter police say at 1 30 in the morning, the attacker stalked, then jumped the 19yearold woman. The victim fought him off, hitting him in the throat and pepperspraying him before he ran off. During the fight you see what looks like a gun tucked in the suspects waistband. If it is a gun, were happy that he didnt have the opportunity to use it. Reporter since the attack, police have passed out crime bulletins to warn neighbors. I was happy they put the crime bulletin out so all the neighbors knew. Reporter this doesnt deter you from living in this neighborhood, does it. Not at all. Reporter police commend the woman for being aware of her situation and being prepared. And they have a vague description, a 37yearold man, 225 pounds and 57. If you recognize the man in that video, Philadelphia Police want to talk to you. Were told the officers stepped in after these guys attacked a Northeast High School student yesterday afternoon. Police say a third suspect joined in the fight. A witness talks about how upsetting it was to watch. Savage. Thats savage. It shouldnt happen that way. The police are a pillar of the community. Thats what we believe. So you notice storms down to our south, some rain approaching areas like lancaster county. Currently, if we zoom in here, the clouds are still pretty much locked in place through most of the area. Light showers moving into parts of lancaster county, but tomorrow morning we will see more in the way of rain again. For tonight, though, overnight just mostly cloudy. This is our planner. Arthur buckle was missing at bed check this morning at the ankara Psychiatric Hospital at bayside state prison. Youll notice a small tattoo under his left eye. Corrections officers and local police in three towns canvassed wooded areas, camps and rural neighborhoods. So far, no sign of buckle. It is the second time an inmate escaped this same psychiatric unit in the past six months. Nbc 10 has learned Wilmington Police wrapped up their internal investigation of the officerinvolved shooting of a man in a wheelchair. [ shots ] officers killed Jeremy Mcdole in his wheelchair back in september. They were called to the scene after reports of a man firing a gun. New Court Documents show the city believed the officers were justified in shooting him. Investigators say mcdole had a revolver and that residue on his hands indicates he fired the gun before police arrived. What is in our water . Tonight, an nbc 10 investigation takes you inside an unlicensed funeral home. Youre not doing funerals, youre not preparing bodies for burial . This is not the first time weve seen problems in an industry meant to help families in mourning. He should have been in a refrigerator or something. Bodies have been discovered unrefrigerated. Smelled it and noticed there was bodies in there. And Funeral Directors charged with abuse of a corpse. Now tonight, we investigate the oversight of the funeral industry. How does a situation like that happen . This is an investigation that got more bizarre by the day. It started with your nbc 10 investigators finding bodies inside an unlicensed funeral home. And it led Investigative Reporter Mitch Blacher to questions regulators didnt want to answer and a revelation about the leader of the state board of Funeral Directors. Reporter lewis hunt took us inside his building for rent in chester. The licensed funeral director knew no one was supposed to be inside preparing for funerals because the building isnt a licensed funeral home. Yet, in the main room, we saw his former Business Partner and tenant, lashaun johns, standing over a casket with a body inside. Hunt took us into the back room, where we found another casket and a corpse inside. Minutes after we walked in, the Chester Police showed up and asked everyone to step outside. Deputy commissioner otis blair gave us this confirmation. Two bodies in the process of being prepared for viewing. Sir, are you a licensed funeral director . Are you, sir . Im calling my attorney. Reporter according to state records, johns is not a licensed funeral director. Hes a licensed funeral trainee, meaning he has to work under the supervision of a licensed funeral director. For months now ive been trying to let the board know that theres been unlicensed activity going on in the building. Reporter mr. Johns, how are you doing . Mitch blacher with the nbc 10 investigators. When we went back to ask johns about his business, he again told us to call his lawyer but wouldnt give us a number or tell us who his lawyer is. Are you working as a funeral director . Youre not doing funerals . Youre not preparing bodies for burial . Reporter its not the first time recently weve seen unlicensed activity in a pennsylvania funeral home. Last summer we saw it twice in one week in philadelphia. First police discovered decomposing bodies in Blair Hawkins unlicensed funeral home. Days later, they found three decomposing in an unrefrigerated philadelphia garage. State records show janet powelldaley ran an unlicensed funeral home for three years. Both powelldaley and hawkins were charged with abuse of a corpse and are awaiting trial. Hawkins said he wouldnt talk to us until his trial ends. Powelldaley and her lawyer havent returned our calls. How does a situation like that happen . You know what, i dont know. I just i dont know. I mean, this is a tough industry. Reporter Gregory Burrell has been a member of the state funeral board for six years. As chairman, he was in charge of overseeing the industry. But when we went to harrisburg to see how the board weeds out unlicensed activity, we watched them weed out burrell. All those in favor, say aye. Aye. Reporter he was removed as chairman because state records show he allowed his Funeral Homes license to lapse for four days in february. I think its a technicality, because we were not i mean, the license were going for three days. And i mean, the check and the applications were in the mail to get there on time so we would not be late. Reporter according to the department of state, he ran west terrys funeral home without a license from february 1st to february 5th. According to the terry funeral home website, it performed two funerals during that time. Farrell said he thought his license was active. It is barrffling to me becau i know we wrote the checks way in advance, way in advance. Reporter the funeral board can issue fines and revoke licenses, but whether its the Board Chairman or someone such as lesean johns, our investigation found the state powerless to stop the unlicensed from performing funerals. We do not have the Statutory Authority to actually stop a person from practicing. Reporter peter speaks is the deputy secretary in charge of pennsylvanias professional licensing. Court records show the state regulator tried to shut down powells funeral home last fall in philadelphia but couldnt. State law requires proof of immediate and irreparable harm of the living. How good can you be at that job if you cant stop them from practicing . We can be effective to the extent that we are bringing attention to the fact that they are practicing without a license. We were there for the prince theater ceremony on chestnut street. 50 High School Teachers received the award tonight. The lynnback award is given to exemplary teachers throughout the district. Also big honors for nurses in Camden County tonight. Nbc 10 in cherry hill for Cooper University health cares nursing excellence awards. 21 cooper nurses were recognized for their outstanding commitment to patient care. Its tech week in philadelphia, and to celebrate, more than a dozen female leaders in a number of Technology Fields were honored tonight. Nbc 10 in center city for the Second Annual rad awards. Local women were recognized for inspiring others to reach their professional goals. It was inspiring tonight not to have some rain around. A brief respite. I know. Thats expected to give us some potentially heavy rain and wind. And if youre along the shore, you could see possibly some localized flooding there by the afternoon, though, we do start to clear out a lot more.
