We know that peco has shut off power to this substation, theyve isolated it the best they can. But the big problem is extinguishing an electrical fire. You cant do it with water because that conducts electricity. As far as you noticed there, you say it appears to be spreading within this plant, but doesnt appear to be at risk of spreading into the neighborhood from beyond this situation right here at this point anyway, correct . No, it doesnt appear so. Weve seen firefighters walk pretty much right up to some of the doorways, and at that point were actually hearing what sounds like Fire Suppression equipment. We cannot see it from where we are, but i dont know if we take a look from skyforce 10 to see, it looks like the black smoke is now turning to white smoke as those Fire Suppression crews may have started to extinguish the fire. Were hearing the sporadic sound of what sounds like, sounds like fire extinguishers, jim. Were looking at skyforce 10 right now and we can see some of the black smoke turns white. But so many flames that firefighters on that scene trying to extinguish. 30,000 customers affected here. It could be many hours before that is restored, right, mitch . Theyre relying on this substation, theres no time set at this point about when this power could be back on. From peco officials were hearing that peco is working to reroute the power, but this substation, theres going o be massive damage from this fire that continues to burn and now that black smoke puffs right back into the air and we havent heard any kind of Fire Suppression extinguishers or sound in the last minute or so. Moving on now to 20 minutes of nonstop news continuing with this. A man who saved his neighbor from a kidnapping attempt. Today nbc 10 spoke to the Good Samaritan who came the rescue. He ran down the hallway, knocked on my door and told me shed just been robbed. Well, caught in the hallway and was held up with a gun. That quick thinking man said he grabbed his gun and ran out of the building after the attacker, but today police are still looking for that guy and neighbors are really on edge. They are. Its a story we first told you about as breaking news at 11 00. This is the third kidnapping case at delaware aept complexes. Tim furlong spoke to the victim about this attack. Ive been keeping an eye for the updates from the newsroom. We all have. Shes pretty shaken up, didnt want to go on camera. But she was doing quick thinking herself all through this. Reporter smart thinking lady even under what had to be extreme pressure. In the other two cases the attacker sexually assaulted the victims and forced them back into the car to withdraw cash from local atms. It never got that far in this case. Thats the good thing. The woman was out here walking her dog near this treelined area at around dusk. She came back into her building over here and the attacker was hiding, waiting for her to come back in a stairwell. Another week, another encounter with a serial robber kidnapper in New Castle County. It happened here at deacons walk apartments. The apartments that used to be called the bluffs. This neighbor showed how it played out for the victim. After walking her dog she found the suspect hiding. He told her to go to to her apartment. Upset but thinking quickly, the victim made a smart move. She took her elbow and hit the buzzer. Reporter she hit the buzzer for her apartment, her boyfriend opened the door and the suspect took off. I grabbed my weapon and jumped in my truck came flying down here down both sides of the road for someone walking with a black hoodie and black clothes. Reporter police have been patrolling here on clydesdales just to make sure everyone feels safe. That complex about 30 minutes drive from here. The next case was sunday february 19th at the arundel apartments eight minutes from here. Police say theyre doing Everything Possible to crack this case. This will not be solved by New Castle County police alone. This will take the work of a resident who sees something suspicious who immediately picks up the phone and calls us. Reporter police still havent pinned down the race or the accent of the man. He targets sprawling complexes like this. This complex as far as we can tell does not have any surveillance cameras. None of the surveillance pictures from any of the attacks prior to this one shows the attacker. He has a mask on. But he blends into the scenes. So all you see are pictures the of terrified victims and they dont want to put that out there on tv. If they get a picture that can help solve this case, theyll definitely put it out. It eliminates fines for people who dont buy health n and it replaces incomebased subsidies with agebased tax credits. Health and Human Services secretary tom frey says the new bill is a step in the right direction and says the Trump Administration will work with those who oppose the plan. The president weighed in on social media this morning tweeting, our wonderful new healthcare bill is now out for review and negotiation. Obamacare is a complete and total disaster. Imploding fast, end quote. Secretary frey says the new plan gives states more control. Important that we allow the states to have the flexibility especially in the Medicaid Program to be able to respond to their vulnerable population. Some parts of obamacare would remain unchanged. There are safeguards for people with preexisting conditions and children can stay on their parents insurance until the age of 26. In our area, this could affect hundreds of thousands of people. In philadelphia, the city says 200,000 people have gotten coverage through the Affordable Care act. Lauren mayk has been out there talking with patients, also businesses today. Investigators say those assaults happened back in 2014. The suspect in this case has been in jail since may of last year, but police say with his sentencing the case doesnt end. He would play truth or dare, he would play what he called the quiet game, spin the bottle, have them take off their clothes as he would take off his clothes, then after they were under the influence of alcohol and another controlled substance, he would then try to sexually assault these children. Reporter police say it st t starts when a child is in possession of marijuana. This went from a drug investigation to a Corruption Case and then young girls, four of them, told police they not only took drugs offered by hugh lutz, but once he had them alone, he attacked. He lures her back from the Elementary School playground, lures her back to his apartment, played video games with her, then attacks her, then forcibly rapes her at age 12. Reporter police say lux found his victims in parks and local playgrounds. Though they have charged him with crimes against 12 kids, they think theres many more children they dont know about. They want you to look at his face and what he looked like over the years and if your kid ever hung out with him, police want to know. Talk with your children. You see the man grab that cash register, getting away with about 150 from the drawer. Police are looking for those two men. You can see 52yearold sarah gable, a prek teacher, push her 4yearold student down the stairs. This happened at child care of the future in Delaware County. Now that student is okay. Gable was fired. We also dug into the day Care Certification reports. It was last inspected in may of last year. Inspectors found no major infractions, but again dhs regional staff on site investigating this today. Sarah gable was arrested. Shes out on bail. We checked and could not find a previous criminal record. Her next Court Appearance is march 16th. New details about an unlicensed cab driver shot in West Philadelphia late last night. Police are telling us it started as a robbery. One attacker shot the driver in the back, another attacker beat him up. That cabbie is alive and recovering in the hospital.
