County in new jersey. Now, what constitutes a blizzard ve versus just a big snowstorm in the winds hour. The visibility is a quarter mile or less. And the combination lasts for at least three hours. Thats a very hard combination to get in this part of the country. Even the blizzard of 96, if you remember that, wtblizzard. We didnt have those technical conditions. They just kind of called it that. Nothing on the radar close by, but piece to of moisture back to the west and the gigantic piece down to the south. Tremendous amounts of moisture. So its just about the timing and the precip type. 9 00 to 10 00, the snow starts. 3 00 a. M. To 11 00 a. M. , in general, the heaviest snow. No travel during that period. Tuesday afternoon, snow continues. But the snow showers linger wednesday morning. The hour by hour shows the snow coming in at 10 00 to 11 00 tonight and getting heavy very quickly. This dark blue indicates heavy snow. And were talking potentially up to two to three inches per hour. Thats at the peak of this. Nobody is traveling during the peak of this storm. And we are tracking the latest storm here. Well go to the Lehigh Valley where we see the highest snow totals anywhere from 15 to 20 and possibly isolated amounts above that. So everywhere you see shaded here in the pink, thats where were going to see the highest snow totals. And coincidentally, these will see the highest winds as well. As we head on down through burkes county and approach the philadelphia area, well start to see the numbers taper off. But again, if youre going to be out there, lehigh, burkes, toward the pocanos, thats where well see the very heaviest of the snow totals. And its that quick burst of snow, fortunately, a lot of that will be during the overnight hours as it comes down because that is what makes it so treacherous driving. But i think many of us will be asleep at the time the heaviest burst of snow starts and perhaps starts to taper off heading throughout the morning. Nonetheless, this is going to be a treacherous area with all the roads. And again, 15 to 20 inches of that is some serious snowfall. It is round two on the roads. They are rolling back outclo. Are doing them a favor as they begin to salt as soon as the first flakes start to fall. They are at home getting some rest. There are road restrictions and other precautions being taken. They are along the state line in bucks county. And they are halfway to quakertown on the northeast extension. Crews for the turnpike typically work is no exception. I just dont think theres any reason to be on the road. If you dont have to be on the road, stay off the road. Let us do our job. And the safest place to be out here in a truck. Reporter hell be traveling close to 500 miles before and after the storm making sure the road is clear for when you get back to work. The crews will be working until all state roads are clear. Keep on going. Weve got enough equipment we can do that. Its Mother Nature. You cant do nothing else but just fight it. If you do head out, many areas are issuing snow warnings and if you are on the road, they will tow your car. They are shutting down the ez pass lanes. So if youre coming from the blue route to the turnpike, those will be shut down. At 10 00, statewide, the turnpike is down to 45 Miles Per Hour for speed restrictiorestri. Plymouth township, nbc 10 news. And the market in center city, the citys road crews are ready and waiting and have been all winter for a storm like this. We spoke to the crews in how they are preparing before the first snowfalls. Plenty of supplies to go around to treat the roads. They havent had to use much this season. Reporter thats exactly right, jim and jaqueline. The city and treat crews have already started to lay down some of t of the brine solution, but they say the mild winter has left them with more resources than they are used to. In philadelphia there are more than 50 tons of salt left in the seven salt sheds. Steven laurens cant remember having that much left. We have watched as truck after truck was filled to the top. The city Streets Department wont start salting until it starts snowing. Cheryl partlow isnt going to wait that long. I have to be prepared with my salt. Reporter she was one of hundreds heading to the Grocery Stores this afternoon. Eggs and milk like almost every, right . Reporter almost everyone is eager for the storm. Snow is fun, right . Snow is fun. Reporter at the height of the storm, the city will have 400 pieces of equipment and 800 city workers on the streets plowing or salting. Usually we are winding down and getting ready to go into paving system by this point. Reporter laurens says they will start with primary roads and emergency routes. Just be patient. Well get out there. Were going to attempt to make every street in the city passable. Reporter patience is going to be a key. If you are waiting for your street to get cleared this time tomorrow, remember, the city Streets Department has more than 2200 miles of streets to work on throughout philadelphia. Were live in center city, reporting for nbc 10 news. In the Lehigh Valley, the crews were coating the roads with brine today to keep you safe out there. You can see the yellow trucks spraying the solution. Next comes the salt. Governor tom olson is urging the people of pennsylvania to get set for what is headed this way. Within the past hour, he provided an update on the states preparations. The bottom line . If you dont have to go out on the roads, then stay put. I cannot stress this point enough, whether you are driving a compact car or driving a tractortrailer. If you put yourself and other people at risk if you go out into this weather. Thats just the way it works. The governor also stressed the importance of having emergency supplies on hand at home. Our coverage of the storm is just getting started. This morning, look at the flames and smoke captured by skyforce 10 overhead. This was on north 23rd street in nice town. Its not clear what started this fire. Lawmakers are pressuring President Trump to provide proof that the Obama Administration tapped its phones. They want the department of justice to deliver their claims by the end of the day. The president asked congress to investigate. And Senior Adviser Kellyanne Conway said the white house is happy congress is doing so. The president called for the house and Senate Intelligence committees to add this piece of the investigation into the existing investigation and hes pleased that is happening. We wont really comment further until those findings are compiled. Republican senator john mccain is telling the Trump Administration to either provide evidence of the wiretapping by today or issue a retraction. A week after President Trump signed version two of the travel ban, pennsylvania lawmakers are taking new steps to crack down on undocumented immigrants. A group of republicans introduced a package of bills today to make it harder for undocumented immigrants to obtain jobs and benefits in pennsylvania. We have to make sure to defend the constitution, uphold the law and defend the lives, liberty and property of american citizens and those who have chosen to immigrate here the legal way. Another bill introduced today targets socalled sanctuary cities like philadelphia that offer safe harbor for undocumented immigrants. It would establish criminal and economic sanctions against those cities. Happening now, joe biden is teaming up with the university of delaware. The former Vice President is on campus this afternoon as the school opens the biden institute, thats a Research Center focused on developing Public Policy solutions on issues like economic reform, the environment and civil rights. And at this home depot, we were there as they brought the snow and snow blowers back out. We literally dropped everything right back down now. They say i jinxed it. Tonight youll be sure i am one of those people sitting outside praying for the first flakes to be falling, otherwise im in the doghouse, guys. Thats why we have firstalert glenn hurricane schwartz here to keep an eye on the latest changes to this forecast. Glenn . Tim, you wont be in the doghouse because theres no storm this is a big storm. Its just a matter of details. Theres traffic live on i95 south. Its not going to look like that tomorrow morning. As a matter of fact, you may not even be able to see the road from that camera tomorrow morning when there would be a rush hour. We have a blizzard warning. Thats the latest information north and west of philadelphia. Its all snow. At least 12 inches. And many places north and west are going to get a lot more than that. Heavy snow on the i95 corridor including philly and wilmington. Changing to sleet and rain, which will cut down on the snow totals. So it wont be quite as much as the northern western areas. Still a big snowstorm. Southern delaware and the jersey shore, mostly rain. The issue there is the wind and the coastal flooding. Heres the blizzard warning, every county north and west of philadelphia, except for Delaware County and once again that includes high winds, low visibility for at least three hours. Its hard to get at this portion of the country. The coastal Flood Warning covers the entire coast. High tide is about 9 30 in Atlantic City. Expect moderate coastal flooding. The first radar echos are getting close to washington already. That is moving up fast. And we also have the snow area moving in from the west. These two things are going to combine. But this is just a tremendous area of moisture. And the computer models are putting out as much total precipitation as you can see in a 12hour period. So the tidal flooding, just minor flooding tonight. And moderate tomorrow morning. Its just one high tide you have to worry about at the shore. But its going to be a nasty high tide. Right now its 40 degrees. Above freezing everywhere, but the roads are still cold from all of that cold spell that we did have. Now, you can see as we go through the evening, the snow spreads up quickly. The darker blue indicating heavier snow. So its getting heavy pretty fast as well. And so, by the time you get up in the morning, theres going to be at least six inches of snow on the ground from the philadelphia area northward. Now, it gets complicated down in delaware and south jersey because the yellow is rain. Maybe heavy rain falling. Look at that orange. That would be heavy rain, maybe thunderstorms. The pink area would be sleet. That makes the snow kind of crunchy to walk on. And complicates things as well. Even in the big storm of 93 in march, we had a foot of snow in philly followed by quite a bit of sleet. But then youre getting heavy snow north and west, maybe even thunder snow. So it is going to be wild around here between 7 00 and 9 00 in the morning. This computer model has the sleet going up through the philadelphia area. And, of course, the farther north it goes, the less snow is going to fall in any one of those places. But as the storm tracks up toward new england, its going to pull the cold air back. And so if we go to snow, to sleet, to rain, it goes back to snow. But not nearly as heavy. This is late in the afternoon, that is light snow and not adding to the accumulation very much. By then, well already have plenty. Meteorologist tammy suza tracking the snow showers region by region with the latest numbers for the short countor s counties. One area we are watching is the jersey shore and the southern counties into southern new jersey and delaware. Take a look at two pieces of the storm system coming together as glenn pointed out. The moisture coming from the south and this cold air from the west. This is going to complicate. Here in the philadelphia area, also into new jersey, all the way down the jersey shore and into delaware, we are not really looking at anything right now. Just the high, thin, cirrus clouds are moving in. This is what we are expecting to see when it is all done. Whether you are going to see this heavier amount of rain here along the jersey shore, along the coastline, thats where we are probably going to see nothing. You may get a little snow starting to fall, but i think youll wind up with heavy rain. Its a pretty clear demarcation north of the metro area. And you start heading into the lehigh burkes area and into the pocanos. Thats where we start to see the heavy totals. So the shades of blue here, this is what were going to see for some of the counties. If you are gloucester county, if youre in gloucester, it could be four to eight inches. Eight could be stretching it with the rain coming in. Down to cape may and over to parts of delaware, you will see rain and a little sleek on the backside with light snow falling into the rain. Well cover one of the other areas coming up in just a few minutes. Jim in ja jim . Jackie . Thats why the neighborhood forecasts are important. The storm will be different depending on where you are. This is a classic noreaster in the winter. Weve seen storms like this in the past. 93, the storm in march, somewhat similar with tremendous contrasts across our area. And the only way you can cover is neighborhood by neighborhood. Because you cant just say, oh, big snowstorm because they are in Atlantic City saying, with ehad a bigger snowstorm a couple months ago. So you have to go neighborhood by neighborhood on this. It varies depending on where you are. Keep watching nbc 10. Youre watching it closely. And this different threat down the shore. As we mentioned, its not so much the snow were worried about, but the strong winds and coastal flooding. Local businesses are not taking any chances. Still ahead at 4 30, how they are boarding up and bearing down for the storm. Plus, a local grandmother thought she was getting her grandson a Great Holiday gift. Look at all the moisture. You dont see that very much with winter storms. So the tracking of the storms is key and the conditions will vary across the region. And thats why were doing hour by hour in your forecast. Reporter the jersey shore is not taking any chances with the threat of severe flooding at the shore. Im Tim Greenberg live with how they are getting ready next in a live report. Right now at 4 00, philadelphia is standing in the path of a major winter storm. Taking a live look at i95 in south philadelphia, theres a rush for many people to get home right now before the first flakes fall as early as tonight. What about the airlines . We have a live look at Philadelphia International airport. Southwest airlines, they have already canceled all their flights on tuesday in philadelphia. Thats tomorrow. American has no flights until 5 00 tomorrow night after the storm. The airport says some airlines are offering weather waivers. Those waivers allow passengers to make changes to their trips at no cost. Thats the situation right now. But you should always check with your carrier because things could definitely change with this storm in the area. Also in the past half hour, we have learned all philadelphia and average diocese, the public and parochial schools are closed tomorrow. We have a full list of School Closures on the screen. The Firstalert Weather Team is tracking the pieces of the storm and how they will come together. We want to give you as much information as we can so you are prepared. Our team of meteorologists are breaking down key parts of the storm from the timing to the conditions that you see in your neighborhood. Well begin with glenn hurricane schwartz with the latest check on the storm hour by hour. It will start during the night tonight. By the time you get up tomorrow, youll be in the middle of it. The blizzard warning has been issued for every county north and west of philadelphia. And the blizzard has a couple of things as need in the definition, its about wind, gusts over 30 Miles Per Hour, blowing snow around, visibility a quarter mile or less in this falling snow or blowing snow. This will have to last for three hours. The temperature is not related to whether its a blizzard or not. Here comes some of that moisture, getting close to washington already. And the other piece is in the midwest. You have probably seen some pictures from chicago, but you havent seen moisture like this. And i havent seen moisture like this in quite a while, from virginia all the way down to the gulf of mexico. And thats all going to feed into this storm. So this evening is when the snow starts from south and west. 3 00 a. M. To 11 00 a. M. , keep those numbers in mind because those, if you want to stay safe, if you want your family to stay safe and your friends, relatives, you can then stay off the roads during those hours where the heavy snow is. Now, down by the shore where its raining, we might have different issues. The snow continues, but weakens tuesday afternoon. And wednesday morning, snow showers. So this is not noupg to last forever. Here comes the snow. Its getting heavier. The darker blue. And then rain and sleet get mixed in. Thats what makes it complicated, especially from philadelphia southward. And thats why we go neighborhood by neighborhood. And firstalert meteorologist tammy suza has been taking us through the snow totals region by region. And now has a check on how much we could see in philadelphia. Thats right. And you know what . It really is going to be all about that rain that comes in in the morning, the sleet and the rain, as to how much snow is going to fall. But lets take a look, these are the snow totals that are at this point forecast. You can see the shades of blue, especially in the areas where we have the blizzard warning. Thats in the lehigh burkes, off into the pocanos. And then we head to philadelphia where you can see anywhere from say four to eight inches, maybe pockets of 12 inches. Thats if we get the thunder snow. Thats very heavy snow overnight. You head out to the shore, its going to be a little less. So lets go ahead and take a look at a couple of things. In philadelphia, if we do not get that sleet and rain in the morning, and that right now is going to be a very close call, these are the totals that well be looking at. Anywhere from, say, if youre in the west area, west philadelphia, youre probably going to be looking at maybe as much as eight inches or ten inches of snow. If youre closer to the river, youre going to be looking at perhaps four to eight inches of snow. So this is something that is really going to be very, very dependent on what goes on with the moisture coming in and with that system thats out over the atlantic. Not the cold air coming from the midwest. That will be in place. But its that moisture, that warmer moisture thats going to be coming up. So you just saw some of the snow totals that were projected. Again, pretty much on point with maybe up to two feet of snow up there in the lehigh burkes area. But in the city, were looking at anywhere from four to eight, maybe pockets slightly higher than that. Jackie . Jim . Enough to cause major disruptions, tammy. Snow isnt the major worry for people at the jersey shore and the delaware beaches. People are bracing for coastal flooding, heavy rain and very high winds. Nbc 10s reporter Ted Greenberg is live in stone harbor. People have been getting ready all day, ted. Reporter they have, jackie and jim. Folks have been boarding up and sealing off their businesses with flood gates. This one boarded up as well. The high tide tomorrow morning is what really has people here on edge. Cinder blocks down, merchandise up off the floor, just in case the noreaster sends water pouring into maggie days baby and childrens boutique in downtown stone harbor. We try to save as much display and building as we can, but definitely the merchandise. Reporter merchants seal off the doors with flood gates and sandbags. The businesses have been swamped with high water twice in the past few days. We have had 18 inches with sandy. 10 inches with jonas. So i dont know. I dont know what to expect. Reporter in ocean city, barricades in place on streets prone to flooding. We put out a reverse 911 call to residents reminding them to move cars from areas that typically experience flooding. Reporter public works crews fortified beaches with bar yers of sand before the surf starts raging. Significant beach erosion from very strong winds a major concern along the coast. Dune fencing also being picked up and taken away before Mother Nature gets to it. Were moving it so it doesnt get washed out to sea and wind up somewhere else. Reporter and moderate coastal flooding expected during high tide tomorrow morning. That starts shortly after 9 00 on the ocean and an hour or so later on the back bays. Live in stone harbor, Ted Greenberg, nbc 10 news. And penndot is giving an update on the pep rations repar our area. Lets listen . It will make it easier for us to separate the bonding effect. In addition to that, it does help us at the end of the storm in hopes of cleaning it up when that will be. Were looking like right now it will be sometime on wednesday. Because this storm is expected to drop anywhere from one to two feet of snow, were deploying every truck that we have in our contracts and in our department forces groups, which is in excess of 400 trucks. Again, they will be spreading and they will be plowing. Due to the intensity of the storm, we are talking anywhere from two to three inches an hour. That being said, the expectations for any of these highways to not be snow covered or to be bare are essentially not highly probable. The expectation is that all the roads, at that kind of intensity, will be snow covered and even with all the plows out there running, essentially it takes any or each individual truck 35 to 40 miles to complete his cycle. And judging by the volume and depending on the volume on the highways, it could take anywhere from two, three or four hours to complete a cycle. And you can imagine after that amount of time how much snow can accumulate on the highways. In lieu of the governors proclamation that came out recently, a couple notes to point out. Speed restrictions on the highways are expected after 150 00 p. 15 10 00 p. M. And the speeds will be reduced to 45 Miles Per Hour. In addition to that, penndot is canceling all super load permits for movement on tuesday. Penndot crews will be working around the clock to keep the roadways passable. But we urge motorists to use extreme care if you must travel during the extreme conditions. Drivers, therefore, must be prepared to face poor visibility, slick roads and extremely, effectively crazy changing weather conditions. Be extremely careful reducing speeds when driving brounlidges elevator roads, tight corners and essentially most of your shaded areas during the day. The bottom line here is essentially everyone in the public needs to be safe and to drive safe. A couple points to make note of, keep both points for the motorist, rule number one, first and foremost, wear your seat belts. Secondly, drive and reduce speed. Allow considerably more time to get to and from what your destination is, with the expectation of reducing speed, it will naturally take a lot longer for you to get to your location. Maintain at least twice the normal following distance between themselves and the vehicle in front of them. Remove snow and ice from your vehicle before you get out and begin to go on your journey. And another aspect that you hear repeatedly from the department is to maintain at least six car lengths behind our plow train or any of our plow trucks. And essentially thats for, not only that it helps provide a safer atmosphere for our operators, but also for the drivers. Essentially what happens is you have a halo effect of salt that could potentially blind the driver in the windshield. Thats the last thing you want to be doing. So its advised not to try to pass or go around some of the plow trains in those events. And last but not least, please turn your headlights and wiper on because it is the law. Thank you. Avoid the highways if you can during the day because, as he pointed out, theres going to be very poor visibility. And because of the volume, the intensity of the storm, there will be periods of time with snow on the roads that the plows cant get to fast enough. Speeds will be reduced to 45 Miles Per Hour and they are deploying every single truck they have, 400plus trucks out there. Back to our firstalert weather, we waited all season for this, but we are going to get walloped with a little bit of everything in this storm. Now more than ever we need an accurate forecast. Glenn, you have that, and it is varied around the entire region. Tremendous variations. In philadelphia itself, theres the art museum. Tomorrow, white. All over the place. Even though the sleet is going to compact the snow a little bit and the rain may cause a little bit of melting, theres still going to be plenty around. The blizzard warning is for north and west of philadelphia. All areas, at least a foot. And in some places, up to two feet. The i95 corridor including philadelphia, heavy snow, changing to sleet and rain and then back to snow at the end. Southern delaware, jersey shore, mostly rain. Its the wind and the coastal flooding that is a big deal. Theres the blizzard warning for all those counties to the north, including Mercer County in new jersey. Now you need wind on top of the heavy snow and the restrictions to visibility. Theres the coastal Flood Warnings. But its just for one high tide. And that is fortunate. Because there if were two high tides, it would be disastrous. You can see the snow echoes starting to show up coming into the delmarva. Really not reaching the ground yet, but eventually it will. And some of this moisture from the gulf of mexico is going to get into this thing. And a tremendous amount of moisture. Now, were above freezing now, but were not going to be this warm tomorrow once we get the snow and the ice and all that. The current winds are very, very light. But look at what happens as we go through the night. By tomorrow morning, were gusting to 45 at the shore. 25 to 30 elsewhere. And then look at that, by 9 00 a. M. , gusting to 45 Miles Per Hour in doylestown. Over 50 in avalon. This would be the time of the blizzard conditions. And even at 11 00 a. M. , still very strong. And it dies down late in the afternoon. So the wind is going to be a big issue here. And it often is not with the snowstorms in philadelphia. Because the center of the storm is so far offshore. Here we go, 11 00, and the snow is coming in. And its obviously sticking in these areas. And when it gets heavy, its sticking. Even when it is 32 and the ground is cold from the cold weekend we have had. That dark blue is heavy snow. That would change to heavy sleet and potentially heavy rain. So 7 00 to 9 00 a. M. , well have wild goings on from philly southward. And how much sleet or rain you get is really going to determine how much of a difference in the snow totals youre going to get from philadelphia to the suburbs. Theres no doubt up here, if its all snow, youre getting pounded. At least 15 inches in most areas. And look, the temperatures start to go down in the afternoon as it changes back to snow. But at least that is lighter snow. This is not a longlasting storm, but we got 12 hours of fury on the way. And well be right back. Its important to make sure youre prepared in case the power goes out for an extended period of time. Joining us to talk about this is rick from the volunteer fire department. Rick, there are things everyone can do to prepare. Theres still time to go out to prepare, you have to go out to get some batteries. Make sure you have working smoke detectors. Charge your cell phone batteries. Make sure you have a flashlight, possibly a wind up radio so you can listen to the media. Fill your fuel tanks for powered equipment. And you have a well, make sure to have backup water for drinking or for using your toilets. Such good reminder there is, rick. We know the Lehigh Valley can be the hardest hit area for the storms. Some people will lose power, so walk us through what the best thing is to do once the power goes out. Reporter first, report it to your Power Company to make sure they are aware of your outage. Secondly, you should make sure you have layered clothing. You want to use alternative heating sources that are kind of safe. And you want to make sure you dont use candles. And if you have a generator, make sure it is installed by a professional. If not, make sure you have an extension cord around the inside and keep it away from your home. Keep it out of your gradual and out of the home, you dont want to breathe in the fumes. They are dangerous. Important information right now. Rick hildebrand, thank you for those tips.
