The nbc 10 investigators went to harrisburg to dig through the bridges most recent inspections. 2010, 2012 and 2014, inspectors found cracks, corrosion and broken welds. New jersey and pennsylvania spent more than 10 million to fix the problems. There is no mention of problem or issue with plug welds. Two people have been hit by a car that then took off at 59th and locust in West Philadelphia. This is a live picture from sky force 10. One of those people were rushed to a hospital, we understand, with serious injuries, the other victim had minor injuries. Theres word that this is a hit and run. Police are out there looking for the driver, at least which way it could have gone. Talking with witnesses as well. As soon as we know more about the situation and how the two people are doing well get back to you. Nbc 10 has learned new details about the deadly prison standoff in delaware. Prison workers have told us more about what those hostages went through. They say all four Corrections Officers were separated during that standoff. Were told they were severely beaten and are recovering from broken bones. Nbc 10s Delaware Bureau reporter tim furlong has been looking into the standoff mninue by minute. Reporter let me start by saying, Sergeant Steven floyd is now lieutenant steven floyd. He was host posthumously promoted. A former prissoner says he wasnt surprised about the riot. He spent time in c building, he says inmates called him during the standoff. You got to fight a good fight. That was the best advice i could give to them to let them know on this side i would do everything in my power to protect their rights. Reporter isaiah promises hes not justifying Sergeant Steven floyds death. But he says the climate between officers and inmates have gotten bad over time. We spoke today with the head of the Corrections Officers union and gave us an update on the hostages who survived. The three officers that were in the building, were all beaten, so badly and they all had broken bones. Reporter he isnt allowed to say about what sparked the situation. He does tell us Sergeant Floyd was stabbed and beaten to death. We asked what his relationship had been like with the inmates. He treated inmates fairly. If inmates didnt want to follow the rules, they suffered the consequences with Sergeant Floyd. Reporter coming back live, there will be a vigil for lieutenant floyd in smyrna. Another vigil is planned for legislative hall in dover. Next saturday there will be a cookout and all the provides will go to lieutenant floyds family. Tim furlong, nbc 10 news. About an hour, the first of two vigils will be held for steven floyd. The community will gather together at 6 00 in Memorial Park in smyrna. A second vigil will be held at 6 30 at legislative hall. He received the promotion to lieutenant during a Graduation Ceremony to new Prison Guards today. His family accepted a medal of valor as well. Its the highest honor a prison guard can receive. Dozens of cadets who graduated today will be sent to prisons across the state. Their families are aware of the dangers they face. I think they know the danger theyre going to be in. The Firefighters Union refiled the lawsuit arguing the states action violates the new jersey constitution. The changes were set to go into effect february 19th. If youre living next to the land fills you might be upset. Not everybody is complaining. Mitch blocker tells us how every day people are cashing in. Reporter when sandra takes out the trash, she doesnt give it a second thought. For 31 years shes lived in tullytown in the shadow of the land fills. The people dont seem to be so concerned about the land fills, its they dont want to stop getting the money. Reporter like everyone, she gets 6,000 a year from Waste Management. The company also picks up the residents trash for free. Waste management told us the perks arent the only reason theyre a good neighbor. Good thing for the environment, all that waste is being put away in a safe manner. Reporter all of this waste, most of it imported from other states is big business. Our investigation found when the trash pours in into tully town money also ends up in other cities. Since 2013, Waste Management gave more than 60 million to local, county and state government. A bigger landfill has a lot more waste and potentially a lot more issues. Reporter state regulators say the money doesnt affect how they collect from the public.
