This is very thick cloud cover. And its fairly low. And we have some very light showers in new jersey and delaware and around the philadelphia area like in Chester County and points north and western lancaster county. Again, this is mostly very light rain moving up towards the a. C. Expressway, spotty light showers through part of kent and Sussex Counties, but thats the most were going to see with rain today, i think. As we go through the afternoon it will mostly be overcast skies. Temperatures are still in the upper 40s later on today we do expect to climb to near 60 degrees. But in the meantime well be keeping these cooler temperatures around until we do warm up. So by noon today around 53 degrees. Cloudy, staying cool. By 3 00 p. The men were part of the franciscan friars five miles from altoona. Theyre accused of allowing a known sexual predator to be with children. Attorney general Kathleen Kane announced a grand jurys finding today. Allowed brother steven baker to molest more than 100 children. Giles, Robert D Aversa and Anthony Criscitelli say he was a known molester. The leaders protected their order instead of the children. These individuals knew that brother baker was a Child Predator and that baker had faced allegations of child molestation. Brother steven baker killed himself when the charges against him became known in 2013. He had taught religion and had been an athletic trainer at a high school. Lucky, thats how the chester fire chief describes his crews efforts to quickly put out flames at a restaurant. Nbc 10 was on the scene at the grape leaves diner on edgemont avenue. Flames broke out just before 3 00 this morning. The restaurant was closed at the time. The hotel door the Hotel Next Door told its guests to evacuate. Theyre now back inside. No one was hurt. And Philadelphia Police and fire crews responded to an attempted firebombing in south philadelphia this morning. Take a look at this. This all happened at a home near the corner of wolf and beechwood streets. Police say someone threw an object soaked in gasoline at the home, but it hit a window and bounced off. It caught fire on the sidewalk, but it went out before fire crews arrived. No one was hurt. And Philadelphia Police blame a dui driver for crashing into a patrol car overnight. The officer was not hurt, but the driver of the white vehicle you see here went into the hospital with injuries. This happened along 95 southbound near academy road in northeast philadelphia just after 1 00 this morning. Were still trying to find out about any charges. What we are seeing is all that volume starting to clear out of the way. On 42 this is in deptford around route 41. Drive times okay. Heading towards philadelphia northbound no problems, but we do have some construction on route 70 westbound right between 295 and west gate drive. Now, thats scheduled until march 20th. But for right now were seeing some delays there. Tl also an accident in montgomery county. And big delays on 95. We have slow moving maintenance vehicles around the center city area. This is around callowhill street right now. You can see we are seeing the delays there. The opposite side looking a bit better. Its really headed southbound towards center city where were seeing most of the problems. Now, the area bridges if you are heading into the city we do actually have thats headed eastbound into new jersey excuse me from the ben franklin bridge we have construction two lanes closed into new jersey. No problems heading into philly right now on the ben, walt and no problems openings on the palmoyra. Father explaining what it was like to have his car stolen with his 4monthold baby inside. This is the breaking news we brought you yesterday morning on nbc 10 news at 11 00 a. M. The baby is safe at home, but yesterday this father feared what may have happened to his baby boy. Kareem moore left his car running and 4monthold in the backseat to make a stop at a West Philadelphia corner store. When he came outside, the vehicle and his baby were gone. I came outside and i was holding the bags and i just dropped them. I was like Somebody Just hit the flush on the toilet and everything flushed down. He borrowed a phone from a worker and texted his cell phone which was in the van. The suspect actually texted him back and told him where to find his bayby on the germantown street. This is Surveillance Video of the suspect. Police are looking for the van not yet been found. And new video today of a robbery attempt in philadelphias Northern Liberties neighborhood. Two men were in front of the philadelphia Brotherhood Mission on march 13th when two other men attacked them. One suspect had a baseball bat and chased one victim into the street hitting him with the bat. The two suspects threatened to come back and burn the place down before driving away. And now these burglars are going to be hard to identify. Police are hoping someone may recognize what theyre wearing. This is Surveillance Video from the tropicana bar in brewery town. Last thursday three men broke in and stole a jukebox, money from a Cash Register and an atm machine. One of the men was wearing a hat with the words, true religion, on the bill. And new this morning, help for jersey shore residents impacted by the january winter storm. Today, president obama signed a disaster declaration for the state. That means federal money will be added to state and local recovery efforts. Beaches were washed away and buildings damaged by the january storm. Come november it will be up to new jersey voters to decide if casinos can be built outside of Atlantic City. Yesterday lawmakers approved a referendum on the fall ballot asking voters whether to approve two new casinos in north jersey. Supporters say the move would bring in gambling money thats going to neighboring states. Opponents say it could put some of the eight casinos in Atlantic City out of business. And a warning to county commissioners across pennsylvania. Governor tom wolf said if the legislature refuses to raise taxes, theyll get stuck with higher Human Services costs. Lawmakers plan to unveil details of a new budget today and have it to the governor tomorrow. A bipartisan deal collapsed back in december. That deal included a billiondollar tax increase. Republicans are opposed to the tax increase. Wolf is seeking a tax package that includes an income tax increase of 11 , that would cost someone who makes 50,000 a year an extra 165 in taxes. Three Chicago Police officers were shot and a suspect is dead. Police tell us the officers are part of the narcotics tactical team. And they had watched a drug deal happen in an alley. When the officers tried to confront the pair, the men opened fire. One officer shot and killed one of the shooters. The second man got away. All three officers are expected to survive. Family and friends in maryland and Delaware County continue to mourn the loss of a Police Officer killed during an ambush at his police station. And now weve learned that it was friendly fire that took officer first class colesons life sunday. Police tell us one man opened fire while his two brothers videotaped the attack. The police chief says coleson who worked in narcotics was in street clothes, was not wearing a bullet proof vest, but did not hesitate when he pulled up to the station while the gunman was reloading. His actions that allowed officers to take a position where they could intervene and neutralize the threat. Coleson was accidentally shot and killed by one of the officers also trying to stop the gunman. The suspected gunman, michael ford and his two brothers, elijah and malik, will all be charged with seconddegree murder and attempted murder. Officer coleson grew up in Delaware County, he graduated in 2005. He was a member of the Student Council and was also an athlete. Just an a1 student, academically, socially, his personality electrified the classrooms. Its really it was like a it was like a punch in the stomach this morning when i got the news. Coleson followed his grandfathers footsteps and decided to enter law enforcement. The day before coleson was killed he and a friend celebrated their fourth anniversary as Police Officers. But this thursday and this thursday would have been colesons 29th birthday. And in atlanta a gun battle outside a nightclub sends five people to the hospital. This started with an argument inside the club and it ended with shots fired in the parking lot. Police say a total of 64 shell casings were found. The five people shot are expected to recover. There are no arrests. Russian warplanes are out of syria this morning. Theyre part of a partial pullout ordered by russian president Vladimir Putin. This marks the end of a months long air campaign thats allowed syrian president bashar assad to win back some key ground. The pullout order arrived as peace talks resumed in geneva aimed at ending the countrys fiveyear civil war. Russia will keep troops at some of its syrian bases. Americans can now visit cuba on their own without being a part of the tour as long as the trip is for educational purposes. It comes after russian president Vladimir Putin ordered a partial pullout. The order comes as peace talks resumed in geneva aimed at ending syrias fiveyear civil war. Nbc reporter Richard Engel has more. Reporter this was a surprise move by moscow. And today russia says that it has begun to remove many of or the bulk of its combat forces from syria. This is a partial withdrawal. Russian forces remain in syria, are still conducting offensive operations there to back up the government of russias ally syrian president bashar al assad. Russia said that it made this move effectively ending the big part of its sixmonthlong offensive because in the words of the kremlin, the mission was accomplished. And in some ways the mission was accomplished. The assad regimes position in syria has been greatly strengthened. Six months ago president assad was on the ropes, it looked like he could eventually be overthrown or lose control of damascus. Now the assad regime has been making advances with russian help. Why now . It seems that russia, one, wanted to capitalize on some of the gains, cut back on some of the expenditures, cut back on its foreign exposure. And also, to strengthen russia and the syrian governments hand at peace talks that are now restarting. So its being described as a tactical move, but one that strengthened both russias negotiating position for syrias future at these peace talks and the position of the syrian regime. Cte is a degenerative brain disorder linked to head trauma. While the league settled Class Action Lawsuits linked to concussions before, it never acknowledged the link definitively. But as nbc ease willie geist shows us, all of that changed yesterday. Reporter a landmark admission from americas biggest league. For the first time in its history the nfl admitting a link between the brain disorder cte and the repeated head trauma Football Players suffer. The statement came monday in a Congressional Committee from the nfls Senior Vice President for health and safety jeff miller. Mr. Miller, do you think there is a link between football and degenerative Brain Disorders like cte . Certainly dr. Mcgees Research Shows a number of nfl players are diagnosed with cte, the answer there is yes, but there are also questions that come with that. Reporter that research dating back to a Study Released last september found cte in 87 of 91 former pro players. The autopsies show former players like dave doerson and junior seau, both of whom committed suicide i think the broader point and what your question gets to is what necessarily that means 1k3 where do we go from here with that information. Reporter the admission is a departure from years of league policy. In 2013 the nfl settled a Class Action Lawsuit with former players paying 765 million, and pledging future research on the subject. But the league did not admit any wrongdoing, nor that football was the cause of the retired players disorders. In a statement to nbc news overnight, the league reiterated Millers Point that a lot more questions need to be answered. Adding, we want the facts so we can develop better solutions, and thats why were deeply committed to advancing medical research on head trauma including cte, to let the science go where the science goes. The wall street journal reports the league and Players Union are close to a deal that switches control of offthefield discipline. Three arbitrators and not goodell could soon hear cases. Clouds will hang around, few light showers, show you where the rain is on the radar and a warmer day tomorrow. Thats all coming up. We have breaking news this morning. A second Pennsylvania Supreme Court justice is stepping down over the important email scandal. Justice michael akin decided to leave his position over the explicit and offensive emails he and others exchanged with friends and lawyers. Justice mccalfrey retired in 2014 after his role in swapping emails. Theres an ethics trial scheduled later this month. Grab a new beauty product, turn it around and youll find a long list of ingredients. New studies have found some can cause tumors and alzheimers. The food and Drug Administration say theyre fine to use. Nbcs Hailey Hernandez spoke with some experts. Reporter youre surrounded by them, theyre on your skin. Formaldehyde is a common material. Reporter formaldehyde, aluminum and sulfates, why are they in so many beauty product sns. There are certain chemicals that we must have in resins in order for them to harden. Reporter that means, for example, formaldehyde in nail polish is necessary for it to dry, but formaldehyde does cause cancer in higher concentrations, and airborne formaldehyde can increase the risk of nasal cancer. When we step back we find the levels are very low. Reporter in fact she says the food and Drug Administration scrutinizes all of these to make sure they contain only small traces, but its typically the consumer that likes the results of chemicals. Aluminum can be found in deodorant to help them work longer. Reporter its a Natural Earth compound, but aluminum causes harm to rats. There have been studies that show that aluminum can promote the growth of certain types of tumors, can trigger alzheimers disease when injected directly into the brain of a rat. Reporter although theres no human link signed, there are links between sulfates found in soaps and shampoos and metabolic issues. The main use though is the bubbliness. Reporter thats right. Sulfates are for nothing but suds. And while the amount sold in products is very small, theres no shortage of products without them. You can certainly get clean without the bubbles. His estate agreed to sell the rest of its Music Publishing venture with sony for 750 million. This includes rights to songs from the beatles, bob dylan, taylor swift and others, but not songs that jackson wrote. Its the latest blockbuster deal for the king of pop after his death. Well, hes one of the hottest chefs and restaurateurs in the country. Jose garces opened his first restaurant in philadelphia in 2005. Hes expanded his culinary empire, but he hasnt forgotten to give back to those who helped him along the way. This friday night the Garces Foundation is hosting a fundraiser to help benefit philadelphias immigrant community. And the chef is with us this morning. Appreciate you coming in. Tell us about this event and tell us why i know you grew up in chicago. We were just talking about that. But you have some reasons why you love this city and love giving back to it. Well, i love this city because this city gave me my start. You know, i opened my First Business in 2005. And ten years later, you know, i have almost 20 restaurants, ten of which are here in philadelphia. Its my home. I raise my kids here. And its a special place for me. Tell us about the Garces Foundation that youve set up. And about friday nights event. Sure. So the Garces Foundation, our efforts are to help the philadelphia immigrant community. We help them through some health we have a Community Health day in which folks can come in who dont have insurance or have a hard time getting health care. We do free dental screenings, diabetes and cholesterol screenings as well. And then we have a program which is basically an onthejob Training Program that promotes literacy as well. So those are our two main programs. And we do that for the folks right here in philadelphia. Yeah, and not just the folks but the immigration population that we have here, which is again the topic thats top of mind. It may ultimately determine who is in the white house, the immigration situation that we have in this country. But this is a situation thats close to you and hits home because your parents, you were just telling me during the break, they immigrated here from ecuador. Sure, my parents both emigrated from ecuador in the late 60s. I was born in chicago. And grew up in this ecuadorianamerican household. So during those years i remember growing up as a kid i was trying to adjust to being an american but also holding some of my roots as an ecuadorianamerican kid. They must be proud of you because you have lived the american dream. You really have made it. Absolutely. I think that they both kind of pinch themselves at times. And, you know, i think being able to succeed here here in philadelphia and being able to give back now after many years of working in our industry and helping those folks that really work in our industry, they do the jobs that a lot of people dont want to do. So it feels good to be able to give back. You got to be thinking no way, jose. Just joking with you. Were so proud of you. Well, we still have those clouds locked in place, and we have some light showers around especially in cape may right now just very light rain showers trying to move through. But a warming trend is under way. Today will be a little warmer than yesterday, and tomorrow will be warmer than today. Now, tomorrow morning we could be dealing with some fog again. And another rain chance through the afternoon. More as we end out the week. And thats going to lead us to a colder weekend. Much colder, its going to feel like winter, but officially we start spring. Allentown right now 50 degrees, 49 philadelphia, some areas in south jersey and delaware in the mid to upper 40s. And it may be hard to warm up in the next couple hours with those light showers moving through. But either way parts of the area should be around 60 degrees today. Thats warmer than yesterday. And tomorrow we expect to be around 70 degrees. So theres the brief warmup, not going to last long because by thursday well be down to the low 60s, friday down into the 50s closer to our normal for this time of the year. And then we just keep on getting colder as we go into the weekend. Heres a look at satellite and radar. Some light showers around for parts of nj ew jersey, cape may county, Atlantic County close to the shore across the a. C. Expressway, and that extends up through philadelphia. Very light showers here into gloucester across 476 heading into king of prussia, Chester County seeing quite a bit of very light showers around wilmington too and just spotty through parts of kent and Sussex Counties in delaware. Other than that today we just stay cloudy. Temperatures near 60 degrees. We could see some latedaybre lateday breaks in the cloud cover. Some of this might be stubborn to leave. By tonight though and early tomorrow patchy fog in the forecast again for your wednesday morning. By the afternoon wednesday temperature around 71 degrees. So were going to keep warming up, but then take a look whats coming by wednesday evening. Another round of some showers moving in. And another chance as we go into thursday. For today though the low clouds remain. Some areas of drizzle as we go through the day today. Maybe some isolated light showers still like were seeing now otherwise temperatures should be anywhere from about the upper 50s to near 60 degrees. Tomorrow, were around 70 with the lateday showers. Thursday same thing except were cooler 62 degrees. For your sfchlt patricks day lateday shower, friday colder, 54 degrees. And even colder saturday. So for your weekend well be waking up to temperatures in the 30s. 49 for a high on saturday. We look to stay dry, but by sunday well be watching a storm system moving up the east coast. That will also be bringing us possibly rain around. And with the timing of it we could see a wintry mix. Well have to watch that closely. Still several days away, many days away from that storm system. Highs in the low 40s and we start off next week again in the 30s. So technically were goijs into spring feel a lot more like winter.
