And heres the latest. Limited Subway Service resumed at 9 00 a. M. On the market, frankford, and broad street lines. Some bus and Trolley Service could be available to the evening rush hour tonight. And Officials Say it usually takes 24 hours after a strike ends for the full service to return. We have Team Coverage of the end of the septa strike. First alert traffic reporter, francesco ruscio is watching the impact on the roads and public transit. But we begin with nbc 10s Monique Braxton, live at the 69 Street Transportation Center in upper darbi. Monique . Reporter you mentioned the market and broad street line are back up and running. Septa tells us riders should expect a 15 to 20nguyen delay. We also just learned that some trolleys are back in service. They there are delays there as well. We were at fern rock when the workers returned to the job. You could call this the ceremonial unlocking of the gate. About 6 00 this morning, we captured this exclusive video of the unlocking o. Gate, leading to the broad street line at fern rock. Commuters who have been walking to work are using the regional rails were elated when we told them about a tentative agreement. When things go on strike, the elevators, escalators, all of that is on strike too, i guess. Its just been a little rough. Reporter physically rough . Physically. Not mentally, but a little physically. And its just im glad that its over. Makes my commute getting on in lansdale, to fern rock, to the subway, much easier. So ready to be back to normal. And since 9 00 this morning, both broad street line and the market frankfort line started to resume, making all stops on broad street. For the market line, it will start to resume at 9 00 a. M. Thats when it started to come in play, minus the 5th and Independence Hall, because of the Campaign Rally. Ill have those details in just a few minutes. Heres the latest in terms of regional rail. And they have been our friend all throughout this strike. The doylestown line, 529, is coming in at 18 minutes later. Newark, 9227, 20 minutes late. Thorndale line operating at the 20 minutes late so far right now. Vai, back to you. And now to decision 2016. We are less than 20 hours away now from the start of the election day. Polls open up at 7 00 a. M. Tomorrow in pennsylvania and in delaware. And one hour earlier in new jersey. Both president ial candidates are making pennsylvania a priority on this last day of campaigning. Hillary clinton will hold a rally tonight on independence mall. And donald trump, meanwhile, will be in scranton. Sky force 10 is live right now over independence mall, where crews are setting up for clintons starstudded rally tonight. She will share the stage with two president s and a pair of rock stars. Several road closures are in effect, because of the setup. Nbc 10s Pamela Osborn has a preview. Reporter you can see some of that final prep work is happening right now. And whether youre going to this event, or not, youre going to need to be aware of some pretty significant road closures that are taking place ahead of that 7 30 start time. For example, Market Street will be closed from 4th to 7th street. 5th street will be closed from arch to market, and 6th street will be closed if from arch to chestnut. All of this to make way for the president and First Lady Michelle Obama who will be here with clinton ahead of tuesday, election day. Bon jovi and Bruce Springsteen will also be out to support the democratic nominee, so look out for some performances there. If youre interested in coming down, you can begin to show up right around 4 00. Keep in mind, these closures are going to last through the lengths of this rally. Sky force 10 was over an unusual rescue in philadelphias Port Richmond neighborhood this morning. A fire crew pulled a man out of this trash truck. Police say the man had fallen asleep inside a dumpster at the speedway gas station. The trash crew found him when the dumpster was emptied into the trash truck. He is now at temple hospital, where doctors are checking on him to keep an eye on him. Announcer now your nbc 10 first alert weather. Weve got several places at 49 degrees, but well be going, of course, up into the 50s. The wind coming out of the northeast, now. Generally 10 to 15 miles an hour, adding to a little bit of the chill. It will be in the mid50s today, compared to the low to mid60s yesterday. So, its definitely going to cool down. And remember, the sun sets an hour earlier, so its going to cool down quicker. By 6 00, the suburbs already back down to 48 degrees. And then, 42 by 10 00. Lehigh valley, down to 39 by 10 00. And a lot of the rest of the area, again, getting into the 50s today. Investigators are continuing to look into the cause of an explosion that injured two people at the annual pumpkin event. Cell phone video captured the moment this blast happened. Take a look. Delaware state police say an air cannon used to launch the pumpkins malfunction and it happened at the event in bridgeville, Sussex County sunday afternoon. The trapped door of the cannon where the pumpkins are loaded was blown off and hit a 39yearold woman in the head. Shes in the hospital, listed in critical condition. A man in his 50s was also hurt, but he is expected to be okay. The pumpkin chunkin event began in 1986, but was canceled for the last two years, because organizers were having trouble finding insurance after an injury lawsuit in 2013. That suit was dismissed in 2015. Pumpkin chunkin returned this year with new stricter rules about alcohol. And happening now, south jersey veterans from world war ii, vietnam, and the korean war are receiving medals. Veterans or their surviving spouses will be presented with the Camden County military Service Medal or the korean war Service Medal. Meanwhile, the eagles, their head coach will talk to reporters at noon today about yesterdays frustrating loss at met life stadium against the new york giants. And some of the cooler spots, earlier this morning, were in the Lehigh Valley and berks county and right now, were up to 50 in leesport, but only 49 in redding, 48 in fleetwood. 48 in allentown. 47 in bethlehem and nazareth. Its still pretty chilly with temperatures in the 40s, even at this time of day. So, today, its cooler, but sunny, throughout the entire area. Tomorrow, election day, its about as good as it gets in november, for the kind of weather that were going to be having here. And the next chance of showers is wednesday. Thats the best chance of showers this week. And as you recall, we need some rain, because parts of the area are already in a severe drought. The nearest rain is not very close by in iowa, in the middle of the country. So its going to take a couple of days to get here. And its obviously not going to be affecting us during election day, tomorrow. But as we go into tomorrow, there will be some showers in ohio, that could potentially affect the election day. Thats one of the few places in the country that will actually have some rain tomorrow. As we go through tomorrow night, the showers are still to the west. Weve got another cold front coming, so ahead of the front, its going to be warmer tomorrow, but here come the showers. And that could affect us by the morning hush on wednesday, then the front comes through and drys us out. Take a look at this election day weather in philadelphia. We are warming up nicely, well up into the 60s. Above average temperatures, and not much wind, either. And sunshine. Like i said, thats about as good as it gets. Its going to start off on the chilly side in parts of the area. Lehigh valley, near the northern western suburbs, about 34 at the start, but by noontime, were into the 60s everywhere. And even by 8 00, its not that cool. Temperatures into the mid to upper 50s. So its definitely going to be warmer tomorrow than it was than it will be today. Across the rest of the area, for monday, tuesday, and wednesday, you can see the spike in the temperature for tuesday, and then we drop again on wednesday with that cold front coming in. Thats at least a 10degree temperature drop in parts of the area and the showers are most likely, again, in the Morning Hours on wednesday. Were not necessarily talking about really heavy rain, although we could use it. Well see if theres anymore rain coming, but there is a whole lot colder air coming with the rest of the forecast a little bit later. All right. See you in a little bit, glenn. Shes been doing well at the shelter. We have a great group of volunteers and staff who have been working and training with her. She walks well on a leash, sits, she rides well in a car. She loves going out for rides. Yeah. So shes a great girl. Kathy, you have the distinction of being americas first animal shelter. Ive gone and looked at some of the pictures. Theres some really Cool Pictures going back to the early 1900s. Absolutely. Tell me how youve been able to place animals in homes for so long. Yeah. Absolutely. We are have the designation as americas first animal shelter. That group of philadelphia women founded us back in the late 1800s. So were 147 years old. Our focus is really on life saving, on saving animals. We have a veterinarian hospital at our location in bensalem, so were able to provide some great medical care and again, a great group of volunteers and staff, who really help with the behavior of the dogs and helping to get them adopted.
