Secretary, how are the prisoners able to take these employees hostage . Thats part of the investigation. To see how the takeover occurred. Because there are, hopefully, things in place. And our prison, there is almost 2,500 men there every day. And this tragic event is terrible. But every day our officers are there and they run that facility very well. Very safely. But it shows how vulnerable we are. Like a long, narrow hallway that everybody pictures. It is like three narrow hallways with a center hub. The letter would be a t, so to speak. Theres three tiers. One story. And then in the center would be the common area. Have you thought about the type of inmates that were housed in building c. The inmates housed in building c coming through our disciplinary process. Theyre either on their way up meaning they were in minimum security and they were moving into a more secure environment or highest security maximum and were on their way down and those two populations are together. Talk about their demands. To talk about their demands, thats publicized. What has already been released in the media directly by the inmates, that is pretty consistent with what was given to us. Were there casualties say it again. Were any of the inmates the hostage takers . Theres 120. Right. Inmates. Right now theyre all suspects and there are no reportable injuries. Was the prison understaffed . Is the prison understaffed . We face staffing challenges every day throughout the state. Statewide, we are down on any given down about 90 positions. But we have over 1,700 positions. Critical for us is the staffing of the facility because we have minimum staffing levels. So, oftentimes what we have to do is fill those staffing positions with overtime. Thats how we need it. As far as what the minimum staffing was for that building today and talking to the commissioner, he believes that that staffing was the staffing we have there every day on day work. So, when we are short staffed, we compensate with overtime. If we cant, wardens have authorities to cancel visits and cancel programs and things like that to avoid any sort of safety issues. There were some inmates in there. Can you give us a sense of a smaller core of inmates or were the larger group of inmates involved in this . Thats the point of the investigation, sir. Its not uncommon in Something Like this for a perpetrator to then surrender early to try to cast the suspicion away from them. At this time, i would say, all 120 are suspects until we get to the bottom of the investigation. Is there any early indication about whether or not you believe this was emotion sort of rising and it happens spontaneously or whether it was more of a planned sort of thing . Its too early in the investigation to answer that, sir. Thank you. Was there like a meal at that time or moving prisoners . I dont know that detail, maam. What about camera s is ineds . We do have cameras. That will be part of the investigations. The investigators are on the scene. Im not sure what theyve been able to do yet. The staff positions for some of the hostages and what their roles were. We talked about Sergeant Floyd. Two correctional officers. And the fourth was a female counselor. Broke in programming roughly 25 minutes ago that involves governor john carney and also secretary robert coupe of the Homeland Security informed us that the name of the officer whose life was lost was steven floyd, a 16year member of the corrections force there in delaware at the prison. We have Live Team Coverage of it and it begins right now. Nbc 10 breaking news. This is a very sad day across the state of delaware. Breaking news the governor of delaware speaks out after a tragedy. One correction officers is dead and another prison employee was rescued following an hours long hostage standoff at smyrna prison. We just learned new details about the events that unfolded. Sky force 10. Good morning, im vai sikahema. Police went into the building early this morning. The James Vaughn Correctional Center in delaware. This started about 10 30 yesterday morning. Shortly after 5 00 a. M. Delaware state police breach went into building c and rescued one female hostage. We are now learning she was a counselor there. We just found out she was a counselor. She will be fine. Sergeant steven floyd, a 16year veteran was found unresponsive and pronounced dead just before 5 30. Building c is secured. Officials just told us during the standoff three maintenance workers, and this is new, hid in the basement and then escaped the prison through the roof. We begin our Live Team Coverage this morning with nbc 10 katy zachry on how it all unfolded before dawn this morning. Katy . A lot of information came out of that press conference. Things are much calmer here at the department of correction campus and they have been over the last 20 hours. But even though theyre calmer a palpable sense of sadness emanating throughout this complex. Take a look behind me as we zoom in. Were able to change locations and part of this department of corrections campus. Right now we learned detectives are inside the building c, the building where the hostages were held going cell by cell looking for evidence. Now, the lock down has been lifted and we do know the name of the corrections officer who was killed in the ordeal. He is Sergeant Steven floyd, a 16year veteran of the department of corrections. Now, around 5 30 this morning we started seeing activity on the prison grounds that we had not seen before. And sky force 10 overhead captured this video of inmates in yell sxow and white jump sui laying on the ground many with their arms over their head and some in handcuffs. We saw what appeared to be an Emergency Vehicle driving off the grounds. Soon after that doors and windows to the prison were open and items like furniture, things of that nature were brought out. We now know around 5 00 this morning, thats when state Police Forced their way into building c. Again, thats where the hostages were being held. Thats where the inmates yesterday around this time had turned on the guards. And where they were Still Holding two hostages. Thats, again, around 5 00 this morning. Now, state police went inside, rescued one of the hostages, a woman that were told she was not physically harmed. And, unfortunately, they found a fourth remaining hostage. The department of correction employees Sergeant Steven floyd dead inside building c. Now, one of the things we just learned from this press conference is one of the ways that the inmates blocked police from getting into that building is during the negotiations. They had asked for the water to be turned on to the building. So, its part of the negotiation process. Police allowed the water to be turned on. Unbeknownst to them at the time, the inmates were filling these foot lockers with water, creating an incredibly heavy barrier that they could put up against doors, windows, any access point preventing police from getting an easy entry into the building c. So, once police learned of their inability to gain entry through the doors and the windows, they actually brought in the back hoe and over the last, over the Early Morning hours, they were to get that back hoe through the building and thats ultimately how they were able to gain entry into the building. Rescue that third hostage and, unfortunately, find the fourth hostage deceased. Well send it back to you all. Now to nbc 10 Bureau Reporter jim furlong. Live at state Police Headquarters where we just had that briefing in newark. You were just at this News Conference. Walk us through. Yeah, really what struck a lot of people in the room is that Governor Carney and the department of correction commissioner who just took the job a couple weeks ago who used to be the warden at that facility. They got choked up talk about Sergeant Steven floyd. We dont know personal details on him yet, were working on that. I also want to apologize, the state Police Speaker system is having a little problem here. Thats that static you hear. We didnt get the answer to the question, when did they know Sergeant Floyd was dead or seriousl lly injured . Did it happen early on and they are not releasing that information if they know it because they still want to go through the investigation. We also i asked about the cameras. Do they have them in there because, obviously, can they watch it all unfolding live from inside the prison or were the cameras blocked . All something they can go back and look at or did that help them tactically . We dont have that answer just yet. It sounded like something out of a movie, too. If you were listening to the whole conversation. Maintenance workers hiding in the basement of this onestory tshaped building with a communal hub in the middle. Those workers were able to sneak up to the roof and we also heard that some of the inmates, again, 120 inmates theyre saying were in there are all considered suspects at this point because they dont know who was involved and the prisoners and inmates released and you saw walking out from the yard from sky force 10, we dont know they were inmates that didnt want any part of it or they were involved with it and tried to cover for themselves and try to get out themselves to make sure it didnt look like they were involved. It was considered they were all suspects. Lets take a little listen to what the governor had to say just a few minutes ago. Brave men and women. Go go to work every day knowing that they may not come home. As do their families. We owe them an incredible debt of gratitude. Yes, come back live. Yeah, the flags in delaware are going to be flown at half staff and Law Enforcement stands in great solidarity when Something Like this happens. The investigation continues. At the point they will take Sergeant Floyds body out of the correctional facility. The facility is secured at this point, by the way. Theyll take him to wilmington and Law Enforcement and Fire Departments line the overpasses and hang flags. Weve seen that, tragically, a little too much in delaware over the last few months. Firefighters in wilmington, obviously, as well. Were learning more. We got a lot of answers, but we didnt get all the answers we were looking for just yet. They talked about parts of the building and wouldnt get into the demands. We heard from the demands over the chatter over the radio. We heard from the demands were for greater Educational Opportunity and things like that. We heard at one point one of the people on the phone say that they or over the broadcast say they blame donald trump for this. A whole lot of things floating around. At this point in the investigation theyre not willing to say too much more of what could have ended this. Still more questions to be answered. Well try to keep getting them answered but thats what we have from the News Conference today. Tim, thank you. Demonstrators came out yesterday the pennsylvania senator pattumy office hurnlgiurging him to vot against devos. Toomeys Office Released a statement calling her champion of School Choice but added that he does appreciate the feedback. Meanwhile, a group of leaders from new jersey held a News Conference yesterday urging senator cory booker to support devos. The group said she made a clear case for making education work for every child in america. And new defense secretary james mattis is continuing his trip to asia. He met today with south koreas Prime Minister and acting president. Mattis said they talked about the threat posed by north korea. He said the u. S. Will be shoulder to shoulder with south korea. President trump is questioning whether the university of california berkeley should be granted federal funding after unrest on campus led School Officials to cancel a speech by a controversial supporter of the president. Violent protests forced a lockdown at berkeley and led to the cancellation of speech by breitbart editor. A small group of those protesters broke windows and sparked a massive bon fire. Police treated six people for injuries and then this morning the president tweeted, if uc berkeley does not allow free speech and practices violence on innocent people with a different point of view, no federal funds. Now your nbc 10 first alert weather. Im first alert meteorologist erika martin. Tracking a cool down for the weekend but right now temperatures above normal. Philadelphia 44 degrees with a mix of sun and clouds. Lehigh valley 42. And delaware mid40s. So, conditions right now are pretty comfortable. Im actually tracking a couple of clouds moving across the region and we have had some official observations for some light flurries moving through parts of redding. Otherwise conditions are mainly dry. So, for the lehigh valley, again, on average, were seeing low 40s. A few upper 30s. 39 degrees and lenardsville 38 and along with walnut port and bethlehem one degree warmer at 41 degrees. The p. A. Suburbs similar situation. Lots of low 40s, but a few upper 30s for West Bradford township. Collegeville 42 degrees and warrington 37 and it looks like elroy seeing low 40s right now. The weekend forecast brings us much colder temperatures as the cold front sweeps on through. So, take advantage of these temperatures that are slightly above average. On sunday, we may see some flight unsettled weather moving through. So, i do have mostly cloudy skies on sunday with a high of 42 degrees. But we may see an isolated pm shower. So, keep that in mind. Im keeping in a light flurry and possibly wintry mix for the p. A. Suburbs with temperatures hovering right around the freezing mark for the lehigh valley. 44 degrees in new jersey seeing most cloudy skies on sunday. So a little bit cooler. However, the good news
