First, Jessica Boyington has your first alert traffic. Thanks, bill. Starting off on the schuylkill expressway this morning and heading out around Spring Garden street. No big problems so far or delays yet. You can see traffic moving along east, westbound, a lot of cars out there considering its only 5 30 in the morning. Well see a little bit bigger and heavier of a rush hour from now through the rest of the fall of course. Eastbound from the blue route to the vine street expressway, thats anc 11minute trip ther. Average speeds into the high 60s still as well. Out in northeast philadelphia, theres in Oxford Circle a water main break. Summerdale avenue and norris street. Were watching a downed tree in lower merion, blocking part of the road on montgomery avenue and north stone ridge lane. The water main break that jessica just mentioned sent gallons of water down summerdale avenue overnight in philadelphias Oxford Circle neighborhood. Water gushed into the street after an 8 inch underground main ruptured just after 2 00 this morning. Crews turned off the main. Theyll be back later to make the repairs. The intersection was shut down for a while but is back open. Summer vacation is officially over for thousands of students in philadelphia. Nbc 10s matt delucia is live this morning outside the j. Hampton moore school in the citys Oxford Circle neighborhood. Teachers are already saying this year will be better for them and the state of the union. Tell us more about that. They are hoping to a good school year ahead. A lot of students in our area have gone back to school. Philadelphia School Students waited long enough, now its time for them to head back to the classroom. 130,000 students in the Philadelphia School district. And it is a new beginning, of course, some good news to start off here. This year, no new layoffs, cuts or reductions. The district will once again have counselors and nurses in each school which means teachers can spend more time on actual teaching. The you recall the budget standoff last year. Districts could not get funding or textbook money on time. Philly superintendent says he feels a lot better going into this school year. For this year were not announcing that were closing something. Were not announcing that were laying someone off. Were not announcing that reductions in resources and programs. Instead, were talking about investments. How about this, yesterday c 130,000 books were delivered to 650 classrooms in 53 city schools to get the year started off right. Not all is done yet. In the meantime, the superintendent says he is still trying to work out a contract with the teachers. For now though, im live in northeast philadelphia, matt delucia, nbc 10 news. Faculty at pennsylvanias 14 state universities will vote on whether to authorize a strike next month. The voting will continue through friday. Faculty members have been working without a contract since june of last year. State Officials Say they want to reach a fair contract. Fire destroyed an old bridge in the jersey shore. The flames broke out last night on the Beesleys Point bridge. It connects summers point with upper township. It was no longer in service. They were in the process of tearing it down when the fire started. No one was hurt. Also no word on the cause. We now know when bill cosbys Sexual Assault trial will begin in montgomery county. Well show you video here of cosby walking out of the courthouse in norristown. This happened yesterday afternoon. A judge had just set a trial date of june 5th of next year. Cosby is accused of drugging and sexually assaulting Andrea Constand in 2004. The defense wants the case moved out of montgomery county. Saying it would be hard to get an untainted jury pool. The media has presumed him guilty, not innocent. The media has championed the causes of his accusers. Weve spent a lot of time talking to a lot of people all over the country and outside of the country. District attorney kevin steele talked about his motion to have 13 other women who claim they were sexually assaulted by cosby testify during the trial. Cosby has pleaded not guilty. Man was walking with a group on Tomlinson Road in somerton last night. He took off from the group and grabbed the menorah from the front law. Heres the rabbi. This menorah is a special menorah. It was dedicated by a member of our synagogue in memory of his father. Now were standing with a synagogue before the high holidays without a menorah. The rabbi says the menorah is valued at around 5,000. From our south jersey bureau, camden is getting federal help to improve roads around the city. The u. S. Department of transportation announced around investment grant that totaled more than 16 million. The money will help the city improve its aging infrastructure. Camden mayor dana redd said the money will go towards overhauling over two miles of roads. The dispensary will soon have marijuana lozenges and lotion. The lotion will be available in a week and the lozenges in about a month. If yesterday was any indication, Regional Rail passengers may have to wait a little longer during their morning commute. Septa has been dealing with a slowdown since before july 4th when they took more than 100 trail cars off the rails because of a structural defect. The agency warned things cowl get worse when students return to school and workers went back to the office off summer vacation. We found delays of about a half hour atc some stations yesterd morning. Septa added Supplemental Bus Service and changed its Regional Rail schedules to help move people along faster. Septa returned at least four cars to service so far. Theyre not expected to get back to a regular schedule until october. And a judge orred two men accused of shooting an Atlantic City Police Officer to remain behind bars unless they can post bail. Addison couple spent yesterday evening selling lemonade and pasta in galloway township, Atlantic County to raise money for officer baddell and his family. She says when she heard about the tragedy, she just wanted to help. And would want someone to do the same thing for her family. Still really sad but its fun to do this for him. Its really fun to do it for a special reason. Thats the best part. She has a cause. Galloway Township Police Department Gave addison a plaque to say thank you for all that shes done. And then heading into the upper 80s this afternoon, to near 90 degrees. We will see a little bit of a northerly wind, so the humidity will be creeping up a little bit today but not all that much. Governor markell signed a bill yesterday that gives concussion protections to kids that play in youth athletic programs. Its a followup to another bill passed a few years ago that gave concussion protection to kids that play school sports. The nfl is providing its players with new concussion, education and training in the form of a new video. This is serious stuff. This is your brain. This is your mind. This is you. Dont risk you. The video features medical experts and former nfl players discussing the proper steps of dealing with concussions. The league has been criticized in the past for how it has dealt with brain injuries. Happening today, the cherry hill Police Department will hold a meeting to educate the community about its use of body cameras. The meeting is at 7 00 tonight at the cherry hill municipal building. Officers will begin wearing the cameras next month to build trust with the community and encourage transparency. We have new details this morning from bucks county where a community is keeping its police force. Council members in penndel voted last night not to disband the Police Department. Penndel has a fulltime chief, and ten parttime officers. If the department had been disband,c the community would have been taken over by middletown police. A new law in pennsylvania allows Grocery Stores to sell wine and one state senator wants to expand sales even further. Nbc 10 was in glenn mills, delaware conte on tuesday, state senator tom killian announced a senate bill that would allow the states beer distributors to apply for a license to also sell wine. So this bill will allow a simple parody, it will do for the beer distributors what weve done for the Grocery Stores. Its common sense.
