Fog out there, bill . Yes, were seeing fog. Its been thickening up. You can see it in south philly. This is the camera at the sports complex, this is 95. The thok has befog has been thi. Blue bell is down to two mile visibility. Philadelphia international, halfmile visibility and dense fog, quarter mile visibility in wilmington. Starting to get thicker again in south jersey and millville. The fog wont last all day. These temperatures, this time of year, should be in the 40s. Were at 60 in philadelphia. Clouds around, 60 at 7 00. Once we start to see the temperature climb, the fog disappears, the clouds break, 64 degrees at 10 00 this morning. For delaware, 59 right now with the dense fog. It will warm to, well, 65 degrees by 10 00. Well get a couple more hours of the fog and clouds and then break out into sunshine. Then we are on our way to summerlike temperatures this afternoon. Bill, still watching the schuylkill expressway this morning, right around University Avenue. Tractortrailer accident involving an oil spill there as well. Now were seeing the eastbound side of the schuylkill expressway closed right now. All traffic being diverted off the University Avenue off ramp. The westbound side is pretty much back open. There are lean restrictions but for the most part, the westbound traffic can get by. Make a left on the 34th bridge, take wharton and hop on further east there. The schuylkill expressway is fine approaching the scene. Right before the scene, we start to see the delays. Take the vine street expressway eastbound and then head down to 95 or up to 95 that way. Thats a good alternate for you. Were watching an accident . Norristown on swede street and powell street. The Burlington Bristol bridge scheduled for an opening in the next 15 minutes or so at 5 45. Weve been telling you about this accident all morning long. Thats exactly what we were able to do. Take a look. That tractortrailer is in the middle of those lanes there. The front end of it is pretty banged up as well. We know this tractortrailer was involved in an accident with another vehicle earlier this morning. Thats what has everything shut down right now. I also want to mention some tow trucks are here on the scene right now as well as state police and other accident investigators, but right now they appear to be unloading the leftover cargo from the back of that trailer. It looks as though that has to be done before this tractor can be towed out of the area. It looks as though people are able to hop on 76 eastbound after the point of this accident. As you can see right now, absolutely nothing is getting by in those eastbound lanes as that work continues to clean up that area. Well be down here on the ground throughout the morning. Septa workers voted over the weekend to strike in two weeks if they cant reach a new deal. Matt delucia is live in east falls. Walk us through this, matt. Some 5,000 Union Members have threatened to walk off the job if they cannot come to a deal before november 1st. This could leave the bus station, like the wissahickon train station empty come november 1st. Most of the transport union, members arrived in large numbers for a midday vote yesterday. Unanimously deciding to walk off the city subways, trolleys and buses at the start of november if a deal is not reached by then. The big concern is that workers will be stranded and looking ahead to election day on november 8th. That could be a problem. Voters may not be able to get transportation to their polling places. I wont vote. I wont vote. You know, im not going to try to inconvenience somebody to come and get me unless the polling places are going to send people out. Its important. You have to do what you have to get done. Do what you got to do, accordincuto that man there. Septa workers narrowly avoided a strike two years ago. Pension equity between managers and workers, benefits and schedules. They tell themselves they deserve more and we deserve less. Were not going to tolerate that. Septa responded to the vote with a written statement, quote, while we hope the union does not exercise its right to strike, we are focusing on reaching a new contract thats in the best inest treft of our riders, employees and stakeholders. Theres no word yet on a contingency plan if a strike does happen, the union made it clear there would not be an extension this time around. The septa Regional Rail is not affected by the strike. You can imagine more riders might be opting to do that or take other means of transportation. Of course with the issues that the Regional Rail has been facing as of late because of the defective rail cars, you might imagine that might be more crowded. New this morning, Philadelphia Police are searching through Surveillance Video looking for evidence after a teenager was shot to death in kensington. Police are talking to neighbors about what they saw and heard. A portion of rose hill street was taped off as people sat on their stoops watching the investigation around midnight. This is where police say a 19yearold man was found dead on the sidewalk after being shot in the back of the head. Police are still looking for the shooter. A man is dead after robbers shot him on f street in lawncrest last night. Police say just before he died, the victim told them he was just coming home from shopping when the two men held him up. Police are looking at security video from nearby businesses. Atlantic city faces a deadline today in its budget crisis. Published reports say the city must submit a revised spending plan to avoid a possible state takeover. Let me explain. Atlantic citys Council Introduced a budget in august that was less than the previous years but called for millions of dollars in transitional aid from the state. New jersey officials have expressed concerns with that plan. Happening today, Philadelphia City council want to hear from you about changing tobacco regulations. The city wants to protect teens from being targeted by big tobacco companies. So it wants to increase the fee to businesses that sell tobacco from 50 to 300. Humidity will be dropping today. You can feel it in the air this morning. You can see westbound traffic is moving, maybe slow by the scene just with a little bit of gaper delay. Approaching the scene, no eastbound traffic getting by there. Were going to see delays and especially right past south street. If youre heading down the schuylkill expressway, heres another view of it in one of our cameras, a little bit closer of a shot there. If you are heading down the schuylkill expressway eastbound, maybe towards center city, best bet is to get off of that. If youre headed eastbound, get on the vine street expressway. Thats open. We werent dealing with construction this morning. Alternati alternatively, if youre stuck right before the scene, a left at 34th street bridge, wharton street to the schuylkill expressway eastbound ramp just down below here. More republican strategists across the country are conceding that Hillary Clinton will win the white house over donald trump. New polls appear to show that. 22 days until the election, clintons lead over trump is in double digits. A new nbc news wall street journal pollc of likely voter in a fourway race shows clinton with an 11point lead, 48 to 37 . Trump was on the attack arguing the system is rigged against him. He tweeted the election is absolutely being rigged by the dishonest and distorted media pushing crooked hillary. Also at many polling places. Sad. On the today show, Rudy Giuliani said there could be cheating at the polls in our region. There may be a few instances of that. Philadelphia is an example of where you often have cheating, chicago, thats not the real problem. What hes really talking about is how 80 to 85 of the media is against him. Now, after trump expressed similar concerns about voter fraud in philadelphia, a local watchdog group, committee of 70 called his comments irresponsible and inflammatory. On meet the press yesterday, mike pence appeared to break with the voting stance taken by trump and giuliani. We will absolutely accept the results of the election. Look, the American People will speak in an election that will culminate on november 8th. A loyola law study found the kind ever voter fraud that trump and giuliani are suggesting is practically nonexistent. In the meantime, tim kaine says donald trump is desperate, blaming both the media and unsupported Republican Leadership for his problems. Take a listen. Hes saying america cant run a fair election. But there are areas, very thick fog, wilmington, delaware has quarter mile visibility. You can see some of it in the lights this morning. Its now down to a mile and a quarter visibility in pottstown. Starting to thicken up in some of the suburbs. Northeast philadelphia is fine. Philadelphia international also has dense fog along with wilmington and the fog. Visibility is at one mile, its been fluctuating in millville this morning. Areas of fog to start with. But unusually warm temperatures, 60 in philadelphia. 57 in the Lehigh Valley. 50s with that fog in delaware and 60 degrees at the jersey shore. Interior new jersey, lots of 50s for voorhees, mount laurel, medford should be in the lower 40s this time of year. Its a warm start for florence and robinsville, 60 degrees. A few sprinkles overnight, dry during the day. The clouds and fog will disappear and its going to feel like summer this afternoon. The trend, really started over the weekend. Saturday we had a high of 68 degrees. It was in the low 70s yesterday. Look at the warmup ahead for today. 80 degrees. 83 tomorrow and it looks like a record breaker on wednesday,c the record is 80 degrees and well likely break that on wednesday. Then, thats where the 80s will come to an end after three days in the 80s with a good deal of sunshine, well see clouds building on thursday. A chance of showers later on thursday and into friday. Look what it does to the temperatures. Upper 70s on thursday. But its back to the 60s on friday. This weekend, clouds, some sunshine. In fact, more sunshine on sunday. 60s after morning low temperatures in the low 50s and upper 40s for sunday. Then a little bit cooler next week. That actually spilled fuel and oil on to the road on the eastbound side, closing it around University Avenue. Right now, no traffic is currently getting by the scene. We have a big backup and delay. Now approaching the scene. Earlier this morning, we werent seeing this. Right now around south street is our camera right here. On the eastbound side, its all at a crawl. All of this traffic is being diverted off around University Avenue. Big delays on the schuylkill. Definitely avoid this. If you have to move past center city, before you start getting backed up all the way past the vine street expressway, you want to hit the vine street expressway. That will be a good alternate for you and take it on the eastbound side if youre heading towards 95. Other than that make a left at 34th street bridge, wharton street to the schuylkill expressway eastbound ramp and hop back on down at the bottom. That might work as well. Were watches the bridges.
