The man was last seen in a light gold suv. A new lawsuit stemming from the deadly prison standoff in delaware pins the blame on two former governors. Prison guards who survived the 18hour standoff at Vaughn Correctional Center gathered publicly for the first time yesterday to announce the lawsuit. It claims former governors jack marquel and ruthann minner ignored regulations to beef up staff at the prison after an inmate uprising in 2005. The lawsuit alleges the state continued using excessive overtime rather than hiring more officers.
