While its 278 at Philadelphia International, its colder for northeast philadelphia, even right along the Delaware River trail its in the 20s. Were not far away. Less than half an hour away from sunrise and thats going to have a positive impact on the temperatures. Well go from the 20s into the low 40s this afternoon. Bright sunshine at 8 00. Then well start to see some scattered clouds. As the day goes on, well see more and more cloud cover. What we will not see during the day is any snow, but tonight thats a different story. Thanks. Happens today. Philadelphia mayor jim kenney will lay out a budget for nearly 4 billion. He wants to pay by taxing soda and borrowing. We have more on what were expecting from todays budget proposal. Matt, lay it out for us. Vai and tracy, city hall will be meeting at 9 30. Lets go over some of the key point os thereafter right now. Prek, community schools, and investment in parks and rec centers. All of that would be funded by proposed taxes on sugary drinks. Theres also a plan in there to reduce the city waste tax in the next five years. Altogether this would be a little over 4 billion. Now, onto that proposed tax on the shurjry drinks it would be imposed not directly on you. Mayor kenney hopes it will generate around 5 million a year. You have to remember all sugary drinks have an extremely high profit margin. It costs roughly 22 cents to make a bottle of soda. Its sold for 1 or 2 and 3 to 4 at sports complexes. Reporter how much tax . If you have a 20ounce bottle of soda, that would end up being 60 cents of tax per bottle. That would be, again, on the distributor and manufacturer but some are worried eventually that tax would be passed on with extra costs to you at the grocery store, but at this point mayor kenney says hes still open to negotiating chltz live outside city hall, matt delucia, nbc 10 necessary.
