Cbs 2 alice gainer is on the scene now in old bridge. Alice . Route 9 in old bridge is reopened after being closed for four hours this afternoon. The crash involved two car, an suv and a honda. Witnesses at the diner along route 9 says it appears one of the cars crotioned over into oncoming traffic and hit the or. Crossed over into oncoming traffic and hit the other. Law enforcement confirms three people were kid. A chaotic scene around lunchtime on route 9 in old bridge this afternoon. Monty sing works nearby and went out with a rod to try to smash one of the car windows open to get to the driver of one of the vehicles involved in the crash. Rushed there. Reporter several people rushed out of other businesses. We heard a big bam. And then we came out and there was like two cars, one side, and the other side, it was like really bad. And then we saw the fire trucks. And somebody cutting the car. And then they pulled somebody out. So it was really, really sad. Reporter route 9 north in old bridge was shut down for Hours Tuesday afternoon. As people watched in horror. I have been living here for 20 years. And this is not the first one i have seen. I have seen about four or five right in this direct area, too. They need a guardrail over here. Thats what they need. Reporter again, Law Enforcement sources confirming three people were killed. Reporter from the thousands of homeless living on city streets, to the violence plaguing city shelters, officials admit the shelter system is a system that is broken. Thats why we are asking the Police Department to take a fresh look and bring a Management Team to look at the complexity of managing a shelter system. Reporter Human Resources Administration Commissioner steven banks, joined by nypd chief of Department James oneill tuesday, announcing a 140 million Reform Program to overhaul security within the shelters. The nypd taking the lead, in assessing what changes need to happen. Not only the physical plant, but the structure of the organization and the people within that structure. As far as assigning nypd cops there, no one has made that decision yet. Reporter as part of the current plan, the nypd will immediately begin retraining all department of Homeless Services security staff. To develop an action plan to upgrade security at all shelter facilities, restore Domestic Violence program for family shelters, and implement a new more extensive reporting system for incidents. So far, they have not outlined how they will make sure residents are disarmed while in shelters. And on the street. They need to do that, because the staff here cant handle the situation. Reporter john lee has lived at this east harlem shelter for four months where dhs officers are visibly posted. It is where former teacher devon black was nearly decapitated by a fellow resident back in january. Suspected killer Anthony White had known Mental Health problems and police say there were clear warning signs. White is still on the run. He was screaming out for help in his own way, but if they were trained, they could have spotted it. The leading causes, salary, personal safety concerns, and the mayors lack of support. 95 blame the deblasio regulation for an environment they call combative towards police. To say. I walked down and the first thing i saw was the graffiti on the buildings over there that were pretty severe. Reporter curse words and symbols in red, black and white were spray painted on the concession stand at kids dugout at 880 acres park off wall street. Disturbing. Sad. And very shocking. Washingtons entire metro subway system will shut down at midnight tonight, and remain closed until at least 5 00 a. M. Thursday. The 29hour shutdown will allow electrical components on the tracks. Yesterday, an electrical fire on the tracks caused major delays throughout washingtons system. The prescriptions are moving into the digital age. The doctors prescription pad will go by the wayside. Since most doctors dont even handwrite prescriptions anymore. We havent used handwritten prescriptions in years. So we still print it out. And the patient could leave with their prescriptions.
