And I'm David Greene in Culver City California good morning when we finally got to see all the leading Democratic presidential candidates on the same stage together last night at a debate in Houston the question is whether that made the choices any clearer for voters let's give a listen I think we should have a debate on health care I think I know that the senator says she's for Bernie while I'm from Iraq I think the Obamacare work the richest individuals and the biggest corporations are going to pay more and middle class families are going to pay less that's how this is going to work oh I mean I would just say hey Joe it's that is saying that we can't let's say Yes we can you know whereas what I want to see everybody of what they cannot stand about Washington or in points against each other kind of poking at each other and telling each other that your my plan your plan look we all know that's called a Democratic primary election it out of you out it's total It's so I want to bring in 2 of our best to walk us through what we learned from this debate last night N.P.R. Political correspondents my colleague was at the debate she joins us from Houston and we're also joined by N.P.R.'s senior political editor and correspondent Dominica mountain our good morning to you both Hey David morning dramatic I want to start with you any more clarity does this race have any more clarity with all the major candidates to go and I you know I don't think there's anything that happened last night that fundamentally will likely shift what we saw with the direction of the race that's at that's happened so far I mean because it was probably the crispest debate so far for former Vice President Joe Biden that certainly probably just helps his standing he got some help last night from Senator Amy Klobuchar of Minnesota especially on this long back and forth on health care and she decided she was going to kind of hug the moderately in which she hasn't really committed to in past debates didn't really kind of want to go mix it up she was certainly willing to do that last. I and that really seemed to kind of help prop up Biden in some ways because previous debates it's kind of been felt like people piling on the former vice president it sounds like this was this was definitely yes Ozma a lot of focus on the fact that this would be the 1st time we were seeing a Lizabeth war and with the chance to confront Joe Biden on stage it sounds like it wasn't a piling on but how did Warren do. Yet you know I mean I think if anyone thought that they might see fireworks between the 2 those 2 candidates maybe all they got were just a few sparklers right there was no huge moment no slip up either she tends to use these debates as an extended opportunity to introduce herself to voters and deliver a version of her stump speech and last night she stayed on message you know I would say her campaign has been working a lot on some of the ground game and early voting states and I would say in general the 2 really only tangled extensively around health care what we heard all of the candidates or a lot of them including Elizabeth Warren actually embracing sort of an 11th person who wasn't actually on the stage but might have been let's give a listen here I want to give credit 1st to Barack Obama for really bringing us this far we would we all owe huge debt to President Obama who fundamentally transformed health care in America and of course we owe a debt of gratitude to President Barack Obama the Magic of the seem like a good night for Barack Obama Yeah but I also think that these candies realize that voters and in the Democratic primary really like Barack Obama and really Joe Biden has been the only one who's been you know clinging so closely to the former president obviously he was his vice president so he's able to do that but it was really kind of remarkable for how long these candidates didn't realize just how important for example older black voters are in the primary how much affection they have for for the former president and in turn that has helped the resiliency of Biden's brand. Well we mentioned I mean that health care was a place where there was some sparring and particularly Medicare for all this was a big policy fight last night it it seemed to me like a lot of the candidates were putting pressure on Bernie Sanders and Elizabeth Warren over that plan off what would you make of that. That that's true I would say for much of this campaign the focus of the health. Last night the former Vice President Joe Biden was much more aggressive in defending his own ideas around healthcare and he got some help as Dominik as mentioned from Minnesota Senator Amy Klobuchar you know whenever a Medicare for all plan is discussed Bernie Sanders often points out that he wrote the quote damn bill when Here's a clue Bashar responded Well Bernie wrote the bill I read the bill and on page 8 I just ate below it says that we will no longer have private insurance as we know it I don't think that's a bold idea I think it's a bad idea in this idea of eliminating choice is something we also heard from South Bend Indiana Mayor people who judge he talked about his plan for a Medicare for all who wanted he said that essentially you should trust the American voters to do what they want are dramatic Oh I mean. Our candidates who are not Joe Biden Bernie Sanders Elizabeth Warren What did you make of their chance here to stand out look this is were within 5 months of the 1st votes being cast I think a lot of the candidates start to feel the pressure you've had candidates start to drop out start to run for other things and when you have a field of almost 2 dozen people running some of these folks who have been polling lower and haven't been able to kind of break out decided that they needed to do that last name probably took more risks than we've seen so far better or kind of fresh off the full reboot of his candidacy certainly went that direction talking about Hell yes he's going to take away assault style weapons injury Yang has this competition where he's going to give 10 people a $1000.00 a month so you know you know a lot of these folks felt they had to take risks and they did it all right the morning after the debate in Houston with N.P.R.'s The medical mountain are on us from College thank you both You're welcome you're welcome what some voters think last night viewers across the country included know what Taylor of Virginia who is 19 he supports Elizabeth Warren but who on Castro caught his eye I really thought that he was able to be able to kind of. Stracke some of the hard answer is for Biden as well as a few for the other front runners so as the candidate spent something close to half an hour debating health care last night 28 year old Willow Elizabeth rider was watching the Medicare for all issue is probably the most important to me because I'm trans and I rely on health care in order to be able to afford transition related care and my hugest worry with Medicare for all that doesn't have a private option is that the government which is you know about 50 percent controlled by Republicans is not going to cover those things like this age 33 thought that one subject was missing getting politics back to serving the people instead of serving corporations and I think overturning the same united in getting those that full amount of money out of our politics is the only way to do that people always say they hate politics and they hope politics like no you don't you just hate how they're elected the next debate is set for mid October we're. Are Here in Los Angeles officials are continuing to crack down on the homeless weeks after passing tight restrictions on people living in vehicles the city council is considering restricting where people can sleep and how they can behave outdoors Here's an Ascott from member station. On a block in Hollywood lined with piles of clothes and bedding about a half dozen homeless people sit on chairs or the pavement Conor Lynn's Lee Hamilton is smoking a cigarette and listing the rules that already exist for living on the streets of L.A. You're not supposed to be within 10 feet of a doorway on $36.00 inches clearance on a sidewalk 6 am to 9 pm You're not allowed to have a sense of unless it's down pouring rain now the city is considering more rules including no sleeping within 500 feet of a school park or daycare and no aggressive panhandling Linsley Hamilton and homeless advocates around the city say these proposed restrictions unfairly. People already suffering most homeless are harmless we don't mean you any harm we're stuck in a current situation that dictates where what we have to do on a daily basis still sanitation and safety issues are top of municipal concern as homelessness has spread to nearly every part of the city the number one calls from this neighborhood to my office was homeless encampments that's L.A. City Councilman David Rue speaking at the opening of a new homeless shelter he and his colleagues aren't just under pressure from residents this week the trumpet ministration sent a delegation to L.A. To assess the homelessness crisis Rue as part of a committee that voted to move forward on debating the new restrictions given how bad the situation is Root says it's worth discussing before you couldn't talk about homelessness you couldn't talk about poverty because it's when it's out of sight it's out of mind for years the city has ping ponged between hard line rules and more compassionate strategies like a special team of cops dedicated to helping the homeless some say this latest proposal would make parks and sidewalks accessible to everyone others say it's inhumane L.A. Mayor Eric Garcetti who would have to sign the ordinance into law has publicly criticized the idea you may move people away from schools and parks and others more people going to people's homes I think it's a 0 sum game until you actually build more shelter bats and build more apartments a series of court rulings in recent years have basically said the same thing that can't crackdown on street homelessness until it can offer alternatives that's one reason homelessness has become so visible around the city it's not just that there are more people on the streets the city attorney's office says the proposed rules would restore some limits on conduct in public spaces as senior assistant city attorney Valerie Flores explained at a recent City Hall meeting it bans behavior like speaking to a person in a manner that is so and. Emanating that it would cause a reasonable person to give up money or something else of value what your definition of a reasonable person I'm a very reasonable verse back in Hollywood Conor Linda Lee Hamilton says the proposed rules reflect an us versus them mentality they they make it seem like every homeless person is the same you have mental health you have drug addiction you have people that are just simply in a hard space in their life but at the end of the day we're all humans the city council is expected to vote on the proposal in the coming weeks For N.P.R. News I'm David Greene and I'm Steve Inskeep president Trump's dismissal of national security advisor John Bolton highlight the differences on some life or death policies you know John wasn't in line with what we were doing and actually in some cases he thought it was too tough what we were doing Mr Tough Guy Let's examine one big issue on which they apparently differed President Trump came close to bringing the Taliban to Camp David the other day he was considering an agreement that would begin the U.S. Withdrawal from Afghanistan John Bolton didn't seem to like the idea and the president dropped the plan for the meeting of the Taliban are dead now Bolton is gone but the problem remains how if at all to resolve an 18 year old war critics of the administration's plans included Richard Haass he is president of the Council on Foreign Relations the basis of the agreement seems to have been that there would be an initial American troop withdrawal from roughly 12 or $13000.00 down to about $8500.00 that there would be the likelihood of further withdrawals and even a complete withdrawal over the next year to 14 months in exchange there would be something of a cease fire where the Taliban would at least stop attacks on the United States what was obviously left uncertain is what would have happened in the aftermath of a full of American withdrawal because what you described can be seen as the U.S. Doing something permanent it would be hard to send the troops back politically once you are through them in exchange for something temporary The Taliban saying we want to attack for the moment. Indeed the parallels were drawn to the Vietnam negotiations where at the time in the mid seventy's the United States essentially negotiated an American exit from Vietnam and 2 years later the North Vietnamese took over the entire country and the concern here was that once the United States had left the Afghan government that we have been an associated with ever since it was created in the aftermath of 91118 years ago that that government would ultimately not be able to sustain a long term political military effort against the Taliban was there a case to be made for this deal if the main priority was getting U.S. Troops out well if the goal was to get US troops out than that would be the explanation or rationale for the deal but no one should confuse that with pe
