For the second time in two weeks, Islamic State militants have released a video which appears to show the beheading of an american hostage. It is thought to be steven, a journalist abducted in syria last year. A militant in the video threatens to kill another hostage who is said to be british. This report by our security counterfrank gardner, doesnt include the entire video, but viewers may still find it distressing. Steven before he was kidnapped. A freelance american journalist, he crossed into syria a year ago and was seized almost immediately. Tonight, Islamic State jihadists provided a video nline, a gruesome, an a beheading by a british jihadist. Im back because of the arrogance toward the Islamic State. President obama made no immediate comment but the white house was quick to condemn the killing. This is the second u. S. Hostage to be murdered by i. S. In syria in two weeks. The Islamic State militants have been holding a number of western hostages in syria. Several european nationals were released. Reportedly in exchange for huge ransom payments. Within a week, i. S. First of all, he should substantially increase our military assistance to relevant orces that are opposed to i. S. I think the kurds would be one good example. He ought to lean very hard on countries such as qatar that are sending money and resources to isis. And i think that he ought to do everything he can to pull together the sunni tribes. Its not going to be easy but we did it back in 2007 in the surge. And he needs to do Something Like that again. Meanwhile, u. S. Lawmakers are increasingly calling for legislation that would authorize air strikes against the Islamic State in syria. Do you think thats the answer . I dont think they need legislation. After 60 days they might. I dont think they need it now under our war powers resolution. But in terms of strikes, the president , i think, has a lot of authority under his constitutional powers and i think that he ought to substantially increase the strikes against isis because they are doing this sort of thing. Wouldnt they behead more hostages . Doesnt it become very murky, very complex, very emotional . I dont think it becomes murky. These people are genocidal empure yorists. They love crucifying, literally, burying alive, literally, their victims. Theres no way to compromise with them. Theres no way to be moderate and hope theyll turn moderate. Thats been the president s mistake so far. You cant do that with this kind of group. Do you think this group, the Islamic State, is now eclipsing al qaeda . They certainly seems to be in terms of propaganda. In terms of actual influence in the middle east . They seem to be pushing hard to have attacks against westerners, not necessarily outside the mideast, but that may come next. That is attacks in america or britain or europe. Do you really think thats a possibility . Do you think they might have the infrastructure here . Oh, certainly. The infrastructure for 9 11 cost about 500,000. It was a few people who were trained to fly airplanes. But could the brutality of these videos really backfire against them, do you think . I mean, thats supposed to be a propaganda recruiting tool. They dont think it is. The people they are trying to recruit, as i said, seem to be genocidal, basically empeerialists. They are a caliphate. They are establishing a religious empire in which theyll kill everyone who is not of their religion. How about the payment of ransoms for hostages, something the u. S. Doesnt do, something that britain doesnt do, but something that some European Countries apparently do do . Is there a time for that to end . No. We should not pay ransom for the hostages. If one is captured, one has to egard ones self as ready to die. That is that sort of compromise, which gives them something hoping that they will back down is exactly the wrong kind of thing to do with this kind of totalitarian movement. The landscape is extraordinarily beautiful, but its also very dangerous. We drove north for seven hours on new roads which, thanks to corruption, are often breaking up already. This is a war zone. We can plainly see the battle scars on the police posts as we headed into the town. Its a prosperous agricultural center, bustling. Theres plenty of nervousness as well. The countryside around this town, the taliban and their allies are operating. Everyone here is aware of them. When we were in the town we were safe enough. Its under government control. But directly you get outside it, youre in hostile territory. Out here kidnapping is a real threat. But weve had the promise of a safe conduct from the fiercely radical group were going to see, and were pretty confident we can trust that. Laura, its a very serious matter. The ebola epidemic continues. We still havent gotten our arms around it. We need a combination of things. We need better clinical care. That will allow patients to come from home to the hospital. If they get out of their home, they wont be able to infect family members. Theyll need good treatment and then we also need a Public Health response. Well need to find out all the contacts of those individuals and keep them under surveillance. We need a lot more education of the population so that they recognize what the dangers of ebola are and how to prevent its transmission. All of that needs a lot more effort. We havent succeeded yet. Now, why is this Ebola Outbreak spreading so much more quickly than previous ones . Well, the previous Ebola Outbreaks occurred in rather remote rural villages, so when detected, the teams could go in and generally get their arms, if you will, around those outbreaks and there was not the opportunity to keep spreading as it is now in large urban areas where theres much more tumult and much less control of circumstances. And also, the families have not been convinced that taking sick patients to the hospital is a benefit to the patient, so theyve kept them at home and consequently you have spread to family members and so the epidemic rolls on.
