Tonight what to do with convicted sex offenders. They have socalled buffer zones. Places where theyre not supposed to go. But are they giving your family a false sense of security . Sex offender solution . A fox six investigation next. A teenager convicted in a string of carjackings 10 victims in just one week. But crime . The story youll see only on fox6. And Donald Driver choking up. The big news that has the former packer great getting offender. Set free today and homeless on the streets of racine tonight. The city doesnt allow sex offenders like eric pletz to live within a thousand feet of anywhere children may be schools, parks, libraries, churches its a long list. So its no surprise he cant find a place to stay. Fox6 has been investigating these child safety zones for months weve documented how theyre putting sex offenders on the street. Tonight we expose a side of the story you have never heard holes in the security blanket, that beg the question are these safety zones. Really a sex driving down this freeway frontage road. Quick driving nats on the perimeter of Pleasant Prairie. Its not they really want to get rid of this place. Six registered sex offenders live behind these doors. Its one of the few places in Pleasant Prairie where individuals have been able to find housing that complies with at keeping registered sex offenders away from anywhere children would be end hold vast 3000 foot safety zones layered across the village. The ordinance in Pleasant Prairie was basically written in such a way to get rid of all sex offenders. And so theyre stuck here end hold in this motel on the margin seemingly to keep kids safe. But right down the road. Just beyond the village border. In bristol. The renaissance fair where thousands of Children Play every season. The close proximity uncovered in just about every Community Holes in this patchwork of prohibitions. May be giving you a false sense of security. Nats doc drop c13, then music bed. The first city in the state to establish child safety zones was franklin back in 2007. Theres a lot of opportunity in this city for stranger danger. The city was scared it would become the dumping ground end hold for sex offenders from neighboring milwaukee. One living here. And from that point municipalities found themselves in a frenzied match. End hold to one up the communities next door with new, tougher restrictions on where sex offenders could live. These buffer zones are now the norm. Your community almost certainly has them around places like schools, parks and daycaresbut municipalities cant make rules beyond their own borders. Milwaukee, for example, has a 2000 foot buffer zone around Saint Charles borromeo school. But all you have to do is cross this i greenfield. This neighborhood is one of the pockets that falls outside greenfields safety zones. Sex offenders can live here. Right down the street from the school. In fact, one does an offender convicted of first degree Sexual Assault of a child. Right across the street from Jeremiah Curtin Leadership Academy in milwaukee. Another greenfield neighborhood where sex offenders can live and another offender convicted of first degree Sexual Assault of a child. It works the other way too. This kindercare in greenfield is right across the road from where pedophiles can live South Milwaukee . The playground is in plain sight of a neighborhood where sex offenders can live, on the other side of east college avenue, in cudahy. Think your Childs School is the exception . Not if they go to Little Sprouts learning place. Or Hales Corners lutheran primary. Milwaukee hamilton maple dale in fox point. Cumberland elementary in whitefish bay. Connects Learning Center South Milwaukee kindercare Bayside School or blessed sacrament. All are closer to places where sex offenders can live in adjacent than their own ordinances allow. And its not just schools. Stroll past the playground at greene park in saint francis, where the buffer zone is 2 thousand feet. And youre just a few hundred feet from a cudahy street where sex offenders are allowed and the home of this man, convicted of first degree Sexual Assault of a child. Whitnall park in Hales Corners is right across the road several streets greenlighted for sex offenders in greendale. Alcott park in milwaukee next to a safety zone. The same with kilmer park. Camelot park in oak creek and up the road, chapel hills. Brown deer park and River Barn Park in mequon. Each has a buffer zone around it. But the municipality next door has a place where sex offenders can live thats much closer and in most cases, a sex offender does. And thats just Milwaukee County. It cannot be patchworks. Milwauk ee city Alderman Michael murphy wants the state to step in with a uniform standard end hold the same size buffer zone communities including his own, are using the buffer zones to banish offenders into homelessness leaving them on the streets unstable and unsupervised a dilemma fox6 has documented. A statewide standard would also create more complete safety zones that cross the municipal boundaries. No one likes even touching this issue. Politically its a very dicey one for everyone involved. The mood, however, may be changing. Most of our members would say, ordinance like we have. The league of wisconsin municipalities represents hundreds of communities across the state. But we do have a minority of our members who say thats just not a solution that we can all continue to live with. And who are just uncomfortable with the whole practice that has been happening. Franklin mayor steve olson. We dont need the state to define things for us. Is not one of them. Hes concerned the same buffer zone banish offenders from densely populated areas. Where schools and parks are closer together. And leave more spread out communities like his as the only option for the displaced offenders to live. All we need is the state to say you will take your own back. plain and simple. And not push them off on anyone else. That fixes distances. It fixes border battles. It stops all this foolishness about my distance is experts argue. Its all an illusion that buffer zones of any size. Do nothing to keep us safe. The research on how effective residency restrictions are has been pretty uniform, kind of remarkably consistent. Doctor Michael Caldwell at uw madison has spent years studying sex offenders, and what makes them tick. End hold buffer zones make people feel better, but really dont seem to have any impact on sexual violence. Research shows the vast majority of offenders know their victims thro family or friends. The guys who do offend against strangers, they dont pick somebody in their neighborhood. They may travel quite a ways. So theyre not known there . Right. So theyre not known, and the buffer zone doesnt have any effect on that. On the contrary moving sex offenders off the map and into the margins may actually be putting you and your family more at risk. The more theyre kind of detached from society, the more likely they are to do something wrong. Detached it pretty much constitutes offenders camped out at the dead end kings motel. And we know that banishment is against the law and is unconstitutional which is why Pleasant Prairies residency restrictions are now exhibita. Paper push in a federal lawsuit. The lawsuit said, hey you cant just do anything you want to get rid of sex offenders in your town. Concerned its ordinance wouldnt stand up in court. The village recently ratcheted back the restrictions. We still think there are some problems with the ordinance as its now written. So the federal lawsuit will move forward we know this population of people and want to do everything they can to get rid of them, but you still have to abide by the constitution. And the six men at the kings motel versus Pleasant Prairie. Could now become a nationwide test case. Those two chicago civil rights attorneys in the the Pleasant Prairie case. Have also filed a similar lawsuit against kenosha. As for a possible statewide standard for child safety zones.
