But now, after now almost a month after you first heard the claims about the fans hear on abc 7 news metro is being urged to make sure it has a plan to use those massive fans correctly. Stephen tschida live at the Lenfant Plaza station with more on the recommendations for transit systems around the country now. Stephen . Alison this sharp criticism of metro from the ntsb, word is spreading among passengers. A lot of concern here. A lot of concern at the council of governments today where those recommendations were delivered. Now, the ntsb investigated the fatal event here near the station back on january 12th and today, it released some of the preliminary findings of its investigation and i can go over a few of those for you. It stated basically that the procedures for ventilation of smoke in some systems are inadequate. Metro should immediately address these issues to prevent the occurrence. There is no means to determine the exact source of smoke in the tunnel network. And then it went on to say that the ventilation strategy during the accident was not consistent with the best practices. We heard from Christopher Hart of the ntsb describing how the fans functioned back on january 12th. That initial action of turning on the fans sucked the smoke from the source in towards the train that was stopped there because of the smoke. So that actually didnt help the situation. Now when representatives of the council of governments pressed the ntsb, pressed mr. Hart for more details, hes going to be waiting to release that information. Theyre still interviewing dozens of witnesses and they dont want any of their preliminary findings to be made public because they dont want to influence any witnesses theyve spoke with yet. Theyll be holding a hearing on this incident in june. Reporting live, Stephen Tschida, abc 7 news. The Frederick CountySheriffs Office is trying to find out why a teenager crashed her s. U. V. Developing story coming out of the white house where the president just wrapped up remarks about using military force against the Islamic State. He sent a measure to Congress Asking both houses to authorize his use of military force. Senior political reporter scott thuman is at the live desk and has more of what the commanderinchief had to say moments ago. First off he basically wanted to brace people for whats going to be a long fight. He assured them that the u. S. Does have a plan. This is part of that plan outlined for congress today. Essentially today for the first time formally asking for congress to approve these combat moves. The president insists he has that Legal Authority already under the 20012002 authorizations but he wants congress to sign off on this new era that we have entered against isil and here it is the president is propping proposing a threeyear authorization that would have no geographic limitations. It would cover limited Ground Combat operations like rescue attempts and special ops missions. Its limited to the Islamic State and associated persons or forces. Make no mistake, this is a Difficult Mission and it will remain difficult for some time. Its going to take time to dislodge these terrorists especially from urban areas. But our coalition is on the offensive. Isil is on the defensive and isil is going to lose. The plan does prohibit at least in this current language enduring offensive combat operations but critics from both the left and right say thats ambiguous language. The white house saying there are a lot of broad mentions in it. It will allow them the flexibility for situations at this point cant be predicted. Coming up at 6 00 tonight, well hear from both sides on this issue. Well also talk about how long it could take to get this congressional approval. Alison . Ok scott, thank you very much for that.
