Now once authorities got on the scene around 7 30 this morning, they say they found many animals living in deplorable conditions. People tried to tell the state many, many times. Reporter but today, theres action. More than 600 animals found in need of medical careful some with open wounds and others with severe respiratory disease. Some of that is living environments. Some of the some of the buildings here are just really insufficient, very unsanitary environments for the animals. Reporter Property Owners steven and linda spear now face multiple counts of animal cruelty and take a look another the pictures taken today by the you can see the dogs and cats housed in filthy kennels and cages and also in this video the group shows what they say is a dog with a broken leg which this malnourished horse. Were try to do our own system, our own district, where we have an ability to make it fit for North Carolina. The question these lawmakers are asking is does it fit in North Carolina . A plan that would take five of the states lowest performing Elementary Schools and group them into one district whats called an achievement district. The state would select a Charter School operator to come in and try to turn the school around. We talk about low performance schools and we talk about where we want to go in education, we have to think about what we can do right now. Reporter if approved the plan would be a Pilot Program in North Carolina starting in the 2017 and 2018 school year. A school selected would have to be in the lowest 5 of all schools. The school would also have to be not meeting or exceeding recent growth expectations. If approved, it would enter into a five Year Contract with the Achievement School district. And were talking about just five schools to start. And were were trying to make sure our Selection Process for those schools is one that will work.
