Believe there are more People Living on the streets. Many of them are mentally ill. Back in may, a 30yearold homeless man named david swung a hammer randomly at peoples heads around manhattan. When approached by two police officers, he broke out the hammer again, striking one of the cops. He was shot and killed by police. The nypd later said he struggled with schizophrenia. Census data shows theres an average of nearly 56,000 homeless living in shelters and an average of 3100 People Living on the streets. Dhs tells fox 5 approximately 1,000 of the unsheltered homeless are mentally ill. Onethird of them have been identified as violent aggressors, which accounts for less than 5 of the total street Homeless Population. The department of Homeless Services has an annual budget of roughly 1 billion. But early in august, mayor de blasio unveiled a new plan to deal with the mentally ill homeless, calling it nyc safe. Nyc safe specifically focuses on people with a Mental Health challenge and a history of violence, a proven Mental Health challenge and a proven history of violence. When those two elements come together, this plan is activated. Reporter the 22 million effort will help get the mentally ill homeless the medication they need. Street teams and social workers will work with the nypd to help get people proper shelter. Were training officers, over 5,000 officers. In the near future, well be going out with other city agencies as a team. The plan comes after the mayor has been under fire recently for an apparently growing Homeless Population. In an email, the mayors press secretary blamed the previous administration, telling fox 5, quote, under mayor bloomberg, homeless funds slashed dramatically. The number of homeless tripled under mayor bloomberg. We asked the department of Homeless Services to provide census data for the Homeless Count during the bloomberg administration. A spokesperson told us the department wasnt allowed to release those numbers. However, it did provide data of unsheltered homeless. Since 2012, the numbers hovered over 3,000. The most dramatic increase happened from 2013 to 2014. The first year de blasio took office. The easiest excuse is always to blame the Prior Administration. Randy, the former deputy mayor and top official in former mayor Rudy GiulianisAdministration Says bloomberg is not to blame. I dont think thats a fair criticism, to say the Prior Administration in some way dropped the ball in this area. The Prior Administration went about doing a census of the Homeless Population and acknowledged it had grown and put more resources into programs for the homeless. Reporter he believes de blasios new approach is much like giulianis, but the execution could be different. Past administrations pro act proactively had both police and social Service Agencies working on getting the homeless after the streets and into housing and social services they needed. Ernie we know this is a huge issue here in our city. Now weve got this added war of words between mayor de blasio and former mayor giuliani going on. De blasio called him delusional for thinking his policies helped the situation. But giuliani is hammering down on his hands off approach. He has openly said if theyre not breaking the law, im not going to chase them off the streets. Pushing a cart full of your belongings, begging, its not illegal. The mayor has said you can do that. Youre allowed. Ernie bottom line, what is the city doing now to fix this homeless problem that we have . Throw de blasio got 15,000 people out of shelters and into housing. Ernie you mentioned the new task force which is a citywide effort involving the nypd. How does that work . Its a combination effort between the nypd, the department of Homeless Services and the department of sanitation working together to get people in support of housing versus the shelters and setting them up to have a longterm plan.
