Reporter jim, it is still unclear how all this started and state police just released a sketch of the alleged gunman. Now state police say that the victim is lucky to be live tonight as it was the car that saved his life. We went under cover and found a lot of big retailers are not set up to process chip card the way they are supposed to this could have big unexpect consequences if you become victim of the Security Breach. So, what is the the deal . That is the answer we got, over and over and over again, and heres why you should care. Chip card provide significantly more security then card with magnetic strips but only if you use them properly. To get the highest level of protection, you have to insert the chip card into a special reader, not swipe as our under cover shoppers are instruct. Are you using chip card. Not yet. Reporter wawa, wegmans, bed, bath and beyond, staples, sephora and chickfila and giant, just a long list of retailers that do not have readers up and running. Reporter heres how chip card better protect you. Chip send retailer a unique code assigned to your transaction instead of the credit card number. That code is useless to criminals who might get their hand on it. Credit card industry set a deadline of october 2015 for retailers to adopt the new system. So whose fault is it that so many consumers still cannot use it . It is the card industry that has dropped ball. Reporter chip card readers must be certified by Credit Card Companies to a sure they work properly. They didnt provide the resource toes get everything certified. So we have retailers out there who have had this equipment sitting there ready to go, installed, for six months, a and they are still waiting for card people to come to certify it and turn them on. Reporter card industry says delay is due to poor planning by the retailers who are now creating a rush hours affect with so many, trying to get enabled at ones. If a purchase didnt start early enough, they are finding themselves now being caught up in a cue of waiting to get all of those necessary pieces in place. Reporter no matter who is to blame, heres the consequence, for you you the consumer. If you swipe a chip card and end up victim of the Security Breach the merchant is now liable, not the card company. That means instead of the bangor card company covering a suspicious charge for you the onus is on the retail tore do it and many are not in the financial position to cover major Security Breaches which could mean your more likely to be left holding the bag. So, what can you do . Well, National Retail federation says after cardish another for a chip card that has a pin and insert your chip card considering using one of your old card with the magnetic strip. If there is a breach your cardish another has to eat the cost and make you whole. It is the card industry that decided when liability would shift from banks to merchants. Retailers, however said that date was arbitrary and inconvenient for both stores and customers. Let me understand something if your retailer does not have a chip machine, and you have to swipe, better to use a credit card that did not have the chip, but just a magnetic stripe.
