New details tonight about a shooting outside an Elementary School in northeast washington this morning. D. C. Police tell us the victim had just dropped off his girlfriend and child at harmony u d. C. Public charter school. He was sitting in his car behind the school when someone pulled up alongside him and opened fire. He was shot in the arm and a bullet grazed his stomach. He ran inside the school for help and the shooter got away. More on this story coming up in a live report in ten minutes. The teen accused of shooting an alexandria taxi driver has been indicted in the case. The 16yearold is charged as an adult. Hes accused of shooting the yellow cab driver at a taxi stand here at the Shopping Center back in september. That driver was in the hospital for weeks in grave condition. The teen could spend life in prison if found a train split apart today while it was carrying passengers. It happened at 9 00 this morning at the twin brooks station. Some riders had to e evacuate the train and walk down the tracks. Now metro is trying to figure out how this happened. Adam tuss is live at the twin brooks station tonight with new details. Reporter thats right. This is something that simply should never happen. The problem was the coupler that holds the rail cars together came apart. Take a look here and you can see this was not two separate trains, rather one train that became separated. It happened around 9 00 this morning as the train headed towards shady grove literally just came apart. Riders had to get on the tracks after this happened and walk back to the platform. My first thought was they need to figure out why that happened so it doesnt happen again. Investigators out here doing a lot of measuring and digging today focusing on wooden rail ties that were bobbing a bit as the train rolled over. The second and third rail car and the coupler that holds them together disengaged. It brought the train to a stop. Its one of those odd things that happens every once in awhile. Im still going to ride the train. Reporter this is another incident for metro and in this age of social media, not a snapshot goes unnoticed. But 20 different groups say their park Service Applications for a protest that week near the inaugural and parade route are effectively being denied. None has been issued and theres no deadline to do so. The groups say its hard to organize unless they can tell people where to show up. That really goes to the heart of the problem. The constitution cannot tolerate what the park service is doing. Reporter the partnership is suing in federal court saying the public lands should be available tr protests, not just celebrations. It is about the first amendment. People have the right to speak out. This is the nations capital. The park service wont comment on the suit. It tells news 4 it reserves a year in advance all nearby land for the committee. Anything not used is given over to protest groups. Any groups larger than 25 people requires a permit. Permits are processed on a first come first serve basis. The park service says its following rules it established for 2008. Eme statent hes trying to firefighters are still trying to put out a fire at a trash incinerator plant thats been burning for several days. The fire started thursday night on martinsburg road. There are growing concerns about the impact on residents who live nearby and the environment. Darcy spencer is there live. This plant is in a pretty rural area not too far from here. The fire is continuing to burn at this hour. Also this building right here behind me i can tell you the smoke in the area here is still very thick. Me environmental and health concerns. They have been fighting this blaze around the clock since thursday evening. The fire at the trash incinerator plant is under control, but its not out. It could take days before its extinguished. Its confined to this building, which is full of trash. Opened up the roof and sides of building, but every time we try to control the fire with water, it generates more smoke. Reporter this is where haulers bring the trash. Its in whats called a tipping building where trucks drive in, dump waste. It only took an hour to contain, but the fire is still smoldering. Residents may be able to e see smoke in the area for several days. We have been assured that the smoke is not hazardous to a degree to cause ill effect or Health Challenges neighbors. Reporter craig wright says he wants to know more about potential environmental impacts from the thick smoke generated by the fire. We still need to be really concerned about what it means for people right now.
