The first person in modern history to take the oath of office of president without holding an elected or military position. Good morning, everybody. Im aaron gilchrist. And im eun yang. We are working for you because todays ceremony and all the events that come with it are sure to have an impact in our area. Lets get you right to the first pictures of the day. This is the scene on the National Mall where people are showing up for todays inauguration. Well let you know what you can and cant bring, especially when it comes to umbrellas. A lot of people will be using metro to get to a lot of the events. Here is a live look at the vienna metro station which opened about a half hour ago. And check out this scene in d. C. Where this is one of many road blocked areas this morning where d. C. Police and other agencies are set up to stop traffic. We have extensive Team Coverage for you this morning on air and online. These are all our reporters working to get you up to date on everything you need to know. We have our team fanned out across the area. Capitol hill, lafayette we have to start with the latest on weather and traffic because both of those things could have a big impact on this Inauguration Day. Chuck bell is still off, but Sheena Parveen and Melissa Mollet have you covered. We want to get you started with sheena. We have rain moving in. Its mott here yet, but as many people head out to the inauguration events today, we will see rain falling right around noon. Here is a look at the radar off to our west. Its moving in this direction. Thats the main area of rain that were talking about. So currently were drive, but what you saw to our west, that will be here in the middle of the day. Locally, the radar is dry around the district. A few sprinkles south of fredericksburg. But this morning, well start to see our rain chances increasinging. By 9 00 a. M. , 43 degrees. Chance of a shower by noon. By 3 00 p. M. , scattered showers and temperatures in the upper 40s. Well start to see more clearing as we go later into this evening with fog forming. We have some issues on the roadways this morning. Melissa. New problem here. Th taking a look at this issue here, oirt loop ramp to telegraph road, ramp is opened, but the lanes to huntsing ton avenue have closed here this morning because of the problem weve been talking about. There was a crash into a power pole and now police are directing you around that one this morning. Beltwayover all, looking quite good. You can see the red line around washington as we zoom in. Those are all of the closures in the downtown area. Well talk about the bridges, Everything Else thats shut down because of the inauguration coming up in just a minute. A quiet scene at the white house this morning where the obamas will spend their last morning as americas first family. Donald trump. Mike pence will have tea was on tith the obamas they make their way down to the capitol where trump will be sworn in today. There is a massive security presence at the National Malls crowds start to fill in. Thats where we find mow let green live to explain what you can and cannot bring. It looks like people are standing in line early. Oh, my goodness. Look at what a difference of 30 minutes makes. This crowd has almost tripled in size. Take a look as my photographer kind of pans the scene here at third and indiana. Yes, the gates open at 6 00 a. M. Some of these folks made their way out the door at 2 00 a. M. Just to get in line here or get to this spot here. They will be standing up when they get in. Their tickets take them close to the reflecting pool. There are people here from all over. Connecticut, pennsylvania, mississippi, deep parts of virginia. Everywhere. Young and old, all here, the telling me this morning they are hoping for a smooth transition. Making sure that were here for history, really and, you president elect. Pretty much looking forward to a peaceful transition and no tragedies or anything like that. And no public or street parking, forget about it. Be prepared to walk. Take metro here. Here is what you cannot bring and get in with. Obvious, firearms sxb a ammunition, those big, large backpacks, fought going to get in with those. Bicycles, cool eers, dont brin drones. Your selfie sticks, leave those at home, as well. More than a dozen protests are planned during this Inauguration Day. I need everybody moving. Well be watching because they could become intense. This is video from one protest last night where police riot gear. One person was arrested last night on conspiracy charges. Conspiracy to on commit assault. We are working to learn whether that happened at the protest. Again, that protest was at the deploraball. That was canceled. As you said, it was intense. Police used pepper spray and riot gear outside the National Press club. Protesters gathered again to protest trump at the deploraball. News 4 talks to some protesters and some people that were there to support. I dont like the way the altright has dragged the political discourse in this country into deplorable rounds. We live in a country where they can disagree with the president , and they have their voice that they can do that. I think its awesome. More than a dozen more protests scheduled today. Here going to be up early. Some of them will be starting in less than an hour. Back to you. Back to you. Metro will be packed today. Keep in mind that due to security reasons, these five metro stations are closed today. Pentagon, smithsonian, federal triangle, mt. Vernon square and archives. Other stations opened early at 4 00 a. M. Adam is live now with the best options for getting to the mall. Metro is one of them, adam. Yeah, absolutely. Thats an idea that everybody wants to consider if you still dont have a transportation game plan, you have to figure that out. Weve got everybody here with the patriotic flag. Miss, wave your flags for us. We have people who are excited out here ready to go downtown. Crowds started lining up here not too long ago. The metro crowd system opened at 4 00 this morning. A lot of people out here, excited to see whas happen today. Metro will be running from had oclock until midnight. Theres rush hour service until 9 00 tonight. We ought up with one rider from chattanooga, tennessee, excited to be here. I want to see donald trump make history. You brought the little ones, too, right . Oh, yeah. This is their initiation into all things patriot. Is that right . Little ones are part of the day today, as well. Metro had a good tip. If you have a little kid with you, take your children by the hand, make sure theyre not playing around on escalators and keep them safe. Metro has this rider guide. It has a map inside, tells you which stations are closed, which station res open. Well all get there and well have a good day. Back to you guys. Add al, thank you. And before you hop on the metro, here are four things to keep in mind. If you plan on parking at a metro stop, cash is not p smart trip card to pay. Once you get into the station, make sure you have a loaded smart trip card. All riders ages five and older need one. While on the train, all smoking, eating, drinking, theyre all rocketed and because of space, bikes are not allowed on trains today. Metro will be opened until midnight. Today, it will be pretty impossible to drive downtown. If you can and youre not planning to go, stay home. The take a look at this. Ma. The secret service map. Everything inside that red perimeter will be off limit. About an hour ago, most of the area around the capital shut down. At 6 00 a. M. , the third street tunnel will close for the inaugural ball, closure will start around the Washington Convention center at 10 00 a. M. Massachusetts avenue and new york avenue will both be off limit near mt. Vernon square. Tonight at 6 00 p. M. , downtown tunnel and bridge closures will clear. And theres heavy police presence, as you can imagine, all over the district this morning, but it grows as you get just infinch is live near independence and pennsylvania avenues on capitol hill where they are prepared for folks to arrive. Justin. Aaron, good morning. We are just behind the capitol. Weve seen very much a ramp up of security efforts out here, people showing up asking for directions. Weve seen homeland security, metropolitan police as well as capitol hill police. You can see right behind the scene, theyre going back behind that gate there. Dropping off security equipment to skoourt secure the inauguration in just a mary of hours. I want to take you now to video that we took a short time ago. A convoy of buses making their way back here carrying members of the military who are working to secure this event that takes place in very short order. Also, we saw lots of equipment go back there, as well, to also secure the event, too. Now, the security here, again, is ramping up. So car traffic will be difficult to get around if you have a civilian. Black ards are needed to drive in various area exciteded to be here and the press. Take a listen. What kind of place were you hoping for . Thats why were here early, yeah. What time did you wake up . 3 00. And from security to souvenirs, everyone is starting to show up and make their way out here this morning. The anticipation, of course, is building. Lots of people coming out here are waking up, making their way down here, great hats passing by here. So really, the excitement is starting to build just behind the capitol. Back in to you. Started last night with a make America Great again concert at the lincoln memorial. Then mr. Trump and Vice President elect pence spoke to top supporters and Campaign Members at the main hall in Union Station. We are great again, greater than ever before. Thank you very much, everybody. Were starting with live pictures from the National Mall where crowds are getting ready for the big day. Well have everything you need to know before you head down there. A lot of folks needs to know when that rain is rolling the re for today, you will want an umbrella if youre this certain area, a small collapsable one or a raincoat or a poncho. Weve been watching this all week and now were watching it getting closer this morning. Its mott going to be a washout. We do not expect thunderstorms. So thats good news. But here is the rain back off to our west. This is moeching the area and its mostly on the light side. As it moves in, we expect generally light, steady rainfall. Locally, were dry. A few showers off to the west and down to the south right now. We could see a couple early, around 9 00 a. M. , chance of a shower. But by noon, thats when we expect more light rain moving in. Temperatures staying in the mid to upper 40s. By noon, i think well be around 46 degrees and by 6 00 p. M. Later on this evening, we start drying out. Lets check the roadways this morning with any closures out there. Do have some closures aside from the one downtown weve been talking about for the past week or so. The northbound hov is shut down between gw parkway, the ramp to Memorial Bridge, remember Memorial Bridge closed to vehicular and pedestrian traffic. You cannot get across that bridge now. Southbound rock creek parkway shut down at virginia avenue. All of this purple right here, all of the closures downtown. Well talk about what else is happening on the other roadways. Todays inauguration will be watched by people around the world, especially here in washington. And we have complete coverage all over the district of the peaceful transfer of power that is a cornerstone of our democracy. News 4s Erica Gonzalez is live at Lafayette Park now and will give us the full lineup of the events happening today before and after the swearing in. But we begin with Megan Mcgrath who is live at Union Station where both protesters and supporters are arriving from out of town this morning. Good morning to you. Good morning, guys. We are starting to see things pick up here this morning. You can see the crowd a little bit a little bit bigger than f rainight now, but in the next hour, 6 00 hour, were expecting several trains to arrive here for really all over the country. And weve seen people come to this town from all over the country to be a part of the inauguration. Take a look at the bench behind me here, the gentleman on the ends, hes from boston. The two ladies are from new york. And, really, we have seen a lot of different opinions, a lot of different philosophies here just beam being inside Union Station. Some people are excited about the inauguration of donald trump. Theyre excited about attending and being a part of the events. Other people, however, are here for other reasons. And they want their voices to be here. But all in all, everyone has been very cordial, a very cordial atmosphere here. Everyone weve seen people in military uniforms. So a heightened sense of security here. And so far, so good. The trains seem to be running smoothly and everything is going well. Back to you guys in the studio. So this is a look at what is happening around the world on this Inauguration Day and how they a and when the president s motorcade starts up pennsylvania avenue for the white house, news 4, of course, will be with you every step of the way. We are tracking rain this morning and take a look. Its just off to our west. So this is the main story. If you are heading out there for inauguration today, youll want the raincoat, poncho, the umbrella in certain lotions like we were telling you. But the umbrella has to be small and collapsable, no longer than 18 inches. Here is the radar. We have a few showers just off to the west. These are very light. Well be watching these. Could be a couple of showers in the n quick passing shower. The main area is off to our west. That will be here around noon today, so right in the middle of the day during the swearing in. Thats when we expect rain to be falling. In the district, were at 40 degrees. Surrounding areas are mostly in the 30s. 34 in gaithersburg. So we are seeing chilly temperatures, but not too bad in the district. Here is future weather. By 9 00 a. M. , mostly dry. Maybe a couple of showers around. Main area of rain still off to our west. By noon and 1 00 p. M. , thats when we expect some steady with light rain falling. Its not going to be a washout. We dont expect thunderstorms. But plan accordingly because this could last now a few hours. 3 00 p. M. , rain finally start to go move out. Closer look at your forecast, coming up. Lets check the roadways with Melissa Mollet. Good morning. Taking a look right now at something aside from inauguration closures. Here is one problem we have. Outer loop ramp to telegraph road. That ramp is open, but Huntington Avenue exit there, that is closed this morning because of a crash there w huntington at telegraph. Car went into a power pole and now theres a power outage and the pole is down. The rest of the beltway, looking quite good. Well keep you updated on first alert traffic. You are looking live at the company yol where in in had just a few hours, tt downtown will be sworn in as the countrys 45th president. 5 25. Right now youre looking at live pictures coming in from the National Mall where Security Checkpoint res in place as people are now trying to get to the areas where they can view the swearing in of the 45th president and this is 5 25. Imagine those lines and what its going to look like as we head through the morning. As president obama leaves the white house and heads over the title of command ner chief, there is one title he will always have. That is father in chief. He has been photographed in picture after picture serving as father figure.
