This is a live look from skyfox tonight over the devastation in Port Richmond. Crews you see them theyre still on the scene 24 hours after that train hit a curve and jumped the tracks sending hundreds of passengers flying. Brand new video into our newsroom tonight on the ground the site is completely lit. As crews work to fix the train tracks and the massive overhead power lines lines that cross over them. Earlier today federal investigators getting a first chance to get up close to the wreckage and start the grueling task of finding out what sparked this deadly crash. Good evening, im iain page. Im lucy noland. What we do know amtrak regional 188 was going twice as fast as it should have been when it hit that curve in Port Richmond last night. All seven cars and the engine derailed killing seven people hurting 200 more. Right now the engineer at the controls refuses to say a thing as police and ntsb investigators try to piece this tragic puzzle together. Weve got Live Team Coverage for you tonight of the derailment. Our Dave Schratwieser has new information about the engineer and a possible criminal investigation. Federal investigators say amtrak train 188 was traveling more than twice the posted speed limit on these rails before it derailed and crashed about 300 yards behind me here in Port Richmond. In the meantime, just about an hour ago i got a chance to tour the crash scene from above in skyfox. Take look at some of those images we got. You see the crews the entire scene is lit up as night fell. Crews are still searching for victims to night. Thats because mayor nutter telling us win the hour that still not everyone has been accounted for. We did see emergency crews using below torches to pry away some of those metal from those rail cars and tonight the death toll remains at seven. Investigators are focusing on speed as the potential cause of the crash. Federal investigators worked through the night searching for evidence, still looking for victims. We still have folks that were looking for and we need to reunite families. Reporter as crews sifted through the mangled metal one clue is emerging as a major factor in the derailment of amtrak train number 188. Speed. I really dont understand how theres only seven people dead. Reporter tried to help the victims last night. He lives down the street from the derailment and watched all day as investigators converged on the scene searching for clues. If you look at that scene, i cannot imagine the mental anguish that people are feeling right now. Reporter now investigators say the derailment could have been prevented. The ntsb has been pushing for whats called a positive train control system. That automatically keeps trains below the posted speed limit. A system that amtrak does use but not on this stretch of track track. Based on what we know right now, we feel that had such a system been installed in this section of track this accident would not have occurred. Reporter as members of pennsylvanias congressional delegation arrive on scene there is a new push for those new safety measures. If there are as ntsb apparently said to you safety precautions that needed to be added we need to spend the money to do it. Reporter now the ntsb has also told us tonight that its already handed over jurisdiction of these tracks back to amtrak. Theyve already even started making repairs on these tracks. But were also told federal investigators will be on the ground here at least through saturday. Iain. Chris, thank you. A live rook right now over the scene. Much different site than this time last night. Take look on the right as the rescue crews first arrived at this mangled mess frantically searching for survivors in the wreckage. Investigators are still looking into several key pieces of evidence from amtrak train 188. Officials will continue to probe the trains event data recorder also known as the black box. The trains front facing video camera may also reveal if there may have been any problems on the tracks. Investigators will also be taking a look at the conditions of the cars themselves and how they with stood the impact of the crash. Officials say its important to collect as much evidence as fast as they can. We are here to collect perishable evidence which is that information that will go away with the passage of time. Reporter well, luce associate let me show you first amtrak crews hard at work replacing the rails and the overhead wires here at the crash scene while they do that, the ntsb and federal investigators along with local investigators have ratcheted up their investigation looking at several factors, speed as chris mentioned and the actions of that engineer. I know that you have a lot of questions. We have a lot of questions. Reporter as the National Transportation safety board moved to get answers, in derailment of amtrak train 188 the actions of the trips engineer now identified as brandon boss tee yann seen here on his linked in page have started to come into focus. Have we talked to the engineer, the answer to that is no but we plan to. That is certainly a high priority for us is to interview the train crew. Reporter ntsb investigators want to speak with the 32yearold boss tee yann because initial information indicates he hit the emergency brakes going into a sharp left hand curve. Where the speed limit was 50 Miles Per Hour. The train was traveling at approximately 106 Miles Per Hour. You dont have to be georgetown law graduate for that to raise questions but still there are issues that have to be investigated and concluded on by forensic evidence. Reporter after the crash Police Sources say bostian was taken to the hospital for his injuries. Blood samples were taken as they are after every crash. He asked for a lawyer and told city investigators didnt remember what happened. Wednesday night da seth william said its too early to say if he plans to pursue a criminal investigation. Were actively a part of the investigation with federal authorities and state authorities as well. Reporter also asked the da if he might opt to use a grand jury to look into the crash as he did when he investigated the Building Collapse at 22nd and market two years ago that took six lives. Reporter now sources tell me tonight that investigators expect to get a search warrant for the engineers cell phone to see if he might have been texting or using the phone prior to the crash. Jacobs took the train after a late night meeting and her business in university city. She used a pass to get on and was not on the trains manifest. Her family confirms she did not survive. They have released this statement quoting, this is an unthinkable tragedy. Rachel was a wonderful mother, daughter sister, wife and friend. She was devoted to her family, her community and the pursuit of social justice. We cannot imagine live without her we respect ask for privacy so that we can begin the process of grieving. It is where we met a 13yearold boy today desperately searching for his father. I was just helping trying to spread the word to see my father. We dont know where he is, which hospital hes at. Were not sure. Very Little Information and its frustrating. 13yearold mark stands on the streets of Philadelphia Holding a miss persons flyer bearing a picture of his father bob guildersleeve. Bobs family says he was on amtrak train 188 when it derailed a day later they have not heard from him. For me i havent seen him since two hours before my lacrosse practice and that was when. He was head to do a business meeting in new york for the Chemical Company he worked for. The family traveled to philadelphia this morning desperately seeking help. Everyone is just frustrated. Reporter iain, the emergency room behind me is the er to which so many of those Crash Victims were rushed last night. At this hour, 22 people remain hospitalized here at temple. Eight of them in critical condition. Weve already told you seven people lost their lives in that derailment. Numbers tragic and terrible but those numbers could have been far worse were it not for the heroic actions for those First Responders. Police emts and philadelphia firefighters. Listen now as this disaster plays out on Fire Department radio the dispatcher interacting with fire personnel out there at the crash site and in particular listen closely for what you wont hear. A lot of people dont know him well. Some of the neighbors we spoke with didnt even want to talk with us on camera. They dont want any part of it but they did say to us off camera hes a nice guy. Says hello pretty much the typical stuff you would expect neighbors to say about somebody. We did speak with the building superintendents wife. She had little bit more to say about him but for the most part people who live here in this Apartment Building pretty much stick to themselves. Brandon bostinans linked profile says hes work at amtrak for nearly nip years. At first he was a passenger cutter and became an engineer in 2010. He lives here in forest hills queen. The building superintendents wife says hes lived here three or four years and he seems like a responsible man. Very nice. Very nice person. Any time i see him the same person. He always says hello. Very polite. Hello very polite. Did he ever talk to you ever about his job . No. Never. Reporter he was treated and released from a philadelphia hospital last night and then taken to the Philadelphia Police department. Officials say he declined to give police a formal statement and quested a lawyer. Which he now has. The fatal crash happened at 9 30 last night. Within 3. 5 hours his profile picture on facebook had been removed and replaced with a black box. His Facebook Page shows a friend joking about the fact that his picture is gone. Now the superintendents wife who we spoke with said for the most part she rarely sees him the last time she saw him was about week ago again he seems like a very responsible person. Never talked about his job ever. Never offed any type of personal information and they never asked. For now thats very latest from here. Were in queens new york for you tonight.
