Reporter chris, the real mystery here did the work on the 5400 block of trinity street and thus would be responsible for cleaning up or at least safeguard wagon has become a dangerous mess. The patchwork at the head of this block is nothing compared to what lies ahead. A 110 square foot hole right in the middle of trinity street filled with fresh dirt, debris, chunks of concrete. Driving through sit not an option and when Street Parking gets crowded, driving around it isnt either. If theres cars parked along there, what do you do then. You cant go through there. Reporter you got to back out the block. Yes. When i look out here oh, my god, you know, all oh, my god. Reporter cary rents the home that over looks this mess. She says a broken pipe leading from the Main Water Line to her place caused a street collapse several weeks ago. And she says workers were out here just yesterday. Foxs Jennifer Lahmers has the details. Reporter walking down the street and texting on your phone most of us have been guilty of that at one point or another. But imagine getting a 50 ticket for it thats what one lawmaker right here in new jersey wants to do. Law treats texting and walking the same way as jaywalking. It points to a study by William PatersonUniversity Health professor dr. Corey barb. We observed around 20,000 pedestrians and what we found was that about a third of pedestrians were distracted when crossing on the walk signal. If that wasnt bad enough, we found that nearly 40 were distracted on a dont walk signal. So that would be darting out in the street. Reporter dr. Barb says most of those distracted walkers were on their headphones owe live yous to any warning noise from Traffic Signals or speeding emergency vehicles. Across the u. S. Its a deadly problem. In 2010 alone, it killed 4,000 pedestrians. Like a lot of people, i like to think that im really good at it. And can like have peripheral vision i can see whats coming. But there have been a few times especially when i look up and ive almost walked into people. I think you should be safe but law is a little bit drastic. I would go broke. Reporter dr. Bash agrees since so many people do it handing out tickets for texting and walking might be difficult if not impossible to enforce. Just from my studies and how difficult it is to observe these masses of people crossing the street i can only imagine how hard it would be to enforce such a legislation when you have what seems like a mob of people crossing the street at one time. In addition to that 50 fine violators of the texting and walking law could also get up to 15 days in jail. More than 100 Philadelphia Police officers moving up the ranks today.
