We will expedite those requests to make sure that both search and rescue operations where necessary but also recovery operations occur as efficiently and as quickly as possible. You can see people are still missing after this deadly flooding moving through sections of Austin San Marcos as well as the houston area. The water tables have been saturateed for the past several weeks. Lets take look at whats been happening on ultimate doppler going back to last week. You can see some of the same areas seeing the develop of those strong thunderstorms producing a lot of rain much this goes back to last thursday. So over and over again some of those same areas have been hit. Take a look at some of the Doppler Radar estimates around some of the hard hit areas. Places like houston moving back toward the austin area have seen over a foot of rain in the past several days. So take a look at this particular hydro graph. This is the greens bayou river at houston well above major flood stage. It will crest over the next several hours and then recede but several that scenario has been repeated for the Colorado River and austin texas as well. Catastrophic damage across that area and the pattern there is a developing el nino that will unfold warming Pacific Waters and that will continue to kind of lock this pattern in over the next several weeks or potentially for the remainder of the year as we typically see that jet stream to the south increasing the moisture across those areas. Thats certainly something well have to keep tabs on for the remainder of the year and also a part of that system will impact us as early as tomorrow evening. Investigators are looking into whether this incident is relateed to one a couple of months ago. They have more than half a dozen similarities in that pattern including the fact that the suspect in these cases wore red or orange cloth gloves with the fingers cut out. Scary. Its frightening. Reporter for women living near the 1800 block of rose wood street in south philadelphia, its a time of deep concern after a woman was sexually assaulted in her own home. Im scared i might it might happen to me. Brazen, bold, and certainly threatening. Reporter Home Invasion and Sexual Assault happened around 5 00 monday morning. A 35yearold woman asleep in her bed a woke to find a man standing over her wearing a ski mask. Puts his hand over her mouth to quiet her. While he demands money. Reporter police say the man threaten the woman, took her car keys and some money. Then sexually assaulted her and fled. The victims car turned up a few blocks away. Tuesday, police were checking it for fingerprints at the Police Impact lot and looking for Surveillance Video. There is possibility we may have something the location of the vehicle was recovered and dropped off. Reporter this is the second sex assault in the neighborhood recently. Back in late march Police Released this sketch of a man they say entered a womans home in the 1700 block of south chadwick street, robbed her and tried to sexually assault her after he took her two children to another room. Just their presence alone using that as a shield or a means to get what you want. Its, you know, something wrong about that folks. Reporter police say women in the area should leave lights on, lock their windows and doors, and be careful. Keep the doors locked. Protesters back on the streets of cleveland three days after a judge acquit add white officer of voluntary manslaughter charges in the shooting deaths of unarmed black couple in 2012. Also today the city of cleveland agreed to overhaul its Police Department which means the city will now work with Community Leaders to make changes to its police force. A judge still has to approve that plan. Among the changes that are proposed training in whats called bias free policing. More safety up grades from amtrak tonight in the wake of the crash in Port Richmond that killed eight people and injured more than 200 others. First, it was equipment that will slow a speeding train as it approaches dangerous stretches of track. Now a camera designed to keep a closer watch on the person in control of the train. Reporter lucy, amtrak had already been working with the federal Railroad Administration toward placing inward facing cameras on its northeast corridor trains. In light of recent tragic events amtraks president has moved up the timetable. Investigators probing the deadly amtrak crash in Port Richmond were able to review footage recorded from a camera facing a head of the northbound train as it accelerated into a curve about 10 minutes out of 30th street station. But there were no inward facing cameras to record the actions of engineer Brandon Bostian in his cabin as the train gained speed. Thats about to change. Amtrak says it will install inward facing cameras in most of its northeast corridor trains by the end of this year. The price tag 6 million. Attorney tom klein represents a passenger injured in that crash. Pointing a camera inward at the engineer is a good idea. It should have been done. It could have been done and it wasnt done. Its too late for those who were horribly injured and now have died. Reporter the inward facing cameras like the ones facing outward will not show the engineers actions in real time. Instead, the footage would have to be downloaded from the trains socalled black box recorder after the fact. Septa buses, for example have lots of cameras facing inside. But klein says in general cameras will force operators to change their behavior. Which means that they are going to do things in a prudent and sensible fashion and they are going to know that every move is being recorded. Amtraks president says he expects push back on these inward facing cameras from the unions but says in essence the technology is there and were now going to use it to enhance safety. Investigators in southwest philadelphia are looking for clues in a late night deadly shooting. Police found a man shot in the chest at 65th and elmwood avenue twice around 10 15 last night. Investigators say they also found a small handgun under his body. They arent sure if its part of the shooting, though. Along with that gun they also found some cash and a phone at the scene. Police have yet to release the mans name. So far they have no suspect. A philadelphia man admits he strangled his wife as the two fought over his text to another woman. So Christopher Murray will now serve 20 to 40 years behind bars. The 49yearold pleaded guilty to third degree murder. He says he loved his wife connie and wishes he could turn back time.
