Two later died of overdoses. Chitwood says arrests put the victims into the criminal Justice System where drug rehab can be compelled. By arresting him the sentence may be some sort of mandatory drug treatment which otherwise would not happen if you simply had saved him with the narcan and sent him on his way . Thats correct. Mayor jim kenney along with several other political leaders launched a crack down on illegal donation bins throughout philadelphia. Announcing the roll out of an Enforcement Initiative aim at removing the illegal unsightly overflowing clothing bins that have litter race across the city. The bin many of which are owned with for Profit Companies have been the cause of frequent community complaints. Everything ranging from being generally dirty to being used in larger kim in the activity. This is something that is flexible. So many of the issues in our community are very complicated. This isnt complicated. We just want to get rid of these bins. Reporter 70 bins made the initial nuisance list and after owners received notice of the citys intent the bins will be demolish and recycled. Nobody requests these bins. No one is looking for them.
