WUSA Wusa 9 News At 11pm November 23, 2013

A horrifying scene on Spirit Airlines today. You know about speed cameras and red light cameras, but wait till you here about the new violations you could be caught on camera for in the district. 800,000 reasons why you want to know what happened at this High School Football game tonight. Plus a bethesda lawyer raising questions. Did you shoot the president . I didnt shoot anybody, no, sir. And even suing the government for answers about the assassination of jfk. Oswald was the shooter. As a lawyer i have to look at some of the issues that just havent been explained. Good evening. Im jan jeffcoat. Im derek mcginty, those stories coming your way in a moment. But first tonight special moments around the nation and world as people pause to remember the day jfk died. Heres your world in 90 seconds. Flags are at half staff over the capitol and white house just it was 50 years ago today. In dallas at dealey plaza thousands came out to hear the words president kennedy never got to speak. We in this country in this generation are by destiny rather than choice the watchmen on the walls id is there anybody there to give me a ride to dallas . I think my son is the one theyve arrested. It was Lee Harvey Oswalds mother. These are all the letters that came into the dallas mayors office. Letters around the country and world poured in after the kennedy assassination. You need a new police chief and policemen. How can where you expect them to protect the president when they how can you expect them to protect the president when they cant even protect a prisoner . Soldiers at the gravesite 50 years ago did the same today outside the u. S. Embassy in dublin. You have a general salute first involves the movement of the hands eloquently and slowly and then over the head go down at the same time like that. And caroline kennedy, the only living member of the famous first family, stayed out of the public eye in ton. Kyo so then what really happened 50 years ago . Did Lee Harvey Oswald really act alone . More than half of Americans Still believe someone else was involved including a bethesda lawyer who may have engaged in more legal skirmishes over the assassination than anyone. Reporter mark zade has spent the last 25 years did you shoot the president . I didnt shoot anybody, no, sir of. Reporter suing the government to release more assassination documents. This is jack rubys 1963 address book. Reporter but also suing publishers for their bizarre theories. Theres no oswald under o. Reporter one of the strangest ideas, that after hearing the first shot it was a secret Service Agent who killed the president. As he was going to swing around to heroically shoot Lee Harvey Oswald the driver of the secret Service Vehicle hit the brakes and fell forward and accidentally pulled the trigger and thats the head shot of president kennedy. The most ludicrous theory thats got to be out there. Reporter do you believe there was a conspiracy . Oswald was a shooter, maybe even the shooter, but as a lawyer i have to look at some of the issues that just havent been explained. Reporter one of the biggest questions . Who were the two guys on the grassy knoll after the shooting who flashed badges and told a Dallas Police officer they were secret service . Now i represented two of the secret Service Agents who were in the motorcade and there were no secret Service Agents on the ground. Reporter oswald had connections to moscow, to cuba, to pro castro and anticastro forces, to u. S. Intelligence and more. Oswald has been shot. Did the cia do it . Did the castroites do it . Reporter zade at first was convinced he could prove oswald had nothing to do with it. I still have some doubts. Reporter 50 years later hes far less certain. In bethesda, bruce leshan, wusa9. Zade tried unsuccessfully to get the National Archive to release more than 1,000 cia documents that might be related to the assassination. Of course, the assassination of president kennedy put the whole country into shock, knocked us off our stride for more than a minute, but there was one group of americans who didnt have that luxury, the reporters who covered the story. John herberts is 90 years old now and long retired, but 50 years ago he just got the call get to dallas now. The president has been shot. Well, it was absolutely totally unexpected and something that i had trouble trying to bring my thoughts together to collect more information to where i could do it responsibly and ably, but it was one big event. Everybody knew that the time and it was just something that i had never expected to be reporting a story like that, that big, no way. My reaction, of course, was this is a terrible thing to have happened, but any reporter knows the first thing you do is try to collect detail or contribute as much as you can toward what the cause was and so forth. So that was what i was mostly concerned with. He spent a month or more in dallas covering the assassination and the aftermath. By the time he got home to his family the thanksgiving holiday had long passed, but he and his family celebrated it then. We have breaking news out of landover, maryland, where police are investigating a deadly hit and run. They say a car ran a man down at the intersection of landover and pinebrook roads around 8 30 tonight. That driver just kept going and at this point police are not offering any description of the car they are looking for. Were also learning tonight of a possible missed opportunity in preventing the Navy Yard Shooting. The Associated Press says the company that shooter aaron alexis worked for pulled his security clearance in august over concerns about his mental health, but the company reinstated it two days later and never told the navy yard about it. Now the Navy Yard Shooting happened less than six weeks later. Alexis killed 12 people before police were able to stop and shoot him dead. Tonight Virginia State senator creigh deeds is back home from the hospital. Tuesday his 24yearold son gus stabbed him at his family home in bath county and then he shot and killed himself. Gus had just undergone a psychiatric evaluation the day before. Creigh deeds tweeted this statement today. He said, im alive, so must live. Some wounds wont heal. Your prayers and your friendship are important to me. A woman who threatened to harm her own baby is in Police Custody tonight. Witnesses at the Damascus Gardens apartments say this woman appeared to be r influence of drugs and alcohol. A concerned bystander grabbed the baby who was inside a diaper bag and then brought it to the buildings rental office. She kept on saying she wanted to kill her babb and she had me heated when she her baby and she had me heated when she said that. When she came out, she had alcohol smell on her. Her eyes wasnt focused. She was leaning back and the forth. Employees held the baby until the police got there. Now the child is in protective custody. Tomorrow 132 brand spanking new Traffic Cameras will begin snapping those dreaded photos of drivers at intersections all over d. C. These are not just speed and red light cameras. Theyre actually targeting a host of new violations. We have the story from the intersection of wisconsin and brandywine in northwest where youll find one of these new cameras and it certainly sparks that debate of how much o much surveillance. Reporter look at the existing Traffic Cameras and you wonder where can they even fit anymore . But they are making room. Speed cameras, crosswalk cameras, stop sign cameras, just to name a few because police say after all, an intersection can be a very dangerous place. You know about speed and red light cameras. Now the district is adding a few more to pick off drivers who break traffic laws. Coming soon to the camera tree will be block the box, stop sign, crosswalk cameras. I hope youre not camera shy. I think the cameras are a good idea. I think its terrible. It probably prevents some accidents, but its kind of feel like 1984 a little bit. Reporter the classic novel about a public under constant government surveillance, but police say its not about surveillance. Its about safety. Weve experienced reductions in traffic fatalities over the last 10 years of about 70 . Reporter the new technologies include stop sign cameras to make sure drivers cometo complete stops, crosswalk cameras to be sure they yield to pedestrians and bicyclists and stop block cameras. People run the light a lot. Making the turn is different. You have no choice if youre in the middle of the intersection because you cant back up. If you run a yellow light and if youre in the box when the light turns red, you should get a ticket. Reporter so the argument continues, big brother state versus a safe are state, but those who agree with the cameras admit there are kind of in between situations of. Reporter in those officers will review each infraction before a ticket is issued, but if the driver is determined to be at fault, that driver can expect to pay between 50 and 300. Chances are they wont be smiling for the camera then. The district will also protect their streets from wear and tear. So they will deploy units that will id and issue fines to oversized and overweight l this begins tomorrow. The cameras will begin collecting infractions tomorrow, but drivers will be given a 30 day grace period. So they wont be issued real tickets until december 30th. We have a list of all the new camera locations on www. Wusa9. Com. Com. Well be checking that list tonight. And avoiding that area probably. A crazy scene caught on camera, an Airline Passenger screams hes got a bomb the video is on youtube. Youve got to see this. Theres a bomb on the plane theres a Boston Marathon on the [ bleep ] plane. Take me off. Get the bleep theres a bomb on the [ bleep ] plane. Take me off. Get the [ bleep ] out. Theres a bomb on the plane. The cops took him very seriously, the passengers glad to see him gone. They pull him out choke hold and all and haul him away. It happened on a Spirit Airlines flight out of ft. Lauderdale to atlanta this morning. The pilots say the man was disruptive the whole flight yelling and throwing things at the other passengers. While cell phones are great for capturing moments like that mans outburst, what would you think about people chatting on them throughout the entire flight . It could happen. The federal Communications Commission is considering lifting a ban on cell phones above 10,000 feet. The Union Representing flight attendants say it could lead to turbulence among passengers. We put them in this confined space with no way to get off or remove yourself from a situation and tempers could quickly flare. Its a pretty bad idea. Its going to be really annoying. Nobody will get to rest. You need a break from all this anyway. Im for it. I think it would be really helpful. Under the proposal calls would not be allowed during takeoffs and landing. Youd have to pay an extra fee to make a call just like in flight wifi. That could lead to some problems perhaps. D. C. , raise the glass to yourself. The district is named the second drunkest state in the u. S. Okay. We know we technically are not a state. Nonetheless, though, the National Institute of alcohol abuse and alcoholism says folks here, you just love your wine. In fact, the average person drinks 40 bottles a year, not to mention the 211 cans of beer and 21 bottles of booze. People we talked to were a little surprised to hear about d. C. s wild side. When i think of someone who lives in d. C. , i think of someone who is, you know, like kind of a workaholic and really dedicated to their job. Kind of conservative, my opinion. If you want a good drink, go to baltimore. Oh, baltimore. Wondering who else has an appetite for alcohol. Top 10, no. 10, south dakota, vermont, montana, alaska, wisconsin, north dakota, nevada, delaware, d. C. And New Hampshire you like to party the hardest. Do you notice something similar about all those, topper . Yes, cold is only like one bottle every nine days. Heres your wakeup weather mild now but about to change, winds picking up now, 40s to start, chilly in the morning. We will come back, talk about how it may be 40 degrees colder sunday than it was monday. I most of us hope well be able to grow older in our homes and live out our days with good health and independence, right . Thats what we want, of course, but for one local couple it didnt work out quite that way. In tonights wusa9 call for action report lesli foster tells us how they now find themselves in an epic battle over a parking place. Reporter an ad in a washingtonian magazine brought them together 15 years ago and marlene and joe boshell have held hands from that day forward. Our life is a little different than we expected. Reporter different since joe was diagnosed with parkinsons disease in 1998, so they purchased a condo in rockvilles kingfarm Village Center because they wanted to stay in their home. I had specifically talked with the guy who was the sales agenwas no issue, no problems. Reporter but the couple say there is a problem now. So they reached out to our wusa9 call for action team. We dont let him get in and out on the driveway. Its just too risky and too unsafe. Reporter this is the boshells garage and tandem parking lot. This slope is next to the pillar and its a barrier to joe who depends on his walker and wheelchair to get in and out of the car. Were not asking for that much. Reporter during their time at kingfarm marlene and joes health and mobile have declined. Marlene is the sole driver. In order to transport joe safely, he needs a flat surface. At one time there were handicapped spaces in the general parking behind their condo that would provide just what joe needs. Now they are gone linking the couple and the condo board in a fight over whats a reasonable request for Handicapped Parking. The law says that disabled people can ask for reasonable accommodations. Reporter in 2005 marlene challenged the kingfarm condo boards rejection of her parking request for reasonable accommodations by filing a discrimination complaint with the Maryland Commission on human relations. The commission concluded that because the space would be further away from the building that it raises doubts as to whether the accommodation is indeed reasonable and it determined the condo board did not discriminate against them. The couple says this is not about being closer to their building. Its about having enough space to use their parking spot safely. In a statement the board of directors for the kingfarm Village Center says they are sympathetic to the situation and have tried to offer compromise options. One option was to see if a resident who had a handicapped garage would swap. Did not work the other option was a Handicapped Parking spot with an accessibility lane in the area behind their condo, but it came with a caveat. The couple would have to give up their garage and tandem spot. They said no believing it could impact the value of their home. In these photos provided to us you can see the condo board did make that accommodation for another resident between 2002 and 2006 and reserved the spot in her name. That resident also had a garage and a tandem spot. When that resident moved, the condo board removed the signs and painted over the lanes. We talked with experts who werent willing to weigh in specifically on this case, but they tell us in general good enforcement of the Fair Housing Act which covers parking doesnt give something and then take Something Else away. Some people would say just give up and move somewhere else. We dont want to give up our home, but we may not have a choice. Reporter lesli foster, wusa9. Certainly none of us know how things will turn out. Now a rockville city spokesperson tells wusa9 kingfarm exceeds the number of Handicapped Parking places required by the city and the condo board says it does the have additional spaces to convert into accessible parking since theyve lost 18 spots as part of an easement with montgomery county.
