It has been a day of high tension in ukraine, in particular the southern peninsula known as crimea. Russia has sent thousands of troops into crimea where many ethnic russians live. The troops were deployed after the Russian Parliament gave Vladimir Putin the goahead to use military force to protect russian interests in crimea. The new government in ukraine, which had a revolution last weekend, has respond bide moving their military to i state they call combat alert. U. N. Secretary general ban kimoon said he is gravely concerned, and nato said theres, an urgent need for desque alation. Elizabeth palmer joins us from southern ukraine. Liz, what are you seeing . Reporter jim, its been a day of real escalation here in southern ukraine. Some of the soldiers you mentioned were specifically sent from a Russian Military base across the border, into the ukraine. And theyre taking control of roads, crimean airspace is closed to civilian flights, and the acting ukrainian Prime Minister has warned the nation that military intervention by russia would lead to war. In eastern ukraine, festering resentment turned into outright violence when prorussian crowds beat supporters of ukraines new government which favors greateritize with europe and the u. S. Many people in this region dont feel ukrainian at all. In fact, today, they hoisted the russian flag over kharkov city hall to underline just where their allegiances lie. But it was in the black sea region of crimea, in ukraines extreme south, that russia really raised the stakes as the soldiers openly moved it take control. Crimea is where the russian navys black sea fleet is based. Its a strategic and a military prize, so when the recently appointed Prime Minister of crimea, sergei askyonov, appealed to president Vladimir Putin to, in his words, assist in providing peace and calm, putin didnt hesitate. A tame parliament in moscow rubber stamped his request to send in the troops. So president putin has sharply raised the stakes here in ukraine, especially after the warning from president obama yesterday that there would be costs if russia intervened militarily. Reporter well, president obama had a tense 90minutelong call with russian president Vladimir Putin and told him step back. The u. S. Considers russias action to be a clear violation of internal law, but no military response is being considered. The next step for the u. S. Is to hold meetings at the u. N. , at the nato military alliance, and with some european partners. The white house is also offering financial help to ukrainian leaders who are trying to keep the country from economic collapse. Today, the u. S. Ambassador to the u. N. , samantha power, also asked for monitors to be sent to the region to make sure that the russianspeaking population there is being treated fairly because thats the basis russia is claiming for this socalled intervention. Axelrod so if the focus right now is on diplomacy and not military response as far as the u. S. Goes, what are the options available . Reporter president obama consulted with his National Security team today. At this point, no military response. The worst thats being threatened at this point is possible damage to strayed deals. The only concrete move is for the u. S. To boycott upcoming meetings for the g8 summit, which have been planned for in th summer in sochi, russia. Defense secretary chuck hagel also spoke by phone with his russian counterpart today. While the pentagon had no immediate details on the conversation, hagel cautioned russia in an interview recorded yesterday with Bob Schieffer for face the nation. Now to Southern California, where the headline is be careful what you wish for. After months of drought, theyre now getting pounded by rain. Nearly nine inches of rain had fallen at dam since friday. In oxnard air, large old oak uprooted and smashed on to a parked car. In hollywood, crews setting up for the oscars struggled to keep the redpe cart dry. The storm should pass in time for tomorrows ceremony. In most of Southern California, the heavy rain was more an inconvenience than a major problem. Biggest threat is the communities on the edge of the san gabriel mountain wheres rains are washing mud and debris off hillsides burned over by a wildfire in january. This is what it looked like here in 1969 when mudslides buried whole streets in glendora, damaging 300 homes, and killing 34 people. In the years since, los angeles has built huge debris basins in the foothills as a defense against mudslides. This is one of our bigger basins in this area. Its about 40 50 full at the moment. As john mentioned, mudslides are a particular concern in areas recently hit by wildfires. Heres why. When trees and plant life burn, a gas is formed and trapped just below want surface, eroding the roots. Then when the ground cools, the gas becomes a solid, creating a slippery, waxlike layer just underground. So when the rain comes, the soil, the rocks and trees all break loose, creating a mudslide with speeds that can top 35 miles per hour. Some treacherous weather in montana as well, where some sparts of the state just sent records for a february snowfall. Missoula is having a really rough go of it. They woke up this morning to whiteout conversation cns after suffering a devastating avalanche yesterday. Reporter the torrents of snow bent a telephone pole and upended homes at the foot of mount jumbo. This is what one home looked like before the avalanche. Heres what was left. Riley konoske was nearby. The whole entire house shook, heard a loud news, looked out the window and it was just white everywhere. Reporter a husband and wife were inside one of the homes that was destroyed, and an eightyearold boy was playing nearby. This is his mother flanked by First Respond irsers superpower firefighters, volunteers and anyone with a shovel began digging frantically for survivors. An hour later, rescuers found the boy buried under no. He was taken to the hospital where he remains in fair condition. A 66yearold man was pulled from the snow conscious and talk two hours after the avalanche struck. His wife was rescued about an hour later.
