State Police Sgt. Michelle Anaya said the 77-year-old driver and two of the four horses he was hauling died in the blaze, which happened around 12:20 p.m. on I-95 about 15 miles south of Petersburg. Anaya said the man was burned beyond recognition, and his body was taken to the state medical examiner's office in Richmond for positive identification.
