Washington Park Reservoir Project Portland Water Bureau, Hoffman, PBOT make fresh water source safe, secure Portland residents have a new source of fresh water this year thanks to the $200 million Washington Park reservoir project. Hoffman Construction Co. built the 12.4-million-gallon project for the Portland Water Bureau. Washington Park’s water infrastructure was built more than 120 years ago. The need for better safety and security, as well as seismic resilience, led the city to make the improvements. The new enclosed, concrete box is anchored to bedrock with dozens of reinforced pilings up to 5-feet thick. The reservoir is engineered to withstand a magnitude 9 earthquake.
