The Belmond City Council held a special meeting Feb. 25 to go over the proposed city budget for fiscal year 2021-22, which starts July 1 this year. ââCity Manager Darrell Steven Carlyle went through 30 pages of financial information showing expected revenues and expenses. ââThe plan is to raise the cityâs property tax rate by 24 cents per $1,000 of taxable value. The owner of a $100,000 home would pay a bit over $36 more than the present year. âââI try to keep the tax rate as stable as possible,â said Carlyle. âBut the city is faced with an unexpected decrease in property tax values this coming year. Normally, we have been seeing a three to four percent increase in value.â
