President obama is here in philadelphia tonight. Lets take a look outside Rittenhouse Hotel where hes speaking at a Democratic National convention roundtable. Earlier, he addressed the Naacp National conference in center city. Any system that allows us to turn a blind eye to hopelessness and despair, thats not a Justice System. It is an inJustice System. The president s speech wrapped up minutes ago. His focus, criminal justice reform. President obama called it the three cs, the community, the courtroom, and the cell block. In each of those areas the president outlined reforms that he said could make the Justice System fair. Nbc 10s Rosemary Connors listened to the address. She joins us live from the Pennsylvania Convention center. How are people responding there . Reporter the audience here was on their feet cheering for president obama at various times during his speech. Obviously all is quiet now but just a few moments ago, this place was roaring. People were truly inspired by his message. He told them there has been a long history of inequality in our countrys criminal Justice System. He said especially in some ways when it comes to house black and latino men are treated under the law. He said that more americans eyes are open to this crisis as he called it in part because of recent tragedies that have happened and because of cameras recording those tragedies. You mentioned that he did call for some specific reforms, how to fix, ways to fix this issue. He said this Year Congress should pass a sentencing reform bill that would lower the mandatory minimum sentence for nonviolent drug crimes. Of course, that comes on the heels of his announcement yesterday that he would commute the sentences of 46 nonviolent drug offenders who are currently serving time in the federal prison system. He also announced today that he would be the first sitting president to visit a federal prison this thursday. He said as a country, we cannot tolerate or stand for some of the conditions in our prisons, overcrowding, race and gang problems. Among the crowd here there were children in the audience and just like the adults they too, were inspired and moved by the president s message. Take a listen. When you have a Strong Family foundation at home it sets you up, people like me up for a nice future instead of one in prison like their parents. So i think that the president , what he said today and the reform that is coming shortly is one of great change. Reporter what was also encouraging to the crowd today was that the president said this issue of reforming the criminal Justice System has bipartisan support, both republican and democrats want to see these changes happen. Taking another live look outside Rittenhouse Square just outside the Rittenhouse Hotel. You dont see much activity yet. As a matter of fact, i speak too soon. You see that black sedan or black suv, i is the spot where the president will speak at a Democratic National convention roundtable. We are positioned in the square because cameras arent allowed inside. We can only assume or presume thats the president there inside that suv pulling up to the Rittenhouse Hotel. This is Rittenhouse Square in philadelphia. The president wrapping up his speech at the naacp National Convention a short distance away inside the convention center. President obamas trip was delayed an hour or so so that he could personally call World Leaders to brief them about the nuclear deal with iran. But he addressed the naacp National Convention as you heard with Rosemary Connors, calling for lawmakers to reduce the unduly harsh sentences and lessen taxpayer cost to house prisoners. We continue to look at that live shot from the Rittenhouse Hotel where he is expected to take part in a roundtable. Police have arrested a man they say claimed to have a bomb as he tried to rob a north Philadelphia Bank two hours ago. It was at the wells fargo on erie avenue. Police tell us the man tried to hold up the bank then took off. Officers later caught up to the suspect and used a stun gun on him. We are told the man was wanted for robbery at the same bank three weeks ago. New information now on the grand jury investigation surrounding pennsylvanias attorney general. Kathleen kane says she does not plan to resign if formally charged. She said her defense attorney met with the Montgomery County District Attorneys Office to hand over information and evidence. She spoke about the investigation today in harrisburg. For the past 13 months i have been carrying on. I will handle it and i will continue to do my job. A grand jury recommended in december that kane be charged for engaging in a coverup and lying about her role in the leak. From our Delaware Bureau governor jack markell called for changes in the criminal Justice System. He spoke about delawares efforts at criminal justice reform. He believes the state could be a model for the rest of the nation. Markell highlighted allowing nonviolent offenders to keep their drivers licenses as long as efforts to reduce the cost of housing prisoners. In delaware we spend more than 270 million a year annually, about 36,000 per year for every incarcerated adult. He also talked about efforts in the state to help offenders who are pregnant and need Substance Abuse treatment. Tonight, nbc 10 is learning more about the fbi investigation surrounding two major cities in the Lehigh Valley. The search warrant last week in reading sought documents dealing with city contractors who may have also made political contributions to mayor Vaughn Spencer or any elected official for that matter. Agents requested similar records during a raid of allentowns city offices on july 2nd. New at 6 00 nbc 10s doug shimell spoke with allentowns mayor about his future and the probe surrounding him. Reporter the mayor is very clearly getting tired of being asked about the federal investigation, but that is one of the side effects. Do you worry thanks a lot. Reporter he has been the front man for allentowns resurgence but a federal investigation of the mayor over how that stay hands out contracts is starting to take a toll. Its time for him to step down. Time for him to resign. Its pretty obvious to me that they have incriminating information. Reporter the feds raided both his office and the office of reading mayor Vaughn Spencer reportedly based on information from a wire worn by their former political consultant mike fleck, who closed up shop suddenly and left town. I think that people who were doing business with Michael Fleck are probably having a lot of second thoughts about what they said to him. Thats unfortunate but we have come too far to slow things down. Reporter but in the midst of allentowns record redevelopment, there is mounting concern about a mayor who was the face of the citys success becoming the symbol of a federal grand jury probe. I have no intention of resigning. We are doing our job here as a city im doing my job as mayor. I want to keep doing that job. We have great things going on in the city of allentown. Reporter there is a growing fear that a lengthy federal investigation may start to get in the way of allentowns comeback. Im doug shimell, nbc 10 news. New at 6 00 a sigh of relief for now for atlantic citys struggling gaming market. New jersey voters wont decide in november whether to expand casino gambling beyond atlantic city. The Senate President Steve Sweeney said the referendum will not be on the ballot in november. Sweeney says he wants a public discussion before taking a vote. Democratic assemblyman ralph caputo supported a bill to expand the states gambling market. He said the issue is not going away. There have been proposals to open casinos in Camden Newark and jersey city. Developers also proposed a 1 billion hard rock casino and racetrack in the meadowlands. Switching gears now, Temple University is hiking tuition and fees by nearly 3 for this fall. The school board of trustees says the hike is due to mandatory increases in employee salaries and benefits. Instate students will pays 492 more next year. Out of state students will pay 772 more. There are new modern apartments in the Strawberry Mansion neighborhood. Check it out. The oakdale apartments behind the Widener Library are energy efficient. The bikes are getting more popular as tourists. The big question is how do you keep a dangerous incident like this from happening again . Youve got to be kidding me. Reporter he told us on the phone he couldnt believe it. Never mind that biking on the expressway is against the law, theres just no room on this stretch of highway in center city. I dont know why they would turn on to the offramp. You think its a good idea. Reporter this man bikes to work and says the indigo bike sharing is really catching on. Some stations run out of bikes early in the day. But there are some growing pains for the citys bike population. I see them all the time. People on indigo bikes just weaving around. Reporter we asked denise with the mayors Transportation Office what she thought of the video. Are you kidding me . How did this happen . Reporter the city says promoting safety on these bikes has been a priority since day one. There are a number of warning stickers on here. In fact its one of the first things you will see. We are hoping that it was just a mistake and based on confusion thats not going to be repeated. Reporter in the video you can see the riders dont have helmets on. They are not required on the indigo bikes. We really urge you to wear a helmet, to be safe to learn the rules of the road. Its been two weeks since Governor Wolf vetoed the republicanbacked budget plan and still both sides appear to be very far apart. The governor spoke today during the naacp National Convention in philadelphia. After his speech he talked about the budget impasse. Wolf says hes not certain what the major sticking points are but insists his budget plan makes sense. We need to stay strong. I dont think we can afford another year of the kind of smoke and mirrors we have had in the past. On the republican side the speaker of the house tells us the governor has not removed a single tax from his Budget Proposal and claims the majority is against the budget plans. Take a look at the philadelphia skyline. Parts of our area are seeing showers right now but a bigger threat for storms is just hours away. Heres nbc 10 first alert chief meteorologist glenn hurricane schwartz. Glenn . When a beautiful picture. Couple hours ago it was pouring. We had thunderstorms causing a ground halt at the airport. Now we have sunshine back here. Thats what is happening. Its been happening. We had one round of heavy storms this morning, then a break, then another round of storms now a break. But weve got more downpours coming, localized flooding and yes, more storms coming on wednesday, too. Theres that sunshine now at the end of the day. Certainly been in and out. 85 degrees now with the wind south at eight miles an hour. Very humid today. Certainly can tell the difference between today and the last few. The flood threat again is the main thing we are looking at overnight tonight and into tomorrow. There is some medium threat of lightning or high wind but the main problem is related to the amount of rain and falling over the same spots. Its into the low to mid 80s in many areas. 76 in trenton where of course its been raining. Thats the only thing knocking the temperature down during the day today. Lets look at the morning downpours. Generally from the philadelphia area south and east salem, cumberland counties Gloucester County Camden County got nailed with a lot of rain two to six inches. Now central bucks county is getting some of that. The same area that got hit this morning had some showers come through but fortunately they have moved through quickly and moved out. In central bucks, its just kind of lined up and sitting there and redeveloping over the same spot. Thats the kind of thing that happened this morning. We have had that flood advisory looks like they just canceled it for central bucks county. The next area were watching in the middle of the state, the strongest storms are up near the new york border so that would project toward the poconos and Lehigh Valley more so than other areas. There are plenty more moisture. You can see a bit of a spin in northern ohio. Thats going to help trigger some of the activity tomorrow. You can see as we go toward midnight, some of the remnants of those storms coming to the east around 2 00 a. M. In philadelphia, at least according to this model, then we quiet down for tomorrow morning and then here it comes again. This time the activity coming back from the northeast as everything spins around and when you get this spinning around in new jersey you might get it caught in some places that got too much rain during the day today. So thats the area that would be potentially, have the most threat of getting some flooding. Showers and storms some of them heavy, later this evening. Things are quieting down now in most areas. 73 for the low. Warm and humid with more showers and storms you saw on the future cast. Temperatures into the mid 80s. But then boy, does it get nice. Thursday and friday low humidity sunshine comfortable and then it gets uncomfortable. Little bit uncomfortable saturday, a lot uncomfortable sunday. Monday, we could be in for another heat wave.
