In scheme two, they allege he cleared a Campaign Consulting debt by trying to steer a 15 million federal grant to that consultant. The third scheme involves the loan debt of his son. The congressman and his aide funneled Campaign Cash to a Consulting Company which then paid down 23,000 of the debt.
