Now to more breaking news that impacts every american. Within the past 90 minutes the house passed the biggest reshaping of the tax code in three decades. The senate is expected to follow with its vote tonight. The sweeping 1. 5 trillion package would touch every taxpayer and every corner of the economy. It provides steep tax cuts for businesses and the wealthy. And more modest tax cuts for middle and lowincome families. Heres a look at some of the potential winners and losers under this plan. On the winning side, corporations and tax preparers. Losers include high tax, high income states like new jersey. Obamacare customers and older and americans who are more poor. The president tweeted stocks and the economy have a long way to go after the tax cut bill is totally understood and appreciated in scope and size. Immediate expensing will have a big impact. In high tax areas like the city of philadelphia, one deciding factor may be whether or not you own your home. The motion to reconsider is laid upon the table. Reporter with the bang of the gavel this afternoon, the republicans sweeping overhaul of the tax code is a step closer to reality. On the ground here in south philly, julia rose says that reality frightens her. Shem the tax changes will hit governmepeople hard eer. Some of the first programs that usually go are social programs and i really rely on those to live. Theres small changes every year, year after year. This will be a major change. Reporter kevin is a phillybased cpa who envisions a Ripple Effect of impacts. The plan lowers tax rates for each tax bracket and it doubles the standard deduction used by more than twothirds of filers. That should be a net positive for taxpayers with uncomplicated finances. Definitely the young family or college grad. Reporter but the biggest change in this high tax city, a 10,000 limit on the deduction of state, local and property taxes. Up to this point, philly homeowners had been able to deduct all of the tax money that they paid to harrisburg and city hall. Leaving them with a smaller amount. But not anymore. A change that may mayen renting a more attractive option for some and may shift the citys real estate market. We dont know for sure yet. Reporter it is is worth noting philadelphia has the highest poverty rate among the nations biggest cities. 25 and many of those people rely on government assistance so the potential for revenue shortfalls buzz of these tax cuts will be especially relevant to this city moving forward. Yes, its going to be a very mild night for this time of the year. We have had sunshine, much of the afternoon. After some clouds this morning, despite the clouds, temperature really shot up. Theres a live view in wilmington. And it is unseasonably mild. 57 degrees in philadelphia. 58 in northeast philly. Even allentown at 56. Mount pocono at 46 degrees. Skiers would like some cool er air and its going to be coming in here. Today up to 58 degrees. Tomorrow a pretty significant drop. High of 46. Then it another drop going into thursday. High of only 42. Below average, but thats only one days worth before we start warming up again. Friday, back up to 50 degrees. And saturday gets even warmer than that. Quite a bit warmer as you see a little later. The temperature tonight, not dropping very much. We have mostly clear skies across the area. Well go down into the 30s in many of the suburbs and lehigh valley. But thats not too cold for this time of the year. And were starting off the day tomorrow in a fairly mild side for this time of the year. But things are going to be changing. We have frigid air thats going to be coming in from much of next week. Well tell you just when it arrives. It could affect the Christmas Holiday too. The details and timing on that in just a few minutes. It will be a smoother ride home for drivers who use the pennsylvania turnpike. A stretch of the highway is back open after a Chain Reaction crash shut it down during the morning rush. Three tractor trailers and a car collided on the westbound side around 5 45. That crash sent two people to the hospital. Learning more this afternoon about the dead ly amtrak derailment in washington state. Investigators are looking into whether the engineer was distracted by the presence of an employee in training in the locomotive. We also know the train was going three times the speed limit when it plunged off the overpass and killed three people. Keith jones is live in the breaking news center with the latest on the investigation. I know were learning more about the victims. We have learned two of the victims are members of the rail passengers association. Its an edadvocacy group for trn passengers. Crews lifted one of the train cars that crashed on to the interstate south of seattle. This is time olympics video. The damaged cars were loaded on to flat bed trucks and driven away. A total of 13 of those train cars jumped the tracks. The speed limit on that curve where the accident took place is 30 Miles Per Hour but investigators say the trains data recorder showed it was traveling 80 Miles Per Hour. A couple who survived the crash said they are grateful they survived. A lot of tossing and squeezing and kind of got dark. I found myself on the floor. Its a blessing. Try to live daytoday. The couple are both recovering at home. Investigators are planning to look at the cameras and another black box that could help with their work. Live in the breaking news center, keith jones, nbc 10 news. This afternoon a burks county woman is in trouble after she stabbed her roommate over candy. Trace mitchell is facing aggravated assault after she stabbed her roommate and injured her leg. She was arguing with her while holding a knife. They started fighting and fell to the floor. Thats when she was stab issbede in the leg. A shooting happened on objectixford street last night. Family members were upstair when is they heard gunshots. They found the man blooeding on a couch in the basement. They dont know who was down there when he was shot. Attorneys of the mayor of allentown want to hear secret recordings that show he was innocent. Hes accused of accepting more than 150,000 in Campaign Contributions in exchange for a city business. The trial is scheduled to begin next month with jury selection in philadelphia. Arizona senator john mccain says hes now feeling a lot better and looks forward to coming back to washington after the holidays. The 81yearold republican senator is battling brain cancer and went home to arizona for physical therapy and rehab at the mayo clinic there. He will miss the tax bill vote. He took to twitter to thank everyone for their support. The fbi is now part of the investigation into what caused a fire that knocked out power to the worlds Busiest Airport in atlanta. Theres no sign of anything connected to terrorism. The fire took out the airports main power supply and backup electricity for 11 hours on sunday. Operations are returning to normal today. Half a dozen flights in or out of atlanta were cancelled. Delta would reimburse travelers who needed to stay in hotels on sunday. Going to southern california, firefighters say the potentially historic wildfire raging right now is almost half way contained. Good weather conditions are helping them make some progress. Officials say before that it fire is fully contained, it will be the largest in the states history. They expect to have it all under control by early january. This afternoon a moose lodge goes up in flames down at the shore. Fire crews rushed the scene at the lodge in lower township. Firefighters had the fire under control in minutes after it broke out after midnight. No one was hurt and Officials Say the fire is not suspicious. Bicyclists in philadelphia are calling on the city to make their safety a priority. They formed this human chain to protect this bike lane on 13th street in center city this morning. Thats the same area where a rider was hit by a truck friday morning. Another rider was killed a few weeks ago in the same area. There are painted bike lanes, but they want city leaders toods more. Students had to be moved to a different building after a water main broke inside their West Philadelphia school. Students were moved to Parkway West High School for the rest of the day. It will be back open tomorrow. A North Hampton brewery is hopping into action to support a pennsylvania state. Trooper who was shot in the line of duty. Two rivers brewery released a new beer today in honor of corporal seth kelly. Its 6 a beer, 1 will go to the family to help with his recovery. Kelly was shot after a traffic stop november 7th. He was released from the hospital earlier this month. The man accused of shooting him is in jail charged with attempted homicide. It takes a lot of courage. To get out this and do that job, were honoring him to help pay for expenses for his injuries and to help him and his family out this time of year. The salon is is also holding a monthlong donation drive to raise money for career wardrobe, which trains people transitioning to employment and independence. Turning a local bridge into a colorful work of art. The b street bridge is now all sorts of colors thanks to this latest art project. Some of the warm spots there. The ocean temperature in the mid40s. A few clouds this morning. Especially north philadelphia. And theres quite a bit of moisture down to the south. This is all going to arrive to the skpooes iteast and its goi us to the south. So tomorrow we have sunshine across the entire area. But much cooler weather. Nothing approaching 60 degrees like today. 43 in robinsville. 49 in longport. The only place that has a chance of getting to 50 degrees. So over the next few days, the temperature is going down. Upper 50s today. Mid40s tomorrow. Low 40s thursday. Then we start coming back on friday. We continue this dry weather pretty much for another few days. Theres a possibility friday morning of a little bit of patchy light rain in the lehigh valleys. Thats why we do neighborhood weather. Some neighborhoods have a better chance of seeing some precipitation than others. Were able to show it to you with this type of system that we have. And at the jersey shore, you can see temperatures down farther and then going back up as we go into friday. But of course, its the weekend. Christmas holiday weekend. And big changes are coming in the weather pattern. We have an arctic front thats approaching. We have strong southwest winds coming in on saturday. That could push the temperature to 60 or even above in parts of the area. But we have rain. Thats a pretty wet front. On the other side of that front is winter. Not just some snow, but theres some brutal, brutal arctic air behind that front. So this is going to be critical. Theres saturday. Now as we go to sunday morning, that front pretty much passes through. So were going to be quite a bit cooler on sunday. Not quite into the arctic air, but we may end up drying out on sunday. So sunday is quite a bit different than saturday. And then the front doesnt go too far. It may actually stall a little bit and some moisture behind it gives a chance at least of some snow. Especially some light er snow ad up to the north and west. Theres Christmas Morning here. So at least were in the ballpark. We got a chance. Heres the forecast for saturday, sunday and monday. Quite a difference from one day to the next. 60 degrees, warm and wet on saturday. Temperatures drop sharply for sunday. Pretty cloudy, most likely dry, just a slight chance of any kind of shower. And then much colder on Christmas Day. Thats a high of 37 with a chance of a little light snow. It could start off the day with a little bit of light rain changing to light snow. Then the frigid air comes in. So the real bitter cold comes in starting on tuesday. Thats tuesday and into wednesday. And by thursday, we have a chance of some snow again.
