West Coast council too stretched to monitor every dump

The private dump, known locally as Rosco's Hole, was found in breach of its existing resource consent during a site inspection this month by regional council staff, for taking unconsented demolition waste.
The spot visit happened the day after Buller representatives told a regional council meeting they were hearing from Reefton people objecting to the new consent application and wanting it publicly notified.
Senior consents officer Rachel Clark gave the board meeting a succinct rundown of Resource Management Act rules the council had to follow in deciding whether to notify a consent.
But her audience was more interested in knowing how the council would monitor the Rosco site and how often it was monitored now.
