MONTREAL, QUE.: FEBRUARY 15, 2021 -- A view of Esterel Golf Club in Estérel Monday, February 15, 2021. Estérel is using an approach that's "a little strange," according to an urban planning professor to decide the fate of a major redevelopment (new hotel, townhouses, condos, houses) being proposed for the town's only feature: an 18-hole golf course. The town is doing an informal opinion poll - results to be announced at a council meeting on Friday. If there's resounding opposition, it won't go further, the mayor says. If it's less clear, the town would include the developer's proposal in the urban plan it is updating at the same time. But providing the necessary rezoning through an urban plan update would deprive the townsfolk of their right to a referendum on the project. The referendum is only possible if a project requires a zoning change. If the town changes the zoning as part of a general update of all of the zoning bylaws, then there's no referendum.
