The report’s average rating was a C+, the same as it was five years ago. "What Winnipeg is good at, it’s very good at, in terms of addressing flood risk. And what it’s not so good at, it’s almost fallen off the radar screen," lead researcher and Intact Centre head Blair Feltmate said in an interview.
