Winona County officials will take a vastly different approach compared to their city counterparts when it comes to each government’s respective property tax levies in 2021. The city will increase taxes in 2021 by 4.8 percent, a rate on par with prior budget years, so the total levy will be about $9.9 million. The county’s property tax levy will not go up at all, staying flat with 2020’s levy of about $20.3 million. A flat year with no tax increase is a significant departure from the recent trend, but several budget cycles saw a zero-increase or cut to the county levy before 2016. Winona County Administrator Ken Fritz said the County Board intended the measure specifically to help taxpayers amid the pandemic. Repeating it over the long term wouldn’t be sustainable, as the county will inevitably see new expenses, he said.
