WINTER HAVEN — The Winter Haven City Commission gave initial approval Monday for a controversial development near County Road 653. The commission approved a request from H.R. Baxter & Sons Enterprises Inc. to rezone four parcels covering approximately 190 acres from single-family residential to planned unit development. According to the fact sheet, "the property is located east of County Road 653, north of Old Bartow Lake Wales Road and west of McClean Road" and "consists of former citrus groves, wetlands, and floodplains." The rezoning reduces the density of the land in question from 824 allowed units to 553 units. Baxter & Sons said the reduction was needed to meet market demand for larger houses on smaller parcels on land.
