They want to make the point that the building that burned the building destroyed had a shoe store on the first floor and was thought to be a vacant second floor but it wasnt and that is where the fire started. The fire started on the second floor unknown to the people on the first floor. The man arrested from the second floor an alleged squatter james morris the second floor thought to be vacant could be entered using this alleyway fire escape. They were curious about morris when they approached them and said he and others slept in the building and confessed he traded metal shelving to this man with the shopping cart that sold it for scrap. Morris for some alcohol beer or vodka agreed to give this guy the scrapings of the shelving inside of second floor of pay less. Morris is charged so far with trespass and theft was in the building just before the fast moving blaze was discovered.
