We found out that president obama will address the nation about the Historic Nuclear Deal with iran this morning. News4s angie goff is breaking it down from the live desk. Hi, aaron. First getting word from white house now that president obama will speak about this deal around 7 00 a. M. So in just about an hour, be sure to stay with us about that. Hes going to talk about this deal that were hearing is about 80 pages long. Big take away so far, it limits irans ability and access to build a Nuclear Weapon over the next decade. Also, the country would open up military sites to u. N. Inspections. In return, irans gets hundreds of millions in sanctions released. Good and bad reaction continue to pour in. Transportation secretary anthony fox scheduled a meeting about quote urgent safety issues for this afternoon. At that meeting theyll discuss metros financial problems and the search for a new general manager. They will talk about the safety fox says riders and employees need and deserve. A d. C. Council member is proposing new penalties for people driving all terrain vehicles and dirt bikes in the district. This comes as police are looking for persons of interest who were seen on dirt bikes in the shooting death of a reporter. News4s Megan Mcgrath is live at the Wilson Building in Downtown Washington with a look at this proposal. Megan . Reporter well eun, all terrain vehicles and dirt bikes youre not allow to drive them on district streets it is illegal. But many people do it anyway. If youre caught, the penalties arent that stiff. Now Council Member Kenyan Mcduffie is trying to change that. Later today hes going to introduce legislation that would create a tiered system where the penalties both fines and jail time would increase with each offense. Police are looking for more than a dozen people of interest in the shooting death of reporter charnice milton. Surveillance video shows them riding atvs and dirt bikes. Now under this legislation, lets take a look at the penalties here that would happen. First offense you could face 30 days in jail. And second offense, 90 days in jail and 500 fine and have your license suspended for up to six months. A third offense, 180 days and 1,000 fine. You could lose your license for a year. Now currently theres just one penalty, 30 days and a 250 fine. And thats for how ever many offenses you have. The police union has been vocal in calling for tougher penalties. They say that its a serious issue out there. Its a danger to the public and that there need to be tough penalties. The bill will be introduced later today. Well of course be following it. Alexander ciccolo has a hearing today. His father reported him to the fbi in the fall after learning he was plotting to attack college cafeterias. The young man was under constant surveillance and the attack was unlikely. Lawyers will ask a d. C. Judge to release man who is awaiting a retrial for murder. Ingmar guandique was found guilty of killing chandra levy and however the judge ruled that the testimony was from an unreliable witness in this case. The lawyers will be asked for him to be set free until the retrial next march. Prosecutors are reviewing the results from an invest into the death of a woman in Fairfax Police custody. 37yearold Natasha Mckenna died in february when sheriffs deputies tried to transfer her out of the Fairfax County adult detention center. Mckenna who had been diagnosed with schizophrenia was tasered multiple times. News4 spoke with Mental Health advocate pete earley on an Ad Hoc Committee to Reform Police practices in Fairfax County. Ed roessler hasnt addressed the reason why mckenna became combative in the first place and police tell news4 theres video of the incident and it has been reviewed. There is a new push for federal aid for baltimore after the unrest in that city three months ago. Several democrats signed a letter to the president asking him to recognize the violence there as a major federal disaster. This is according to the washington post. Last month, fema ruled it was not a major disaster and didnt deserve federal financial aid. Maryland governor larry hogan is appealing that decision. In the day ahead, federal investigators will look into a deadly cargo plane crash in afghanistan. That crash killed six members from michigan and one from kentucky. James holmes killed 12 people and hurt 70 others. His lawyers have one last chance to convince jurors he was going through a psychotic episode. Prosecutors say holmes methodically planned the attack. Then into Loudoun County and fauquier and up across the potomac into Montgomery County, Prince William, stafford and spotsylvania and then 9 30, 10 30, 11 00, coming through washington and into the Eastern Suburbs by 11 00, 11 30. The bear was spotted eating from a bird feeder in the river Point Community in leesburg yesterday morning. Animal services in Loudoun County are asking you to remove bird feeders because bears love to snack on them too. So theyre bear feeders for some people. Theyre also asking you to remove other items that could be an easy food source for bears like your trash can. Im calling my sister. She has three small children. The bear will go after the bird feeder first. A ban on heading the ball in soccer may reduce the number of concussions. A new study by the university of colorado says the ban would help eliminate player on player contact though. The study says players are more likely to get a concussion during heading the ball than any other soccer plays. But its not the only cause of injury. The injury comes as players made contact as theyre heading the ball. The study shows most injuries reported in soccer are to lower parts of the body, not to the head. Most injuries again because of all the kicking. Thats why they wear the shin guards. That makes sense, right .
