And now lets go back to that breaking news that occurred in virginia. A wild ride for drivers on i95 as police go after a murder suspect in Stafford County. It unfolded over the course of several hours. Police say the suspect shot at their cruisers before crashing his own car just south of garris garrisonville road. This started with a murder earlier this morning in stafford. News4s david culver covered a lot of ground today trying to hes live in stafford this evening with what we know now. David . Reporter and, wendy, at the top of this show, you and pat mentioned bullet holes in the windshield of police cruisers. Wait until i show you where one of those bullets ended up. Meantime as you mention, we are here on harron drive. Started as a Murder Investigation at 11 00 this morning. Deputies showed up here, found a woman who had been shot three times. They found her dead inside her apartment. They believe her husband is the one who shot her and then took off. From here, let me show you where they headed. We can take you from chopper4. A live look above 95 northbound, you can see traffic moving slowly now, but earlier today it was at a stand still because of a chase, a wild one at that, and a highway shoot out. Youre looking at the end, an overturned suv on 95 northbound. Police cruisers and other cars left damaged, but its what led up to this werent hurt. Im telling you right now, that guy could have killed a lot of people just by driving the way he was, let alone shooting at people. Reporter around 11 00 this morning, Stafford County sheriffs deputies showed up here. They found a woman shot and killed. They were in search of her husband, the suspected gunman, a trooper spotted the suspects suv headed north on 95. He followed for a few miles. A witness who asked we not identify him then saw the suspect stop his car in the middle of the highway and open fire. Stopped his car in the middle of 95 in the center lane, shot at the officer in the left lane, stood on the door, shot reporter the suspect continued along. The witness says causing more crashes along the way. He was shooting while driving. It wasnt just estopphe stopped shoot the police officer. He was shooting while driving. Reporter one of the bullets went into the ri windshield through the head rest. In the drivers side and right into the head rest. Reporter the suspect kept going north and deputies say he may have shot himself in the head taking his own life and leading to this wreck. A live look now, chopper4 above 95. You can see it is moving slowly, but, folks, this is actually progress compared to where we were a few hours back when it was not moving at all. Meantime, behind me the apartment complex where this all started, i was talking to a neighbor a short time ago. She said that the couple had moved in here a couple of weeks ago. She believes they had a few children. Nobody really got a chance know them, though, before this horrific tragedy started to play out, wendy. David culver in Stafford County. Thank you, david. Steve dressener has a look at what it looks like now. Wendy, steve mentioned slow progress for an hour and a half. We had the closure of 95 northbound due to this incident. Now as you see from chopper4, at 4 38 this afternoon, we were able to bring the good news that all the travel lanes are now available and have been reopened. Ive talked to a few callers in Stafford County. The major trouble spot right now besides the slow traffic on northbound 95 has been the northbound side of route 1. People electing to try to go to route 1, and i can tell you right now that it is a tough go if you are on that northbound side. Pat, lets go back to you in the studio. Steve dressener, thank you, steve. Also breaking this evening, we have just learned brandnew details about three murders in the district. James mayfield is facing multiple charges in a Violent Crime spree that started back in august. News4s Mark Segraves is live now outside of theo what have you been able to learn, mark . Reporter yeah, while the first murder occurred back in august, the two most recent murders and the Armed Robbery all happened within a 16hour span according to prosecutors. Today a judge told James Mayfield that he is an extreme danger to the community and that nothing besides keeping him locked up can keep the community safe. As for may field, he told the judge, hes not guilty of the three murders hes charged with. We have an 18yearold in the last several months we think is responsible for three homicides, and we dont know how many robberies. So, we have a person who has really in a lot of ways terrorized the community. Reporter it ganz with the murder of 17yearold jamahri sidener, the daughter of a d. C. Police sergeant. Ive been with the metropolitan Police Department 30 years. I can promise you, i promise you, the brave men and women that i work with are not going to stop until they get th reporter sidener was an innocent bystander caught in the cross fire. According to police, 18yearold James Mayfield is responsible for a string of Violent Crimes dating back to the august 10 murder of sydnor on saratoga avenue. Then on december 26, a second murder, this time on douglas street. And the very next day, a third murder just blocks away on bryant street. And later that same day, an Armed Robbery. Police say mayfield is also a suspect in at least three other armed robberies. So, we most certainly will be looking to see if he was involved in any of the other violent occurrences that have occurred in the city. Reporter mayfield is the third suspect charged in the murder of the 17yearold sydnor. Im very relieved that hes off the street because he had a weapon and he has demonstrated his willingness to use that weapon. Reporter now, it was an emotional court hearing, a short hearing, but very family members and friends of at least two of the murder victims, including detective sergeant wallace, the mother of the 17yearold girl who was an nnd bystander shot in august. Several times she and other Police Officers broke down into tears during this hearing. We talked to her on her way out about what it was like for her sitting in the courtroom with the man who murdered her daughter. Heres what she told us. Disgust, completely disgusted. You know, he killed my baby. He killed my innocent child, completely disgusted. And its just sad that he had the opportunity to strike yet twice again. You know, just because he had not been caught. Reporter now, the judge ordered him held without bond. He will have another hearing in early january. He is facing three murder charges. Police say more charges could be added later. Thats the very latest. Back to you in the studio. Mark segraves. Thank you, mark. A mother and five children in the hospital after a dramatic crash. One of many new developments in a story you saw first on news4 at 11 00. Detectives say the crime spree began when the suspect assaulted a child at a house on an early autumn drive in centerville. An alleged car jacking followed. Then a serious crash at centerville road and frying pan road in herndon. News4s Darcy Spencer joins us with an update on charges now against the driver. Darcy . Reporter wendy, were here at Fairfax County Police Department. This is where we got an update late this afternoon with a lot of new information. We now know the name of the suspect, and we know that he lives in Prince Georges County. And he earnnded up here in nortn virginia. We still dont know why. This is how it all earned whend suspected car pickup truck. They are still in the hospital. Police have charged Brendan Vincent of Prince Georges County of car jacking, speeding to a elude police, a semiautomaticing Police Officers and having stolen property. He showed up at a stolen car on early autumn drive in centerville and hit a child under 10 years old who answered a knock at the door. Neighbors say this is frightening. For me its shocking because, again, this is a really nice area, and theres lots of little kids playing around and, you know, everybody feels safe. Reporter police say vincent took off from early autumn drive then car jacked a man at a nearby Shopping Center after allegedly assaulting him. Police were pursuing as he drove into herndon more than 7 miles away. Thats when things got even worse. At centerville and frying pan road, he allegedly crashed into that van, a 12yearold in the van was ejected and has lifethreatening injuries. Police say two officers were hurt when they tried to arrest him after he scene. They are expected to be okay. Have you been able to figure out why this happened . What the motive was for this . We cant determine a motive at this point. Thats quite unclear at this point. Were piecing together. This is a multiscene event where theres three events going on at once. Reporter police say they are still waiting for results from testing to see if vincent was under the influence of any drugs or alcohol. Now, police tell me that the suspect continues to be a threat, even in the hospital. They say earlier today he tried to wrestle his way out of the handcuffs. The officer who was guarding him had to call for back up. Police were able to get the situation under control, get him back in the hospital bed. Wendy, back to you. Was he on anything . Are they testing him for that . He is pretty aggressive physically. Reporter yeah, that is a question that everyone has to be asking. Was he on any kind of drugs . Was he under the influence of alcohol . Thats certainly something that they test for. At this point police say they are still waiting for the results of that testing so were not sure at this point. Clearing up the confusion about who can pay their 2018 property taxes early. Some folks have already prepaid before learning they are not eligible to beat the Tax Deduction deadline. News4s chris gordon is sorting it out for us. Reporter homeowners in the district who prepaid their 2018 property taxes will qualify for a deduction. Thats because d. C. Is one of the few jurisdictions that has already billed 2018 property taxes. So, residents can go to o cfo. Dc. Gov to see the estimate of what their 2018 bill will be. But their liability, their responsibility for 2018 taxes gann began on october 1st, 2017. Reporter Montgomery County is lining up to pay their taxes despite being handed a warning that the chances their payments will not be deductible. I am handing out an announcement from the irs yesterday. Reporter the Montgomery County homeowners are being told a prepayment of anticipated real estate taxes that are not assessed before 2018 are not deductible for 2017. The tax assessment will be made in july 2018. Despite this, some are still choosing to prepay property taxes. Obviously it will be up to the irs, but the worst Case Scenario is i just paid it ahead of time, i guess. Reporter Fairfax County collected more than 20 million in prepaid taxes from thousands of its residents. Homeowners here may not get a Tax Deduction because neither Fairfax County nor fairfax city has billed real estate taxes for 2018. Arlington and alexandria say deductions will not be allowed. However, alexandria is planning to refund the money that its collected in prepaid taxes. Now, alexandria says the refunds will take about six weeks to process, and we have just learned in the past half hour that Fairfax County is planning to also make refunds if you email them at refunds at Fairfax County. Government. Thats refundfa moving parts. So, we are keeping on top of it and we will keep you updated on our nbc washington app. All you have to do is search property tax. But the district will let you theyve already assessed us. Correct. And theyre the only ones that have already billed for 2018. Therefore, you can prepay. Okay, so, its clear there for d. C. Residents. Very clear in d. C. We have one day. We have to do it by tomorrow. Or online, or by mail in d. C. Until december 31st. We can even do it over the weekend. If its postmarked by december 31st. Okay, all right. Thank you, chris. There you go. Well, when it is this cold none of us should be out longer than just a few minutes. But if you must, here are four things to know to stay warm. Of course, bundle up. Focus on adding extra layers to try to keep your core warm. And make sure you have on proper socks and shoes to avoid frostbite. Indulge in spicy food and coffee. Layoff the booze, sorry. Wonkwonk. Alcohol might make you feel warm and decreases your temperature. Make sure you have an emergency kit in your car, blankets, water, snacks, as well as extra hats, coats, mittens. That way today and its going to be that way for the next ten days. You want to make sure you watch out for that, be careful out there if youre going to be out and about. Temperature out there right now, take a look at these numbers. It is clear and, boy, have we cooled. Temperatures high 24. The temperature now down to 22 degrees. Winds out of the northwest at 8 miles per hour. Yeah, it is a cold night, clear skies. Now, that will continue to allow temperatures to cool. Notice the numbers back down to the southwest. 19 in manassas, 19 in gaithersburg, 21 in honeytown and 23 down towards fredericksburg. The wind, not a big factor, but still even a 5 to 10 mile an hour wind gives you a wind chill down around 10 degrees in hagerstown, 13 in d. C. , 10 in manassas, 9 in gaithersburg. So, some incredible cold out there. As i mention the, yeah, it gets a lot colder than this. First off, no system in our area. No snow coming down with anything. We have those clear skies, but heres what we do have. Were watching a system now that brought snow to iowa, chicago seeing snow right now. This is a weak system but it is going to bring in cloud cover and our winds will shift just enough that we get a little warmer tomorrow. Not a lot warmer but a little bit warmer. Back above freezing at least in the d. C. Metro area. But another system behind that one comes in and gives us a chance for snow on night. Tomorrow night at 11 00, nothing going on. We just have the cloud cover. But watch what happens overnight friday night into saturday. Start to see snow forma round 3 00, 4 00 a. M. , watch around 5 00. Snow, area wide, the exception down to the south. Fredericksburg, down further south, you might not get anything at all. D. C. To the north and westward you have a chance of seeing snow. By 8 00 its out of there. Two or three hour period a light snow. Could be must for a dusting but were not expecting a lot from the system and its all out of here by saturday afternoon, getting some sun, but the cold air really comes in. Speaking of the cold, it is here all across the eastern twothirds of the nation. Areas of low pressure you are, theyve been moving well down to the south and out to sea. Next week is going to be a very interesting pattern. Does it stay out to sea . There are new computer models bringing the jet stream back and because of that bringing the storm back right around our area with the cold. And that means we would see snow in the middle of the next week. Very closely all next week. Now, tomorrow after a high today of 24, we get to 34. So, yeah, still cold but not nearly as cold. But look at the numbers, again, 36 on saturday with a chance of morning snow. And then 20s again, 24 for new years day, new years eve around midnight, were forecasting a wind chill near zero. 27 on your tuesday. I95 is back open in Stafford County after a police chase ended with a murder murder suspect crashing his car near garrisonville road. Police say they spotted the suspect in the northbound lanes the suspect started shooting at their cruiser, and then he took off. He crashed his car near mile marker 142. No Police Officers were hurt. The suspect is still in the hospital with a selfinflicted gunshot wound. News4s david culver will have another update on this story coming up on news4 at 6 00. We did hit a High Temperature, says 24, we actually hit 25 at the airport. So, yeah, tying for the coldest day of 2017. Only 21 right now in gaithersburg. That was the high today in gaithersburg. At least everybody got to 20. Thurmant la gaithersburg 19 right now, manassas 20, camp springs. Temperatures will drop tonight, not quite as cold as it was last night, but still a very frigid morning out there on your friday. Replaced by police, evidence markers and shell casings from the gunshots. People here say the reality is its just another day. In front of my house five minutes, you hear police. Im tired, you know. Life is too short. Reporter this timeeo 7eleven on Eastern Avenue on sheriff road across from mosess house. He heard the shots and saw the young man on the ground. He was laying there lifeless. You know, thats a horrible thing, man. It does something to you. Does something to you if youve got any feeling for life and stuff like that. Man, this aint right. This aint right. Reporter police say the man died this afternoon. It does not appear to be associated with the 7eleven. Reporter basy counting his blessings. He helps out at the 7eleven and was just there this morning before the shooting. God got to be looking out for me. Stray bullets dont have a name on them. Reporter police scoured the scene for hours. The suspect had on all black. The investigation and the violence continues. In the district, Kristin Wright, news4. Roy moore has lost another bid. The state has officially certified doug jones the winner of alabamas special senate moore filed a lawsuit last night to delay the state from moving forward, but a judge rejected that suit. Moore claimed voter fraud and wanted another election. Elections officials said theres no evidence of fraud. During the campaign several women came forward and accused roy moore of Sexual Assault and harassment in the past. Moore denied all of the allegations. A Maryland State Police officer who survived a close call with a suspected drunk driver just this summer, back on the job. As Scott Macfarlane reports, the case is just one in a fastrising number of d. U. I. Crashes in which local police are the victims. Reporter he remembers some of the noise and the aftermath. I saw like bright lights. That was probably from the ambulance. Reporter and the other car. As i saw him hit the Center Median coming out onto the street, thats when everything just went blank. Reporter but trooper solomon flash said st beltway i dont remember how i got out of the car, but im just glad everybody was able to walk away from that incident. Reporter a suspected drunk driver crashed into flashs vehicle, knocking the trooper out. Flash spent weeks recovering from a concussion. Patrol from the wilson bridge to route 50. Reporter hes now back to work patrolling the same stretch of route 4 he was killed. Hes again handling cases of drunk drivers. Trooper flash isnt the only one to have been hit. Maryland state Police Records show 8 troopers hit by suspected drunk drivers this year, including one from cecil county who was hit twice. That trooper from cecil county has also recovered and is now back on the job. State Police Administrators say they are concerned about the rising number of incidents. Drunk driving has consequence, not just being arrested by a police officer, but the loss of life, or even injury to yourself. Its mainly four of us working the road. Were dropping even more than that i think over the next couple of days. Were going to end 2017 on a frigid note and were going to start 2018 even colder than that. Lets take a look and show you where we are right now. The current wind chill around our area, even 5 to 10 mile an hour wind makes it feel so much colder. Notice leesburg at 21. Not much wind there so theyre not seeing a wind chill. The wind chill in d. C. 13, gaithersburg at 9, 14 right now in frederick. Notice fredericksburg at 22. Thats because were not seeing any wind there. So, no actual wind chill that were going to be watching. Now, storm team4 radar is dry, continues to be. Were not seeing anything there, either. However i am watching a storm system back to the west. The storm system bringing snow to iowa, parts of illinois, chicago seeing a little bit of snow. A very weak system, but it will be Strong Enough and move just far enough to our east to our north, rather that it does bring us some milder air during the y by milder, we might just get above freezing. Going for a High Temperature of 34 degrees, but behind that system and yet another on saturday, we get even colder to set up the new year. This is the feels like temperatures. Thats when you take the temperature and factor in wind speed. This is the feels like temperature during the afternoon during the warm est. As we look to january 1st, yes, i noticed that camera having a bit of an issue in the background as well. But 24 degrees for a high on january 1st. This feels like temperature between 0 and 10. As we look to the holiday weekend, travel, doug, that snow is looking like a low impact. But we were saying this earlier, its going to be a great weekend to hit the slopes. First in virginia, a Dramatic Police chase on i95 involving a man wanted for murder. This is how it ended. Tonight, new clues about the suspect behind the wheel and the shootout that unfolded as drivers were passing by. Also breaking in d. C. , a teenager now tied to three separate murders. Tonight were hearing from the mother of one of his victims who was hit by a stray bullet. That mother talks about what it was like sitting just a few feet away from the man charged in her daughters death. You know, he killed my he killed my innocent child. Completely disgusted. We have more reaction from the mother as we look at how d. C. Police were able to close this case. But first lets look at our weather. Thats right.
